It is a pleasure to serve under your chairmanship, Mr Efford. As MPs, we all have a massive volume of casework that is generated from constituents who have come to us with concerns about parking charge notices. My constituency of Mansfield is no different. There is a real sense of anger among local people. Common complaints that I have come across include problems with parking payment apps, payment machines that are out of order or not functioning properly, difficulties speaking to a real person to query a PCN, and, in particular, PCNs that have been issued wrongly because automatic number plate recognition systems have malfunctioned yet it is possible to prove payment. I have also dealt with many cases in which someone has purchased a ticket but has simply incorrectly entered a digit from their registration number into a tiny payment machine keypad. Many constituents, particularly those with visual impairment or those who are older, have come to me about that. One company in particular, which manages the St Peter’s retail park car park in Mansfield, has been the subject of hundreds of complaints to my office. I have since met representatives of the company in Parliament, and I am pleased that they have agreed to make numerous improvements, including installing new payment machines, and to refund a large number of PCNs. However, I still have many reservations about the conduct of car parking companies in my constituency. From my observations, it appears that many companies are intent on generating as many PCNs and as much income as possible, and putting up as many barriers to appealing as possible—for example, not having staffed telephone lines, or insisting that appeals must be made in a very specific manner. Charge income is increasing at a record rate, while the number of vehicles on British roads is increasing only minimally. Clearly, something is going wrong. We seriously need to consider why that is the case and look at the regulatory framework under which parking companies operate. Many operators have told me that they are British Parking Association approved and they adhere to the code of conduct and practice, but that is a voluntary code created by the car parking industry, as the British Parking Association is a membership organisation funded solely by the car parking companies themselves. It seems to me that these companies act as judge and jury in the regulation of their industry, and I think enough is enough. My constituents in Mansfield demand that we in this House scrutinise these companies and decide whether further action is needed. I therefore urge the Government to look into the matter and to consider statutory regulation as a priority.

In my constituency, we are lucky to have Mansfield Town as our local club. The Bill will give us an independent football regulator, and new rules to protect our clubs and empower fans. Pro-growth and light-touch, it will help to ensure that all clubs throughout the football pyramid thrive. While football is certainly an incredible sport, full of excitement, it has the power to do more than just provide entertainment. Our local football clubs are often a focal point for our community, and it is important for us to nurture and support that in our constituencies. I am pleased to say that Mansfield Town do just that. I wholeheartedly support their work, which helps to break down barriers to opportunity, and as a local MP, I will do whatever I can to support their civic-minded aspirations. I hope that Mansfield Town will continue to go from strength to strength over the coming years. I will be proud to vote for a Bill that delivers on our manifesto commitment to establish the independent football regulator and a new set of rules to protect clubs, empower fans, and keep clubs at the heart of their communities. Football would be nothing without its fans, and this strengthened Bill will put them firmly back at the centre of the game. The fans, the board and the management of Mansfield Town football club have told me that they welcome the Government’s commitment to delivering this important legislation, and I thank the Secretary of State for bringing it to the House and giving us all an opportunity to support it.

Local Conservative council candidates in Mansfield say on the doorstep that they want better funding for our schools. However, in the pursuit of restoring private schools’ tax breaks, which of these measures does the Minister think the Tories would cut first: new teachers, speech and language support, mental health counsellors, careers advice or work experience?

Is it not the case that the SNP’s housing crisis has meant that 10,000 kids in Scotland have no place to call their home? I wonder whether the Secretary of State agrees that tackling that housing emergency is an urgent step to ensuring that we attract more workers into Scotland in order to have a workforce that can grow the Scottish economy?

