I thank the Minister for his personal commitment to this cause, and the UK Government for putting this matter on the record at the UN yesterday as a matter of extreme urgency. May I also put to the Minister directly the challenge yesterday from Tom Fletcher, the UN’s aid chief? He said: “For those killed and those whose voices are silenced: what more evidence do you need now?...Will you act—decisively—to prevent genocide?” What is the Minister’s answer to that question?

The UN’s Philippe Lazzarini is right, isn’t he, to say today that Israel is committing a “massive atrocity” by blocking aid to the children of Gaza? As well as the urgent need for aid, the Palestinian people need more trade with countries like the UK. Will the Minister explain how my constituents in Rochdale can buy more Palestinian goods, such as olive oil, herbs and dates, and support tech companies and the many co-operatives that operate in the west bank and in Gaza?

The murder of 26 civilians in Pahalgam was truly horrific, but India’s airstrikes have resulted in the deaths of 26 civilians in Pakistan and Azad Kashmir. This cannot be a bizarre, macabre game of tit-for-tat where the only people who suffer are civilians on both sides. Can the Minister reassure my Rochdale constituents, many of whom are concerned about family members, that the Government are doing everything they can through their consular access and also at diplomatic level to de-escalate the situation and to make it crystal clear to India that water cannot be used as a weapon of war against the wider people of Pakistan and Kashmir?

I pay tribute to the bravery and professionalism of the counter-terrorist specialist firearms officers who took part in the arrest of an Iranian national in Rochdale over the weekend. It was a reminder of not only the constant threat that we face, but the intelligence and police services’ daily work to keep us all safe. Does the Minister agree that in this week of the 80th anniversary of VE Day, it is a reminder too that Britain is at war with a modern enemy: the fascism of Islamist extremism and state-sponsored terrorism? The message should go out loud and clear that my town, our country and this House will never surrender to such terrorism or to its ideology.

Let us be clear, the masked murderers of Hamas could end the suffering of the Gazan people today if they released the hostages and agreed to a ceasefire. But let us also be clear that this extremist Israeli Government, in their own actions in the past few days and weeks, are endangering the state of Israel. As the right hon. Member for The Wrekin (Mark Pritchard) made absolutely clear, the Israeli Government are undermining the state of Israel by their actions, more than any Hamas extremist could dream of. I agree with what the Minister says about practical measures and pragmatism rather than symbolism, but does he not think that the most practical step that this country can take is to recognise the state of Palestine, in conjunction with other states, as soon as possible, in order to move the peace process on?

I welcome the significant strengthening of ties between the UK and the Palestinian Authority, not just in trade and extra funding from the UK, but because, as the Foreign Secretary said last night, “The UK is committed to urgently advancing Palestinian statehood as a key part of a two-state solution.” It was my pleasure last night to meet not just Prime Minister Mustafa but Basel Adra, the director of the Oscar-winning documentary “No Other Land”, who made clear that recognition is his central demand too. Does the Minister therefore agree with me that President Macron was right when he said last month that “We must move towards recognition, and we will do so in the coming months”?

My constituents, particularly those from the Kashmiri and Pakistani communities, strongly condemn this terrorist atrocity in Pahalgam. They are also worried about India’s response, in particular its suspension of the Indus waters treaty, but also the bulldozing of homes of those not connected to this attack in any way. Does the Minister agree that the Kashmiri people should not be subjected to collective punishment, as the people of Palestine have been in Israel?

I welcome Bury FC’s revival, not least because Rochdale FC can now beat them in the local derby. On Saturday, I was at Spotland to see Rochdale clinch a play-off place for the national league, thanks to a 5-1 win over Hartlepool FC. Many people there knew it was a super achievement, precisely because a year ago we were threatened with financial collapse. There was a poignant moment at the game when we all remembered the death of Joe Thompson, whom we lost to cancer aged just 36. His work is being carried on by the local cancer charity Team Thompson. That epitomises everything that is great about our game; it is at the heart of the community, and is giving something back, through players like Joe. Does my right hon. Friend agree that people like Joe are everything that is great about our English game? Does she also agree about the need to ensure that smaller clubs see a reverse of the inequity we see in the game nationally?

On Friday, in Rochdale, I met Jayne Ward and her colleagues from St Mary’s sexual assault referral centre in Manchester, which is staffed by former police officers, nurses and social workers who are all committed to helping victims and survivors particularly in areas such as Rochdale which have suffered from grooming gang abuse. They told me that their priorities are cutting the courts backlog which means that cases are having to wait until March 2027 to go to trial, longer-term funding commitments to help groups such as theirs, and a wider recognition that most sexual abuse and child rape is perpetrated not by strangers, but by family and friends. Does the Minister agree that those should be our priorities, too?

I know the Leader of the House has a sweet tooth, so she may be disappointed that she missed out on the very first chocolate festival held by The Oxford pub in Shawclough over the Easter break. The festival was attended by 800 people, and it was held in conjunction with the chocolate maker Slattery. As well as having a great time, customers and the pub donated free Easter eggs to children in need in Rochdale. Will she join me in congratulating the McNeeney family on putting on the festival, and will she join me for a candy and a shandy in Rochdale soon?

