    The House will be aware of the horrific case of sexual abuse that took place in one of my local nurseries. The parents involved, who have shown amazing resilience, feel very strongly that if the nursery had had CCTV, the perpetrator, Vincent Chan, would not have been able to get away with his horrific crimes for seven whole years. Will the Leader of the House help me to persuade the Government that we need mandatory CCTV in local nurseries, with secure local monitoring and restricted remote access for parents, in order to safeguard our children?

    Over 20,000 people, including the likes of James McAvoy and Benedict Cumberbatch, have rallied around to try to save the local cafés on Hampstead Heath. I recently spoke to one of the owners, Alfonso, who brought home to me the importance of having local cafés that are affordable and accessible. As a fellow north London MP, is the Minister going to join the campaign to save the local cafés on Hampstead Heath? Will he reassure my constituents that protecting small businesses is at the heart of Government policy?

    We have a big, thriving French community in Hampstead and Highgate who have told me they are concerned that the UK is becoming a high-risk destination for French nationals who want to live and work here because of the issues around indefinite leave to remain. Locally, French parents are particularly concerned about having different settlement timelines to their partners because of childcare responsibilities, as it reduces their salary threshold. Does my hon. Friend think the Government should consider childcare responsibility when they reform the ILR situation for French nationals in our country?

    The Foreign Secretary will know that Hampstead and Highgate has a sizeable Iranian community, and they are very worried about their friends and family in Iran. One of the questions my constituents have asked is this: what is the FCDO’s thinking in terms of an official registration service for dual nationals currently stuck in Iran? I know that the internet blackout makes this very challenging, but I would still like to know the Foreign Secretary’s thinking, in case the situation escalates and those people want to come back to Britain.

    The leaseholders on the Hillcrest estate in Highgate in my constituency have written to me, because they have 84 years left on their leases. They are unsure whether they should wait for the Government reforms—which they welcome, by the way—or proceed with lease extension now to avoid the costs of incurring marriage value. Their fear, to which I am very sympathetic, is that they will extend under the current law and then better terms will be brought in by new legislation. I know the Minister has just said that reforms will happen in this Parliament, but may I ask him urgently to provide further clarity on the timings of the proposed reforms? Any savings from those reforms could have a huge impact on 100 of my constituents living on the Hillcrest estate.

    When the Minister speaks about the SPS agreement, will she also comment on animal welfare? Of my constituents in Hampstead and Highgate, 87% voted to remain. I have had an overwhelming number of communications about animal welfare being at the heart of any SPS agreement with the EU, so will she please talk about that?

    I thank the Secretary of State for Education for her statement and for reassuring us that the case is being given the importance and treated with the urgency it deserves. This is every parent’s worst nightmare. I pay tribute to my constituents and to the brave parents, who are here today to watch proceedings. They not only want justice for their own children, but want to ensure that never again are children put in this situation. The parents in my constituency have a number of requests. I recognise that the Secretary of State will not be able to answer all of them, but I would be grateful if she could write to me. Has she considered enhanced background checks for everyone working with children, enabling the use of safeguarding CCTV in nurseries and early years providers, and a mandatory two-adult supervision rule for all nurseries and childcare practices? Is she looking into expanding Ofsted ratings to include a clear assessment of nurseries’ digital device policies and controls? Is she looking into establishing an independent, state-run safeguarding reporting body that parents can approach directly when concerns are raised, as they were in the case of this nursery? Such a body must be fully resourced to investigate childcare providers without reliance on internal nursery procedures. Finally, will the Secretary of State ask the Prime Minister if he will meet me and affected parents to discuss not just this particular case, but how we strengthen the safeguarding process and the accountability of large childcare providers in our country?

    The Security Minister knows very well the case of my constituent, Nazanin Zaghari-Ratcliffe, who is accused of espionage by the Iranian state. In case he needs a reminder, her horrifying ordeal is being dramatised on BBC iPlayer at the moment. The one thing that Nazanin has said to me constantly is that a hostage envoy would have really helped when dealing with her situation. I know this is about dealing with espionage cases from the other side, but for the sake of national security, has the Minister considered having a hostage envoy, as the Ratcliffe family keep raising with me?

    The Secretary of State will know my constituents well and will know that climate change is a huge concern for them. They are particularly concerned that the Government talk a lot about tackling climate change during COP, but all year round it falls off the agenda. Will he reassure my constituents that this is an ongoing commitment from the Government to tackle climate change and that the agreed road map for fossil fuels will not somehow become a loophole for climate inaction?

    My constituent contacted me because she had been drugged and violently raped by a man she knew; she had worked for him, as a nanny to his children. She described this man as a high net-worth individual. Despite providing detailed evidence to the police, she said that ultimately it came down to her word against his, and she feels that his financial standing and influence meant that her case never went to the Crown Prosecution Service. The Minister will know very well that less than 4% of rape allegations result in summons or charge. At what point are we going to stop talking about how unfair the system is and actually do something that means that poor constituents like mine get the justice they deserve?