Given that the SNP decided to withdraw an amendment to the Border Security, Asylum and Immigration Bill on this very policy earlier this year, does the hon. Member agree that today’s Bill is a cheap stunt rather than a meaningful attempt to make Scotland a more attractive place to live and work? [ Interruption. ]

It is a pleasure to serve under your chairmanship, Mrs Hobhouse. There are 33 MPs sat in this room participating in this very important debate. The same number of children aged seven and under are killed or seriously injured on our roads every three weeks. That shows the importance of the debate, and I know that Members from across the House will want to do everything they can to change that statistic. The main point that I want to make in the seconds that I have left is that it is up to us and our communities to make sure that we always think creatively to help alleviate traffic problems. That needs to be part of the mix, including for formal traffic calming measures. We should not wait for a tragedy to force us to take action. I look forward to hearing what the Minister feels she can do to support the work that communities like mine are doing.

On a point of order, Mrs Hobhouse. On 25 March, in a Westminster Hall debate on the subject of construction standards for new build homes, I made a reference to PR Power Saving Solutions Ltd. I should have drawn attention at that time to my entry in the Register of Members’ Financial Interests, in which I record a campaign donation from that company. I apologise to you, and to the House, for that oversight, and I am grateful for the opportunity to correct the record.

The Prime Minister’s commitment to host an international meeting this year in support of an international fund for Israeli-Palestinian peace has never been more timely. Given the upcoming June summit in Paris in support of a two-state solution, can the Foreign Secretary provide for the House an update on progress towards meeting the Prime Minister’s pledge?

A constituent in Mansfield, who works in a local NHS practice, wrote to me to suggest that dental therapists, hygienists and other professionals could be utilised a lot more effectively to deal with capacity. Does the hon. Member agree that to free up more appointments, such as those her constituent needs, and to ensure that people get better and more timely care overall, it would be better to utilise the skills of other people in the dental profession, in the south-west and throughout the UK?

I could not agree more with my hon. Friend. Certainly in my own constituency, I see many of those things the RBL does behind the scenes, such as helping those living at home, assisting with personal casework issues, providing grants, ensuring veterans are getting the appropriate war pensions they are entitled to, and so forth. I certainly agree it is a lifeline. Given that we all believe the RBL does great work in our communities, I certainly promise that, for as long as I am the Member of Parliament for Mansfield, I will do everything I can to ensure that in my constituency we support the RBL and we never forget.

It is a pleasure to serve under your chairmanship, Sir Jeremy. As someone who has spoken many times in the House about the importance of supporting those who have served in our armed forces, I warmly congratulate the hon. Member for Hinckley and Bosworth (Dr Evans) on securing this important debate. The Royal British Legion does so much behind the scenes to support our veterans. I am proud to say that we have a long-standing Mansfield branch of the Royal British Legion, established on 9 October 1921. As Mansfield’s Member of Parliament, I do everything I can to support the work of the RBL locally. It is important that we all do everything we can to ensure that its activities continue in every one of our constituencies. That is the reason I was very disappointed to hear recently that our Armed Forces Day commemorations, which that usually take place each year in Mansfield, have been cancelled. The commemoration is enjoyed by families from right across the constituency, including my own. Many have written to me to express their disappointment. I hope therefore that the local parties to this event, including Mansfield district council and the Mansfield business improvement district, will get together and resolve the matter without delay to the satisfaction of the RBL, which has written to me to express its disappointment—as, of course, have many of my constituents. It is important that we all play our part to support our armed forces personnel, not just through the RBL, but through all the incredible charities and organisations that support our veteran communities.

Antisocial behaviour is a significant concern to my constituents, especially the nuisance caused by off-road bikes and e-scooters. Last Friday, local officers specifically told me that they do not feel they have the power to pursue the riders of these bikes when they are in their patrol cars, with riders often taunting and even laughing at them because they know they cannot easily be caught. What steps are the Government taking to ensure that my local officers in Mansfield have the specific powers they need to stop those bikes and bring those terrorising our community to justice?

