Shockat Adam MP: speeches
4 Jul 2025–3 Jul 2026
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Leicester South has a home ownership rate of just over 40%—nearly 23 points below the national average—in a city where the average house costs 8.5 times average local earnings. My young constituents work very hard and save responsibly to get on to the housing ladder, yet the tax system offers them absolutely nothing, while incorporated landlords deduct full mortgage interest through a company structure. Canada and Nordic countries are offering targeted tax relief for first-time buyers. Has the Chancellor considered introducing a similar relief here to ensure that young people are supported by the tax system, not left behind?

More
There is a direct link between youth services and housing in communities. In fact, it has been shown that once we invest in our youth services, there is reduced homelessness and fewer young people in temporary accommodation. However, the cut in real terms—close to £1 billion—means that the whole sector has been decimated. Does the Minister agree with me that when we lose our youth services and our centres, our whole community suffers? How are this Government going to make youth working a viable career going forward?
- 11 Mar 2026 · Protest Policing · Hansard source
More
Will the Home Secretary care to explain a contradiction? She has taken to ban a peaceful march that has been happening for over 40 years, citing serious public disorder, while the Government continue to permit the far right, who call for serious public disorder outside hotels housing asylum seekers, to protest outside those hotels. In September 2025 at the Tommy Robinson “Unite the Kingdom” march—the Home Secretary might like to know that he is a big fan of hers—violence was sighted, in particular against Muslims. Will that march be banned in future as well?
- 23 Feb 2026 · Leasehold Reform · Hansard source
More
I refer Members to my entry on the Register of Members’ Financial Interests. An acute increase in service charges of 78% has knocked the residents of Phoenix House in my constituency. The council is the freeholder, and it has overseen a complex arrangement with a private head leaseholder and various commercial managing agents below it. Due to the complexities of these arrangements, the residents have no idea where this 78% increase has come from. Will the Minister commit to introducing a duty of candour so that leaseholders know exactly what they are paying for, and will he further consider a threshold for acute service charge increases?
- 1 Dec 2025 · Child Poverty Strategy · Hansard source
More
Teachers across Leicester South, where, in some areas, child poverty is unfortunately near 70%, tell me that student anxiety and poor health are rising, partly driven by insecure, damp and cold housing. Schools are unfortunately being forced to act as frontline welfare services, absorbing pressures that should never fall on teachers alone, such as helping people to fill in forms. Will the Minister reassure them that the child poverty strategy, which is to be published this week, will address the link between child poverty and poor health?
- 18 Nov 2025 · ECO4 Scheme: TrustMark Standards · Hansard source
More
Hundreds of my constituents in Leicester South installed external cladding as part of the ECO4 scheme. Despite using TrustMark contractors, my constituents have been left to pay hundreds of thousands of pounds in fines because those contractors failed to obtain correct planning permission. To make matters worse, when these homeowners approach the contractors to complain, they discover—surprise, surprise—that they have all gone bust. These are not rich people, and they now face stress and financial hardship, so will the Minister please meet me and my Highfields residents to discuss how this issue can be redressed?
- 21 Oct 2025 · Ending Homelessness · Hansard source
More
Does the hon. Member agree that being homeless should not prevent people from using primary care services, such as GP and dental practices, and the Government must support those practice providers as much as they can?
- 13 Oct 2025 · Homelessness · Hansard source
More
Every night, over 1,000 children are homeless in my city; they are either in temporary accommodation, or even worse off. Does the Minister agree that this is totally unacceptable for a modern society, and that the Government must bring forward its cross-departmental plan to tackle youth homelessness?
- 14 Jul 2025 · Topical Questions · Hansard source
More
A new report by Crisis shows that only 2.6% of rental properties in my area of Leicester South are affordable to those on local housing allowance. That is a real-terms cut as rents soar, because the Government have frozen housing benefit until 2026. Will the Secretary of State explain how that freeze aligns with the Government’s aim of reducing homelessness, and will the Government urgently review the cap so that people can afford to keep a roof over their heads?
