On a point of order, Madam Deputy Speaker. I would like to apologise to the House for my failure to declare an interest when participating in a Westminster Hall debate on 22 June 2026, on the topic of pro-Israel influence on UK politics and democracy. When speaking in the debate, I failed to declare the relevant interest, which was that I had been on a visit to Israel between 26 and 30 September 2025, funded by Reform Friends of Israel. Although the trip is properly recorded in my entry in the Register of Members’ Financial Interests, I should have declared it during the speech. That was a breach of the rules and I apologise to this good House.

I welcome the Secretary of State to his place; I knew it would not be long before we saw him back on the Front Bench. I have urged the Government before to use the frozen Russian Central Bank assets. It may be difficult, as he has just said to another hon. Member, but that does not mean it is impossible. Given the leadership that the United Kingdom has shown, can I urge the Secretary of State to lead the way in turning the difficult into the possible?

This House needs to wake up urgently, because the truth is that these 4,000 JLR jobs are being sacrificed on the altar of net stupid zero, which was introduced in 2019, since when JLR production has collapsed from almost 400,000 vehicles to under 200,000. Energy prices have doubled, and the previous Conservative Government introduced the ridiculous zero emission vehicle mandate. Meanwhile, Chinese imports have increased from a few thousand vehicles to almost 300,000—some 15% of the market. The whole of the UK market will be destroyed in the next five to seven years unless this Government take urgent action. Will the Government do the right thing, scrap the ZEV mandate, and do what the US has done: introduce 100% tariffs on all Chinese EV imports?

I refer to my entry on the Register of Members’ Financial Interests. We all deplore settler violence, but the simple reality is that these sanctions are a grave mistake. Does the Foreign Secretary understand that so many people are concerned that all they will do is embolden the scourge of antisemitism against British Jews on British streets, endanger our relationship with the United States and our security, and lead to tit-for-tat sanctions from the Israeli Government?

Last week, at the successful Reform conference, I launched a series of bold planning proposals that will make it easier to regenerate our town centres and easier to build on brownfield sites, by making it cheaper and faster to get planning consents. Will the Secretary of State consider those proposals? They have been well-received by the industry. I urge her to consult and to meet me.

I congratulate the First Secretary on her appointment. I am sure that the reforms planned to rewire the state are well-intentioned, but it seems that we are going from No. 10 plus the Cabinet Office to No. 10, No. 10 North, the Office of the Prime Minister and Cabinet, the Cabinet Office and a new OneGov Delivery Agency. We are going from two to five. Does she understand our concerns that she is increasing the size of the state, increasing the cost and slowing down decision making?

The Prime Minister has spoken a lot about the increase in the cost of living. Much of that is driven by the increase in energy prices, because of the rush towards net stupid zero and the multiple increase in renewables such as solar farms on our productive agricultural farmland. It is madness to import gas from overseas when we have our own gas in the North sea. When will the Prime Minister do the right thing: approve the licences at Rosebank, Jackdaw and elsewhere in the North sea?

Congratulations to the Government on doing what I have been urging for seven years, which is to take this strategic national asset into public ownership. What is needed now is a comprehensive, bold vision for the blast furnaces. I am concerned about the talk about more electric arc furnaces. We already have them at Rotherham, and others are being built down in Port Talbot. We need a comprehensive vision to invest in blast furnace plate mills, so we have a real job-creating, world-class industry based around Scunthorpe in the great county of Lincolnshire. How long will it take to get that vision, so that we know which way we are going?

East Midlands Railway has cut replacement bus services on a stand-by basis when there is not sufficient railway capacity in peak season. I am concerned that that is because it is deliberately cutting any form of expenditure before going over to Great British Railways. Will Ministers work with me to ensure that this is not the case through the busy summer period?

The dictionary definition of gerrymandering is the manipulation of boundaries to suit a particular party, and decision after decision after decision in Lincolnshire, Nottinghamshire, Derbyshire and many, many more have, surprisingly, been the local Labour party’s proposal. Is the Secretary of State aware that the decisions made around the local government reorganisation have directly contradicted the very criteria set by the Government and, as such, will result in multiple judicial reviews?