It is a pleasure to serve under your chairmanship, Ms Jardine. I thank my hon. Friend the Member for Sherwood Forest (Michelle Welsh) for securing this important debate. Having listened to the contributions from my good friends, my hon. Friend the Member for Sherwood Forest and the hon. Member for Ashfield (Lee Anderson), who represent neighbouring constituencies to mine, I am deeply saddened to hear of the difficulties that their constituents have faced during what should be a moment of joy and achievement, particularly for those families who are first-time buyers. While many aspire to own their own home, in my Mansfield constituency it has become a dream that many cannot afford. Equally, however, those who cannot also deserve to live in a home that is high quality and fit for purpose. That is why I also welcome the efforts and the work being done by Mansfield district council with its new council home building project. As I saw with my own eyes a few months ago during a site visit, the council are now midway through a £7.7 million development scheme on the Bellamy Road estate in Mansfield, in which an initial 22 high-quality affordable homes are being built. I must say that these homes, which will be rented to local families on the council’s housing list, are all being built to an extremely high standard, and one better than that which is legally required. The council is ahead of the game in delivering these homes to exceed the future homes standard, which will seek to ensure that homes are built to an environmentally friendly specification. This includes building homes with higher standards of insulation, to keep energy bills as low as possible, which is good both for the planet and for my constituents’ pockets. I am glad to say that the council’s partner, Mercer Building Solutions, had to include a range of social value actions in the development. For instance, it ensured that almost 90% of the workforce lived within a 20 mile radius of the district. These are truly local houses for local people, built by local people. I am keen that councils and house builders look to British industry for solutions in construction. My constituency is home to Power Saving Solutions, a company that is enabling reduced reliance on diesel-generated power on building sites, and I learnt recently about JCB’s response, with its hydrogen-powered combustion unit, which will also reduce carbon emissions in the construction industry. Those are two great examples of private sector firms enfranchising themselves in our mission to make Britain a clean energy superpower. While I congratulate my council on its innovation and forward thinking, what I have heard in this debate is that it is time for the private sector to up its game and put the quality of houses before profit. As a part of this, we must invest in our local workforce to support the British construction industry. That is why I welcome the Chancellor’s announcement of £600 million of funding to train tens of thousands more skilled construction workers in the next four years. The money will go towards creating more places at technical excellence colleges and expanding skills in the sector. I promised last summer that I would bring good-quality jobs and opportunities to people in my constituency. With this Government pledging to build 1.5 million new homes, it is important that they are built to the highest standards. I look forward to hearing more from the Minister about what the Government will do to ensure that they are.

It is an absolute pleasure to speak in support of the Bill, which delivers on the Government’s mission to break down barriers to opportunity. The Bill will drive high and rising standards in school, cut the cost of sending children to school for my constituents and make life easier for families in my area. Its landmark reforms to safeguarding and children’s social care will stop children from falling through the cracks.

Does the Minister agree that the Conservatives have some explaining to do, given that the Sentencing Council’s consultation on the guidelines that recommended differing approaches for those from an ethnic minority background was undertaken during the previous Government, that the previous Government was a statutory consultee and that it was welcomed by the Government at the time?

I thank the Foreign Secretary for his statement. Last week, I hosted a Westminster Hall debate on the international fund for Israeli-Palestinian peace. Was the Foreign Secretary able to raise that matter at the G7 Foreign Ministers’ meeting? Might he commit to a further meeting with MPs to discuss the UK’s commitment to that fund?

As a small business founder and someone who has grown a business, I recognise the need for balance. I am grateful to the right hon. Member for raising that point. In my concluding remarks, I put on the record how proud I am of my unions, the GMB and Unite, for the work that they have done with this Government to help deliver this groundbreaking legislation. I will therefore be voting with pride to support the Bill in the Lobby later today.

I must also draw the House’s attention to my entry in the Register of Members’ Financial Interests and my membership of both the GMB and Unite trade unions. I should also make clear to the House my employment history, both as a chief executive officer and a managing director of companies in the United States, the UK and Israel, and my record as a company founder and employer.

I absolutely agree; my hon. Friend has spelled out why enforcement is so important. I would happily speak further in support of so many of the amendments that have been tabled, but I am acutely aware that we are at the end of the debate.
