    My local businesses such as Labman in Stokesley, Barkers and Sam Turner & Sons in Northallerton, and Metcalfe Farms in Leyburn are all excellent at providing opportunity for young people through apprenticeships. I note that the Government have introduced a welcome hiring incentive for the smallest businesses to take on young people, so will the Secretary of State congratulate my local businesses that are doing just that? Will the Government learn lessons from the kickstart scheme, which I believe the guarantee is somewhat modelled on, because we discovered that it is better to have an easy application process for the smallest businesses, to speed uptake and to ensure that they are aware of such initiatives? Such schemes are very beneficial, but we must ensure that businesses are aware of them and take them up to benefit young people.

    My constituents and I are deeply concerned about proposals to develop what would be one of England’s largest onshore wind farms right next to the Yorkshire Dales national park. With turbines as tall as the Gherkin, it would have a huge impact on the visual landscape in one of the most beautiful parts of our country and could damage our precious peatland in the moors, which, as the right hon. Gentleman will know, is a natural resource that we are lucky to have. Will he join me in praising the work of Councillor Thompson and the Hope Moor wind farm action group for organising our community? Will he support both their and my efforts to ensure that our local voices are heard loudly during the process?

    I know the Secretary of State will agree that access to cash and banking services is an important part of vibrant high streets, particularly in market towns in North Yorkshire such as Stokesley. Will he join me in thanking Link for agreeing to representations by me and the local community to install a banking hub after the closure of the last bank branch in Stokesley? It will make an enormous difference to the local community. I know this is something that the Secretary of State is also passionate about, and we are all delighted to have that banking hub coming to Stokesley.

    On that point, my first ministerial job was as Local Government Minister, and I think that the hon. Member makes an excellent point about the importance of the rural services delivery grant to councils such as North Yorkshire, which incur extra costs in delivering services in rural areas. Does he agree that that is an important aspect of local government finance that needs to be considered when MHCLG is looking at allocations, and that it is particularly important to our rural county of North Yorkshire?

    My right hon. Friend, who is my dear friend and constituency neighbour, is making an excellent speech. He talks about families in the dales. I am sure that he agrees that families in the upper dales and Swaledale have been acutely impacted by this policy. He knows the geography well; families are also now being directed to schools in Kirkby Stephen or Barnard Castle, and getting there requires passage on minor, single- track roads through high moorland—roads that are often unpassable and unsafe in the winter months. The situation has obviously caused concern for the families involved. They are being very well represented by Councillor Yvonne Peacock. I join her in urging the council—it has to make difficult decisions, and my right hon. Friend was right to point out the climate in which it is operating—as it looks to refine and review this policy using the discretionary powers that Government guidance allows it, to think about the particular geography of Swaledale, the impact of weather on these roads and whether it is right for these children to be going to those schools. Often, they are having their education disrupted or travelling on unsafe routes.

    In 1990, Dr David Birkett was brutally murdered in a crime that shocked the Teesside community. He was discovered by his young daughter, who is a constituent of mine. Despite the Deputy Prime Minister’s very welcome opposition, the murderer was recently released. May I thank the Ministry of Justice for agreeing to a request from me and the hon. Member for Middlesbrough and Thornaby East (Andy McDonald) for a meeting with my constituent to hear her concerns about the process, and about her interactions with the Parole Board leading up to the murderer’s release? I know that the matter is subject to an ongoing judicial review, but I thank the Ministry of Justice for its continued attention to this case, and urge it to learn what we can do to support victims in the future.

    At the recent India AI summit, I was delighted to participate in an event, with the Deputy Prime Minister, highlighting the opportunities for British and Indian growing technology companies to do more in each other’s markets. I am looking forward to another such event in London in the coming weeks. Will the Minister join me in commending both our high commissioners—Their Excellencies Lindy Cameron and Vikram Doraiswami—for their steadfast commitment to strengthening the links between our two fantastic technology sectors?

    Can I associate myself with the Secretary of State’s remarks and thank her for her thoughtful answer? I know that we both share a desire to honour the service of those in our armed forces by recognising and addressing the impact on their families. As the MP for Catterick garrison and nearby RAF Leeming, I see in particular the impact on service pupils with special educational needs and disabilities, which I know is something that she cares about. My local school leaders have recently implemented the Garrison Assist project, which seeks to address some of those challenges, and in light of the recent White Paper I met with those school leaders. Will she arrange a meeting for them with officials so that they might share their learnings and so that service pupils across our country can get the support that they need and deserve?

    Richmond, North Yorkshire, is home to brilliant cultural assets like Richmond castle, the Georgian Theatre Royal, the Station and the Green Howards Museum. It has a unique place in our national story, with a history stretching back to Norman times and a record of successfully putting on community events, like MayFest. This gateway to the dales is also the UK’s most copied place name: it is the original Richmond but there are more than 100 across the world, from America to India. Will the Secretary of State join me in congratulating Richmond Yorkshire Community Interest Company, which is putting a great bid together to be the UK’s town of culture?

    I recently had the privilege of spending some time with the Jewish community of Stamford Hill. Those conversations reinforced that we must, as the Minister rightly said, do more to combat antisemitism. She cited the recent figures showing that antisemitism is at near record levels. When in government, we put in place the first multi-year funding for the Community Security Trust, and I thank the Government for recently extending and increasing that funding. Will the Minister join me in thanking CST volunteers and agree that anti-religious hatred has no place in our society?