There is complete chaos at the National Energy System Operator. Whistleblowers are phoning politicians to express their concerns about blackouts. Independent investigators have had to be appointed, and NESO had to cut the interconnector for exports, without notice, in order to guarantee supplies. I wrote to the chief executive, Fintan Slye, two weeks ago, but I have had no reply to my detailed question. There is arrogance and complacency from the Minister. Can he guarantee that there will be no blackouts? Does he have complete confidence in the chief executive? And will the independent investigation be published for us all to see?

While his own MPs may have sent him off without resorting to VAR, I have some good news for the Prime Minister: under his tenure, 76% of England football matches have been won, which is the greatest, most successful record of any Prime Minister in history. In his remaining days in office, while he carries out whatever meetings, reviews or motivational talks he has planned, will he commit to ensuring that his greatest legacy is that finally, on Sunday, football is coming home?

We are all reeling with shock, sadness and anguish at the loss of our Ann, and also the manner in which she has been taken from us. She was a colossus in public and political life—a legend, adored and loved by millions and millions of people, including my own late mother, who spoke very warmly of Ann. Ann was a remarkable lady. She had an incredible work ethic: she would think nothing of going the length and breadth of the country to speak at rallies. She was an incredible orator, who always spoke without notes—absolutely remarkable. The Home Secretary touched on Ann’s philosophy of life: she viewed life as not being a dress rehearsal—you grasp every opportunity and you go for it, as far as possible. In relation to her political career in this House, I checked earlier and in 23 years Ann made over 8,000 contributions in this place, including some remarkably witty interventions. When an hon. Member said that she should disappear with her broomstick, she immediately replied that she had her broomstick and she would cast a spell over him. That was her nature. Likewise, her media career was also remarkable: she was an agony aunt on two programmes, a most deserving semi-finalist in “Strictly Come Dancing” and appeared on “Celebrity Big Brother”. She was an incredible panto performer, who was adored by so many. Ann’s conviction, her passion and her advocacy for free speech were to be commended. I had the honour of working with her for the past seven years. Despite being a foot taller than her, I somehow always found myself looking up to her. When she phoned, I always stood up on my toes: incoming—beware! That was Ann. We will miss her dearly. Also, the Scottish whisky industry has lost a very discerning customer. Maybe there could be a limited edition of Widders whisky, where the tasting notes may reflect unique, unforgettable flavours, a fiery, spicy series of tones, but a blend to be treasured to eternity? May she rest in peace. Will the Home Secretary ensure that the counter-terrorism unit keeps us updated as regularly as possible? We all want our police forces to do brilliantly, but when considering motivation when giving us early updates, would it be wise to keep things open ended, as opposed to ruling out motives too quickly that may then end up being ruled back in?

In a week’s time, we will have a new, unelected Prime Minister, the right hon. Member for Makerfield. Can the Minister confirm whether the right hon. Member supports this local government reorganisation, or is he going to reorganise the reorganisation?

Does the shadow Minister agree that rising numbers of asylum claims, and rising numbers of approvals of said asylum claims, are essentially acting as a magnet for others? Essentially, that amounts to an amnesty for asylum claimants.

It is clear to me that the National Crime Agency has released details of my company bank statements, my individual bank transfers, and private conversations between me and my bank managers to The Guardian, which have been published. This involves multiple criminal offences, and I believe that there should be a full investigation. Does the Leader of the House agree that there should be such an investigation and that if people at the National Crime Agency have committed serious criminal offences, they should face the full force of the law?

Well, well, this desperate Labour Government will stop at nothing to stop the rise of Reform UK—from trying to cancel elections, to donations, to changing the voting system in Manchester. If the Government are truly concerned about undue influence, has the Minister discussed the proposals with the Cayman Islands hedge fund Quadrature, which was the largest donator to the Labour Government, giving £4 million in 2024, or with the eight companies that have donated half a million pounds? Sure enough, those companies have had almost £150 million of Government contracts since.
