Tessa Munt MP: speeches
4 Jul 2024–3 Jul 2025
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Q2. Ahead of the 80th anniversary of VE Day, may I thank the Prime Minister for his Government’s recognition of the highly dangerous and clandestine work of the 1,746 pilots and navigators who formed the RAF’s photographic reconnaissance squadrons, and the 635 Buckinghamshire-based photographic interpreters—often forgotten—whose service will be marked with a national memorial near the Churchill war rooms? They had a death rate of nearly 50% and a life expectancy of only two and a half months, but they nevertheless captured 26 million images of enemy operations, providing daily, up-to-date intelligence, via the interpreters’ analysis, to the strategists in the Cabinet war rooms, for all our armed forces. May I ask the Prime Minister to join me when that national memorial is unveiled so that we can pay our respects to the likes of the late Captain Wilfred Bruce Tilley DFC, of Axbridge in my constituency, and the other amazing young men and women whose work was so critical to the safety of millions of people in this country and elsewhere?

I thank the Prime Minister for everything he has done over the last few days—it has been admirable. Will he endeavour to ensure that we prioritise military spending on outcomes rather than, strictly, the amount of money that is spent? The rush to avoid criticism of underspending often means that cost-effectiveness can be lost. Should not the defence and international aid budgets be viewed as a rolling average over several years rather than annually, to avoid the accounting gymnastics that might otherwise happen every March?

Sometimes, small actions can help. A number of my constituents were incredibly concerned that premises owned by my local council were occupied by a company that they perceived to have been administratively involved in supplying parts for the arms business. The council has now relinquished its interest in that building. Would my hon. Friend recognise that?

In August, the Ministry of Justice informed Bristol Crown court that it would have to close courtrooms and save over 400 sitting days before March 2025. Last week, the difficult decision was made to remove 40 trials listed between now and the end of March. All the witnesses and defence had been told that their trials would take place. Most have been waiting over a year—two years, in some cases. Many of the 40 cases are rape and serious sexual offences cases where the accused is on bail. The cases will not be relisted until at least October 2025. May we have a debate, so that the victims of rape and sexual abuse can understand why justice is so dreadfully delayed, and how the Government will tackle the court backlog?