    Our Ukrainian friends want not just to physically rebuild after this devastating war, but to recover with a modernised, reformed economy that can attract investment and support their entrepreneurial population. This is something Britain can help with, given our strengths in defence and technology and, indeed, as a global financial centre. So may I ask the Government to fully lean into these efforts alongside our allies, the International Monetary Fund, the World Bank and the private sector, because an economically strong Ukraine is good not just for Ukraine’s future security, but for ours as well?

    In my rural north Yorkshire constituency, community bus providers—such as Stokesley Community Care, Hambleton Community Action, Reeth and District Community Transport and the Little White Bus—provide a vital lifeline for elderly residents, taking them to doctors’ appointments, and to social events to combat loneliness. Will the Minister join me in thanking and commending all the volunteers who make those services viable, and ensure that community bus providers remain uppermost in the Government’s mind as they think about bus policy, and perhaps about D1 licences, this year?

    I thank the Defence Secretary for his statement, and specifically on Ukraine may I commend him, the Prime Minister and the Government for their continued efforts? The whole House will be proud of how Britain has led on this from the very beginning. The future of Ukraine, and indeed the security of Europe, is an issue of vital UK national interest—a point that the right hon. Gentleman, and others, have made. I believe there are three prerequisites for a lasting peace in Ukraine: first, a western military presence there; secondly, credible and durable security guarantees; and thirdly, a well-armed and resourced Ukrainian military. In his work with allies in the weeks ahead, will the Secretary of State ensure that any ceasefire or peace agreement does not give Russia a veto in any of those three vital areas?

    In the past 12 months, nationally significant cyber-incidents have doubled, many backed by hostile foreign states, as the Minister will know. The National Cyber Force is clear that offensive cyber-operations play a part in ensuring our national security, so given the environment in which our adversaries are co-operating, will the Minister continue to deepen our co-operation with our Five Eyes partners in this domain, not least because I know at first hand how much they value the particular capabilities that the UK brings to bear in this area?

    The Great Ayton allotments group received funding from the community ownership fund last year. As the deadline for disbursing the funds approaches, delays in a related planning application are threatening that funding. I thank Department officials for trying to resolve the issue, and I ask Ministers to support that flexibility, because the project means a great deal to the community of Great Ayton.

    I thank the Deputy Prime Minister for joining me at a recent event in Parliament to support the work of Prostate Cancer Research, a charity of which I am an ambassador. He and I both believe that introducing a targeted national screening programme for prostate cancer is the right thing to do and would save lives. Does he agree that the recent compelling results of the 162,000-patient European trial support the case, and that that evidence, alongside data from Prostate Cancer Research and others, should be given significant weight by the UK National Screening Committee?

    In my constituency, organisations such as Just the Job, Yatton House, Northdale and Chopsticks provide valuable services for adults with complex disabilities and learning difficulties, so will the Minister join me in commending them? May I urge him to continue the work that I know his Department is doing on exploring where local voluntary and charitable organisations can play an effective and efficient role in delivering public services for local communities?

    I welcome the Foreign Secretary to her new role and commend her on a very strong statement. I welcome the progress being made by the G7 Finance Ministers in DC on seizing Russian state assets. It is an issue I first started working on three years ago, and I know the Chancellor has continued that work. Because of that, there is a body of clear technical analysis that has been done in the Treasury that I think shows clearly at this point, first, that there is a sound legal basis for taking these assets and using them; secondly, that there is now a practical way to use them, especially as the bonds have matured into cash; and thirdly, that by acting in concert with allies, any risk to financial stability can be absolutely minimised. I urge the Foreign Secretary to show continued UK leadership on this issue, as I know she is, especially sharing that work with our European allies, because I know she would agree that this is an urgent issue that requires action.

    I recently visited the Dinsdale family farm to talk to the group of hard-working dairy farmers who provide milk to the Wensleydale Creamery to make their famous Yorkshire cheese. I know the Minister will join me in commending their contribution to British food security and the Dinsdale family for their innovative installation of an anaerobic digestion unit, which turns slurry into energy. Could he look at what more can be done to encourage small-scale on-farm AD units, which not only significantly cut methane emissions but significantly cut costs and increase income for our hard-working family farmers?

    Thank you, Madam Deputy Speaker, and I know that the whole House will want to join me in wishing you a very happy birthday. I warmly welcome and support what the Foreign Secretary said about Iran, and in particular the joint E3 statement on imposing snapback sanctions. Tehran is a threat not just to regional security, but here at home, and he will know that our security services have foiled over 20 different Iranian-backed plots. He will have seen today that Russia and China have joined in a letter saying that they will work with Tehran in the UN to thwart snapback sanctions. Could he update the House on the work we will do with our allies on enforcement and, crucially, make it clear to companies and banks that there will be severe consequences for those that break the sanctions?

    I thank the Policing Minister for visiting Northallerton this year and hearing directly from my farming constituents about the impact of livestock and equipment crime on their lives and health. I am grateful to North Yorkshire police for all their hard work, and for the recent funding uplift for the national rural crime unit, but does the Minister agree with me on the importance of implementing the Equipment Theft (Prevention) Act 2023 and, more broadly, ensuring that rural areas get the attention they deserve?