    I was astonished to hear those on the Opposition Benches cheer and jeer as the Chief Secretary made his statement. If I remember correctly, when we first took office after the election, we were told about how they had mishandled the economy, mishandled Brexit, mishandled the pandemic, spent the reserves three times over and promised money for sensitive schemes when they did not have the money, just to try and win the election. Will the Chief Secretary tell the House how decisions are made in the Budget process, and what we were left with when we first took office?

    I thank my hon. Friend for bringing this debate to the House, and he is being very generous with his interventions. He mentioned co-ops, so I want to mention Cooperation Town in my constituency. It distributes two tonnes of food to our community every week, and local members save up to 40% on their food costs, as well as benefiting from healthier, fresh food—I could not help but notice that my hon. Friend has a banana next to him. My constituents tell me that this is an extremely cost-effective way to transfer power and wealth from supermarkets to residents. Does he agree that co-ops play a vital role in making healthy food more affordable? Will he ask the Minister whether we should bring this model to more neighbourhoods across the country, including the one he is speaking about?

    Even though my hon. Friend’s constituency and mine are very different, the car industry is also critical to the livelihoods of constituents in Hampstead and Highgate. Recently I have had a huge number of emails from local cab drivers who are facing severe delays when it comes to renewing their driving licence, which obviously impacts their financial security. Could my hon. Friend comment on the fact that it is of course important to create the jobs of tomorrow, but it is also important to protect the jobs of today?

    My right hon. Friend knows my constituency well, and she will know that my constituents are very concerned about air quality in London and worried that the expansion of Heathrow will affect air quality in the constituency, especially for future generations. Will she reassure not just me, but local organisations such as Green School Runs and the London Clean Air Initiative, which are campaigning hard to ensure that air quality is not impacted and is at the heart of the review, not ignored by the Government?

    I thank my hon. Friend for bringing to the House this important topic, which is very close to my heart. I have had a lot of representations from disabled constituents in Hampstead and Highgate who are very worried about similar issues to those that he describes. They are also worried about the poverty premium in the insurance market, which I am sure my hon. Friend will touch on. Does he agree that any future inclusion strategy needs to address the poverty premium that exists in the insurance market, especially for our disabled constituents who have urged us to make a difference to their life?

    My constituent is a refugee from Ukraine whose home and livelihood were destroyed in Ukraine. She contacted me because of the uncertainty of her visa situation. Her three-year visa will expire in December, but she cannot apply for extension until November, which is preventing her from getting a new job and securing a new tenancy agreement. She is at risk of becoming homeless in the coming weeks. I recognise that my right hon. Friend is now the Foreign Secretary, but she knows the Home Office well. What conversations has she had with colleagues from the Home Office about reviewing the Ukrainian visa scheme so that Ukrainians can rebuild their lives in this country?

    My hon. Friend is being generous with his time. Because this debate is so popular, Members have received many emails from constituents, as I have from my constituents in Hampstead and Highgate. They are highly skilled and are worried about the transitional arrangements, because they are existing visa holders and have spent a lot of money investing in trying to stay here. That includes those who have emailed me saying that they have already passed their “Life in the UK” test. Does my hon. Friend agree that if we are changing the ILR qualifying period retrospectively, it would make sense, because of the financial hardship and distress that it is causing our constituents, to have a clear exemption for those who are already on a qualifying visa route?

    Last week, 20 of my constituents from the Climate Coalition, the Mothers’ Climate Action Network, Our Grandchildren’s Climate, the Hampstead Neighbourhood Forum and the Camden Fixing Factory came to see me. They were very clear that COP30 will be a pivotal moment to restore momentum on tackling climate change and to tackle the misinformation that is on the rise not just online but in mainstream political parties. Can I ask the Secretary of State what leadership the UK will be showing at COP30 to ensure that we tackle this misinformation? More importantly, what is he doing to ensure that powerful international partners who may not be on the same page as us when it comes to climate change are coming along with us on this journey, because it is only collective action that will solve this serious crisis?

    May I thank the Minister and his Department for pushing forward Awaab’s law? It cannot come soon enough, especially the 24-hour deadline for dealing with mould and damp, and especially for my constituent Yasmin, who has been living in an unacceptable situation with very young children for four years. However, I have real concerns about how ready housing associations are to implement the regulations, which are coming in very soon, in October. I have raised this issue with the National Housing Federation, but what assessment has the Minister made of housing associations’ ability to fully comply with all the regulations under Awaab’s law by October, so that we can ensure that all my constituents can live in a safe and healthy environment?

    I thank the Minister for his statement. This scandal was a sorry chapter in our country’s history, and I hope that those who were affected are compensated quickly and fairly. I am sure the Minister will know that this scandal disproportionately affected people from black, Asian and minority ethnic backgrounds. Of those who were prosecuted, 40% were from BME backgrounds, but I do not feel the report recognises the sensitivity. I recognise that the report cannot address every single angle, but I feel that the way BME people were affected disproportionately could have been highlighted more. What will he do to address the disparity as he moves forward in addressing this scandal?
