Rachel Gilmour MP: speeches

4 Jul 2025–3 Jul 2026

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches

  • 18 Jun 2026 · Infected Blood Compensation Scheme · Hansard source
    More

I am going to try to make my intervention without crying. I congratulate the hon. Gentleman on his impassioned speech. I am a member of the Public Accounts Committee, and this subject came before us a couple of weeks ago when we examined the impact of the infected blood scandal as part of a much wider report on Government compensation schemes. These cases are always marked by a profound injustice, but nowhere is that clearer than in relation to the infected blood scandal. Each week people die before receiving the compensation they are promised, and I know that the hon. Gentleman will agree that that is a moral stain upon our country.

  • 17 Jun 2026 · Rural Pubs: Fiscal Support · Hansard source
    More

I congratulate the hon. Gentleman on securing this debate. As everybody knows, I represent the most beautiful constituency in the United Kingdom. As he says, pubs are not just about food and drink; they are also somewhere for people to go to socialise. They are great for people who are lonely. The Butchers Arms in Carhampton reopened in January, and it now has a library and a shop. I am sure he would agree that is a very good situation to be in.

  • 23 Apr 2026 · National Resilience · Hansard source
    More

    11. What steps he is taking to improve national resilience.

  • 17 Mar 2026 · Child Maintenance Service · Hansard source
    More

My team has been absolutely inundated with child maintenance service casework. I agree with the hon. Member’s point about the faceless nature of the service and how unhelpful—in fact, damaging—that is to people who have been subject to domestic abuse. Some constituents’ cases show a clear and worrying pattern of one parent’s evidence being approved when there is clear evidence on the other side that it is a lie, to use rather frank terms. There are some accounts from constituents who have been driven to suicidal ideation because of the shambles of the system, so I am grateful to the hon. Lady for raising this matter today.

  • 11 Mar 2026 · Rough Sleeping: Families with Children · Hansard source
    More

I was shocked, although perhaps not entirely surprised, to learn that among local authorities, Somerset has the third highest number of young people sleeping rough, in absolute terms, in the country. It struck me even more that it is sandwiched between urban areas. Does the hon. Member agree that the challenges of destitution and homelessness for families are as acute but far less visible, which often leads to rural rough sleeping being overlooked in national policy considerations?

  • 3 Mar 2026 · SEND Provision: Local Authorities · Hansard source
    More

I thank my hon. Friend the Member for Dorking and Horley (Chris Coghlan) for his truly emotional and very caring speech. While the Minister is travelling around the country, will she spend some time in west Somerset, where 2,500 children are on the crisis list?

  • 4 Feb 2026 · Postal Services: Rural Areas · Hansard source
    More

I am very proud to represent some fantastic small businesses in my rural constituency. Mr Barclay, the owner of CardByMeLove in Tiverton, has been left to shoulder an administrative burden that is not of his own making, chasing missing parcels and placating disgruntled customers. To make matters worse, he has faced an unresponsive Royal Mail. Does my hon. Friend agree that such instances of abject failure actively undermine the ability of small businesses to operate, and cause serious reputational damage in already trying circumstances?

  • 28 Jan 2026 · Firearms Licence Holders: Mandatory Medical Markers · Hansard source
    More

Will the hon. Member give way?

  • 8 Dec 2025 · Digital ID · Hansard source
    More

My Tiverton and Minehead constituency in west Somerset has the lowest social mobility in the whole country. Does the hon. Gentleman believe that mandatory digital ID will give a better quality of life to any of my constituents?

  • 3 Dec 2025 · Engagements · Hansard source
    More

I have a charming elderly constituent who, after a series of major medical interventions, has been left in excruciating, uncontrolled pain after her opioids were withdrawn, pushing her to suicidal ideations. Can the Prime Minister shed light on what plans His Majesty’s Government have to help people manage pain in order to live a happier and more comfortable life? Please can I have a meeting with the appropriate Minister?

  • 17 Nov 2025 · Parkinson’s Disease · Hansard source
    More

Will the hon. Lady give way?

  • 17 Nov 2025 · Parkinson’s Disease · Hansard source
    More

Does my hon. Friend agree that the challenges faced by those living with Parkinson’s are far from isolated, and that across neurological conditions such as Parkinson’s, multiple sclerosis, ME or chronic fatigue syndrome, there are calls for a joined-up neuro-optimal care pathway? A coherent national strategy is what is required.

  • 21 Oct 2025 · Mandatory Digital ID · Hansard source
    More

Does my hon. Friend agree that the very idea of “Ihre Papiere, bitte” is not something that my constituents, or the British people more broadly, will stand for? That explains this cross-party opposition—which I, as a true Liberal, fully endorse.
