Steve Barclay MP: speeches

4 Jul 2025–3 Jul 2026

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches

While the problems with the Ajax programme are familiar, what we have heard today is quite extraordinary, because both the Minister and the shadow Defence Secretary have said from the Dispatch Box that they have been misled by officials. That raises questions for this House, because we should be able to rely on what is said by Ministers in good faith from the Dispatch Box. Has the Minister discussed this issue with the Cabinet Secretary? I agree with the Chair of the Defence Committee, the hon. Member for Slough (Mr Dhesi): Members from across the House do not think that these problems apply only to this programme; they are more systemic. What the Minister and the shadow Defence Secretary have said is extremely important to how this House operates and whether individuals are held to account. What action will the Minister take with the Cabinet Secretary to address that?

The Minister seems to be citing a lack of funding as the reason for the scheme not being funded, but when I spoke to the Rail Minister in his previous role as chair of Network Rail, it was a priority for Network Rail. Can the Minister confirm from the Dispatch Box that schemes with a worse benefit-cost ratio were funded in the spending review? In other words, did the Government choose to fund transport schemes with a lower BCR over funding the Ely junction?

    What about the BCR?

I congratulate the hon. Lady on securing the debate. I very much support the case she is making. Given that the previous Government, in October 2023, did secure funding for this, it is deeply regrettable that the Labour Government have cut it. Does she agree that if we are to unlock the growth potential of Cambridgeshire as a whole and in particular Fenland, and to connect that to Cambridge’s growth potential, we need Manea, March and Whittlesea stations to be better able to connect to the economy in Cambridgeshire?

  • 3 Nov 2025 · Huntingdon Train Attack · Hansard source

May I join in with the tributes of my fellow Cambridgeshire MPs? In her statement, the Home Secretary indicated that she was receptive to the deployment of facial recognition at railway stations. Can she clarify, on the current timeline, the earliest date on which that would be deployed more widely? Given some of the early lessons coming out of this case, what scope is there for the Government to accelerate that timeline?

  • 8 Jul 2025 · Local Government Reform: Cambridgeshire · Hansard source

If it is the Minister’s argument, as he has just set out, that it is not for Government to dictate the territory that would be covered, why do two different Government Departments appear to be dictating two different things? On ICBs, there is one geography, and then from his Department there are three options that cover a different alignment. I will just take the example of transport. In Cambridge, there is the Greater Cambridge Partnership, which covers transport. Also in Cambridge, there is the metro Mayor of Cambridgeshire and Peterborough, who covers transport, too. Cambridge city council and South Cambridgeshire district council also cover transport. The Oxford to Cambridge authority is looking at the rail link between the two. There are so many different bodies dealing with transport into Cambridge. We should avoid that situation for health, and make sure that health organisation aligns with local authorities.
