Zöe Franklin MP: speeches

4 Jul 2025–3 Jul 2026

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

I wish the House and you, Mr Speaker, a happy St George’s day. I welcome the fact that the Government are taking steps to improve and deepen our trading relationship with Europe, which is absolutely crucial to businesses right across my constituency, which have told me again and again of the challenges they face as a direct result of this flawed Brexit process. Could the Minister set out what plans he has to ensure that proper parliamentary scrutiny is given to anything relating to improving relations with the EU, given that we no longer have a Select Committee that deals directly with those issues?

It is an honour to serve under your chairmanship, Dame Siobhain. As my hon. Friend the Member for Hazel Grove set out clearly, we Liberal Democrats support the Government on automatic voter registration. I have just one question for the Minister: can she confirm which datasets the Government plan to use when piloting AVR?

Q I have a second question. The Joint Committee on the National Security Strategy recommended a temporary ban on crypto donations until there is statutory guidance. From your perspective and understanding of crypto, do you agree? Expanding a bit more, is there anything you would recommend in any guidance on crypto? Alexander Browder: I saw that report, which was very good. As I mentioned, cryptocurrency as a whole may only be properly regulated, at best, by the end of 2027. It needs to be established that cryptocurrency can be regulated, and that that can be enforced properly, to stop bad actors like Russia from entering our elections. What also needs to be established is that the people who are donating are not foreign entities like Russia, but are UK citizens. This is a big issue; due to the inherent nature of cryptocurrency, you are not able to verify properly the source of funds.

My constituent, Hannah, tragically ended her life using a substance purchased from overseas. Following her death, the coroner issued a prevention of future deaths report containing specific recommendations. Since 2019, the Molly Rose Foundation has identified at least 65 similar cases in which coroners have made recommendations to separate Government Departments. Progress on these issues has been slow and vulnerable people continue to be left at risk as a result. Will the Prime Minister set out what steps the Government will take to ensure systematic oversight of coroners’ reports and their findings? Will he support proposals for an independent, national oversight mechanism to track trends of preventable deaths and ensure that lessons are learned so that future lives can be saved?

Given the marked deterioration of civil liberties and democratic freedoms in Hong Kong since the introduction of the national security law, can the Minister outline what specific steps the Government are taking to support those affected by these abuses, both in the UK and abroad? Many of my constituents are Hong Kong nationals who have made their home here through the BNO route, and they remain deeply worried about family members who are still in Hong Kong.

There are some tragic stories of horrendous errors with EHCPs in my constituency. Does my hon. Friend agree that it is incredibly important that accountability is maintained in the system? If we cannot get it right now, how will we be able to—under the potential threat of EHCPs no longer existing—ensure that families and children are protected and get the support they need, and that the accountability of county councils and local authorities is maintained?