I welcome today’s action plan. I particularly welcome the creation of a new child protection authority and the doubling of funding for groups who are helping survivors and victims of child abuse, up and down the country. The independent inquiry into grooming gangs in Rochdale, commissioned by Greater Manchester’s Mayor, Andy Burnham, was detailed and thorough, and found serious failings by the statutory authorities. The priority for my constituents is to ensure that we are protecting women and girls in the here and now, as well as convicting perpetrators of past crimes. Few people know that there is no specific criminal offence of grooming, so may I thoroughly welcome the Government’s decision to make grooming an aggravating offence in child sex abuse, with longer sentences? That is long overdue, as it was recommended in Alexis Jay’s inquiry, but ignored by the previous Government.

The UK tax gap grew by a shocking £5 billion in 2023, in the dying days of the Conservatives, and former Chancellor Nadhim Zahawi was sacked for failing to declare an investigation by His Majesty’s Revenue and Customs into his tax affairs. I welcome the Treasury’s crackdown on tax avoidance. Does my hon. Friend agree that Labour’s prudence with a purpose will be shown by investing those taxes in the child poverty strategy this summer?

This whole House was and remains united in its condemnation of the horrific attacks by Hamas on Israel on 7 October and their disgusting treatment of the hostages ever since, but many in this House have also been appalled by the indiscriminate killing of tens of thousands of men, women and children from the state of Palestine. Ever since 7 October, their forced displacement and the blockade of aid on them has surely upset many Members of this House. Does the Minister agree that the treatment and the smearing of my hon. Friends the Members for Sheffield Central (Abtisam Mohamed) and for Earley and Woodley (Yuan Yang)—they are honourable, and I am proud to call them my friends—is part of a wider attempt to stop others, such as journalists, parliamentarians and the Israeli people themselves, from seeing what is really going on in the occupied territories?

Rochdale Hornets have had a winning start to their league season—a spicy performance no doubt linked to our new partnership with Nando’s restaurants. Mr Speaker, if you get a Rochdale Hornets season ticket, you can get 20% off in Rochdale Nando’s. Ours is a true community club with the work off the pitch as important as the results on it. Does the Secretary of State agree that we should be promoting rugby league as not just great entertainment, but a brilliant way to help our nation’s mental and physical health?

The Hostages and Missing Families Forum in Israel said this morning that it was horrified to wake up to the news of the expanded military operation, and that is because it knows the risk that this poses to its loved ones. But it is the loved ones of Palestinians who have already suffered so much that are most relevant today. They themselves know that the annexation and the forced displacement of men, women and children is simply unacceptable, so can the Minister tell me exactly what he and this UK Government have done to make representations to Israel, both about that Israeli aggression and about the 13 new expanded settlements in the west bank, which are deliberately designed to suffocate any future state of Palestine?

Whatever their ethnic background, my constituents in Rochdale are united in supporting the ancient British principle of equality under the law. I welcome what the Justice Secretary has produced today, in stark contrast to the Opposition, who welcomed the previous attempts at two-tier justice. Does she agree with me that pre-sentence reports should be available for all offenders and should never be linked to ethnicity, culture or faith?

At last week’s annual police awards held by the Rochdale district of Greater Manchester police, the unsung hero award went to Jayne Ward, who is a sexual assault adviser, for her role in supporting a rape victim throughout every single day in court. That victim was rewarded with justice, and the rapist was sent down for 12 years. Jayne currently supports 150 sexual assault victims. Does the Home Secretary agree that we owe a great debt of thanks to Jayne and to the police officers who help to secure such convictions?

Many of my constituents will welcome the reforms to get more people off benefits and into work. Many recognise the urgent need to make our welfare system more sustainable, but many also deeply worry about not just the impact on carers, but the impact assessment that suggests that 50,000 more children will be pushed into poverty by 2029. Can the Minister assure me not just about the transitional arrangements to help both parents and children, but that this summer’s child poverty taskforce will take urgent steps to correct the impact assessment and that parents and children will be scored urgently in any future impact assessment that the Government come up with?

This past month, members of the Valley Thai boxing club in Whitworth, Rochdale, have been representing team GB in Bangkok in the world Muay Thai boxing championships. They have just come back with a record number of medals: eight gold, three silver and four bronze, including a bronze for my constituent Lynette Cook’s son Keaton. Will the Leader of the House join me in congratulating Keaton and all the Team GB members on representing our country in one of Britain’s fastest growing sports?

I welcome the £2 billion in extra money for social homes being announced today and the 150 new nationally significant infrastructure projects for which the Bill will pave the way. We are the party of the builders, not the blockers, so more importantly we need more builders. That is why the £600 million announced for a new army of 60,000 more brickies, electricians and engineers is very welcome. Can I suggest that Rochdale’s Hopwood Hall college, which has a brilliant record in training construction workers, is included in this project?

Rochdale’s Ukrainian community is fervently proud of what the Prime Minister has done in recent weeks, and not just on the diplomatic front but with the record support for Ukraine militarily. Does the Secretary of State agree that it is important to call out the Russian lies and propaganda that have been propagated of late, including the lie that somehow Ukraine is not a real country, but a fake country, and to call out the lie that Britain’s security does not also depend on Ukraine’s security?

May I pass on my own personal condolences to the shadow Leader of the House? He and I have known each other ever since he entered this House. He made a fitting and moving tribute to his late father. Every family in Rochdale, including mine, has a relative or friend who has benefited from the superb end of life care provided by Springhill hospice. I want to pass on the hospice’s thanks to the Government for providing £111,000 in new funding just this month as part of a £100 million investment in hospices across the country. Will the Leader of the House join me in congratulating the Greater Manchester hospices provider collaborative, which visited Parliament this week to show the NHS just how much innovation and expertise hospices can provide to the palliative care movement?
