    The transport sector generates Britain’s highest emissions. Through collaboration with France, we have the opportunity to transform the world’s busiest ferry route, across the strait of Dover between Britain and France, into the world’s first high-volume green shipping corridor. Will the Minister commit to championing this great initiative in the UK and at the upcoming COP30?

    I thank the Foreign Secretary for his efforts in raising the issue of my being refused entry to Hong Kong. I look forward to reassurances that no UK MP will be refused entry to any Chinese territories. The Foreign Secretary’s statement mentioned that China is our universities’ second largest source of international students, and that includes my university, the University of Bath. Global academic exchange and the free flow of ideas is at the heart of our liberal values and should be welcomed, but should the Government not be aware of the fine balance that must be kept? We should not allow young researchers and students access to certain knowledge that could ultimately be used against the UK.

    My constituents have watched in horror as Israeli forces have reportedly killed more than 400 Palestinians and injured thousands more at aid distribution centres in Gaza. Over the weekend, dozens more Palestinians were killed while trying to access humanitarian aid. Why are the Government still permitting the transfer of F-35 components to Israel through the international pool, knowing that these aircrafts may be used in operations causing mass civilian casualties?

    I felt disturbed by quite a lot of the emails that I received from constituents—some of them who are my friends and people I like—implying that we here are either too stupid or careless to care for the most vulnerable. Is it not true that we all do care, whatever decision we make today, and that we have to continue to educate people and tell them what this Bill is about?

    Voices is a domestic abuse charity in Bath that supports victims to recover from the long-term trauma and stresses of domestic abuse. It is in a new funding crisis, because mandatory funding goes into crisis and immediate risk-management services, not long-term recovery. May we have a debate in Government time on the vital importance of long-term recovery from domestic abuse and the financial support needed to keep charities such as Voices going?

    Across Bath, people wait far too long for the NHS care that they urgently need. There are proven ways to bring down waiting times and boost NHS capacity, but they are not always used to their full potential. I recently visited Bath Clinic, an independent sector provider with the infrastructure, staff and capacity to deliver high-quality secondary acute care. Bath Clinic ringfences slots for NHS patients. If the slots are not filled, they simply sit empty. Valuable appointments are wasted while my constituents in Bath linger on waiting lists without any good explanation. I understand that, across England, ICBs are planning to commission between 5% and 20% less activity from private hospitals this year, while the latest data—from March—shows that NHS waiting lists are getting longer. The longer patients wait, the more complex and costly their care becomes. Using independent sector capacity in the limited way that I have described gets people the treatment that they need when they need it, and helps them to return to work and to their lives. Everyone suffers when those slots are not used. This is not a criticism of the NHS or its dedicated staff. It is a call to make full use of every available resource to support them. The independent sector is not a replacement, but the capacity is there and it could make a real difference. This is also an issue of choice. The NHS constitution enshrines patient choice, so there is no excuse for not offering it. I have one question for the Minister: can she help me to understand why independent sector healthcare providers are not being used? Services such as Bath Clinic are ready to help and they have capacity that otherwise will simply go to waste.

    The solar panels on my roof started working last week, and I am very excited. If you do not have any solar panels, Mr Speaker, maybe you could give yourself a birthday present and ensure that you have an array, too. Mine were made possible by the Solar Together scheme organised by Bath and North East Somerset council. Such schemes are so important to encourage people to install solar panels on their roofs. Will the Secretary of State ensure that funding for those schemes will continue?

    The convention for 30-minute debates is that the lead Member makes a speech, to which the Minister responds, and only with prior permission can another Member make a speech. More and more, it has become the norm that Members intervene quite a lot. That is not really the point of a 30-minute debate, but I remind Members of the convention that the Chair should be informed by any Member who wishes to intervene.

    No one who has watched David Attenborough’s film “Ocean”, to which the Leader of the House has already referred, will fail to have been moved and terrified by the senseless destruction of our oceans, the lifeblood of our planet. In order to save our sick oceans, we need to safeguard about 30% of them; only about 3% are currently marine protected. Next week, the UN will hold an ocean conference in Nice. Will she ensure that we receive a statement from the Government on the outcome of the conference and what the Government will do to protect our very sick oceans?

    I am so pleased that there is cross-party agreement in welcoming a new youth experience scheme. My young constituents in Bath are unequivocal that they want the UK to join Erasmus+ again, because that gives them the best opportunities for study, training and internships abroad. Will the Minister reassure my young constituents in Bath that joining Erasmus+ will be one of the highest priorities for the Government as they enter into further negotiations with the EU?

    I thank the hon. Lady for that answer. Horribly and tragically, one of my constituents was a victim of abuse in the Church of England. We must never forget that there are victims and survivors involved here, and they were dismayed when earlier this year the Church of England’s governing body rejected a fully independent safeguarding model to deal with abuse cases. The Church should not fall behind other organisations on safeguarding. The hon. Lady has given me her answer already, but can she reassure me that she will continue to push for a fully independent body, as that must be our goal?

    Q15. A month ago, I was denied entry into Hong Kong on a private visit. In the absence of any explanation, this seems to hint at a hidden blacklist aimed to silence any MP from any political party who speaks up against human rights abuses by the Chinese Government. Does the Prime Minister agree that this is an attack on all of us, and will he personally seek reassurances from the Hong Kong authorities that no British parliamentarian will be denied entry in that way again?

    Julian House is a homelessness charity that has been operating in Bath for nearly 40 years. Its lease is ending next year, and, with no route to capital or long-term funding, it faces closure. Can we have a debate in Government time on how to end short-term funding cycles for local authorities, which give them little choice but to retain charities on insecure, short-term contracts, which are so devastating for our most vulnerable and at-risk people?

    I recognise the vital importance of the aviation sector, but any airport expansion —including at Bristol airport—should reflect the cumulative impact of emissions and our legal commitment to net zero. Does the Minister support the Climate Change Committee’s advice, published last year, that no airport expansion should proceed without a UK-wide capacity management framework?
