Scott Arthur MP: speeches
4 Jul 2026–16 Oct 2026 · year in progress
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

I thank the Minister for his statement. If the Secretary of State made this decision, I am disappointed that she was not able to come along today to answer this question, as I think there are real concerns here. The sector in Scotland is 100 times bigger than the sector in England; if it is going to grow, I wonder what the target market is if it is not people who are currently drinking Scottish whisky. When the Minister visited the distillery in Aberdeenshire, did the people there explain the importance of the malt whisky brand and why it should be protected? It does seem that this decision today will weaken that brand.

The hon. Gentleman mentioned the loss of emergency workers in that brutal attack, and we celebrate and salute their courage. But we now know, since the attack, that more firefighters have died as a result of their work on the site than died on the day of the attack itself. When we remember those who died that day, we also have to think about the legacy of the attack, including those firefighters who have been lost.

The hon. Gentleman says that he wished the Government had acted sooner. Did the National Security (State Threats) Act 2026 not get Royal Assent a week or two ago? I think our Ministers have acted very quickly indeed.

Some colleagues have questioned the need for this debate. Like others, I welcome the news that we are going to proscribe the IRGC, but online, I have seen people who are basically antisemitic claiming that this is some kind of plot, that Jews are taking over the world, and that they were behind this decision. That is why it was right to have this debate today. It has been fantastic to hear colleagues from across the House reminding us of just how barbaric the regime is, and of the role it plays in the UK. I thank Ministers for the proscription, and I thank those who took part in this debate who talked about this barbaric regime.

It is a pleasure to serve under you in the Chair, Mrs Hobhouse. Like others, I thank the hon. Member for Horsham (John Milne) for introducing the debate and for how he did it. I want to make a prediction. I think the remaining speakers are going to say that they support this campaign and that they want to see a difference, and they will acknowledge the gap that needs to be filled. Our challenge is making that pledge and those words real. I have been in debates like this before—we all agree that something has to be done, yet we come back and speak about it again and again. Perhaps, if we all carry this campaign forward, this is the time to actually make it happen.

In Scotland, the holiday season has already started. I understand why the Minister has rightly focused on the connection with France, but people in Edinburgh South West are concerned about there being real issues in Portugal, Spain, Italy and Greece when it comes to delays at airports. Is the Minister speaking one to one with those countries to ensure that, at the very least, we are aware of what the challenges could be?
