Oliver Dowden MP: speeches

4 Jul 2026–16 Oct 2026 · year in progress

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches

Many of my Jewish constituents have very grave concerns about the conduct of the current Israeli Government. However, Israel is the Jewish homeland, and I think many of them are concerned about the content of the statement, the highly political tone of the briefing around it and its timing before Israelis themselves can decide in an election—a democratic election. In all of that, the message they are getting is that the current Government no longer regard Israel as a friend, and that heaps pressure on an already beleaguered Jewish population. What does the Foreign Secretary say to my constituents, many of whom are simply giving up on this country?

The problem is that the Argentinians can smell weakness because of our approach to the Iranians’ attacks on two British bases earlier this year. Will the Minister therefore be clear that, in the light of Iranian threats to our bases this time round, we will not just seek to intercept the missiles attacking them, but attack targets in Iran if they attack our bases? That sort of signal of intent is required in relation to our overseas territories.

  • 2 Sept 2026 · Rewiring the State · Hansard source

I congratulate the First Secretary of State and welcome her to a very important role in government. I agree with a number of things that she said, particularly about strengthening the role of No. 10. However, there is a large gap in this statement on rewiring the state, and that is to do with civil service reform. There are many excellent civil servants, but I am afraid that it remains a classic 80:20 model; 20% of exceptionally good civil servants do about 80% of the work. If we are really to rewire the state, we need to look at that and not only empower that 20% to deliver more, but find savings from the headcount among the 80%. If the Secretary of State really wants to rewire the state, I urge her to grasp this nettle while she looks at the entire picture.

When I was in government we conducted one of the largest exercises, Exercise Mighty Oak, which involved more than 4,000 people testing the effect of a power outage. That exercise demonstrated that it cascaded very rapidly and that it very rapidly affected water supply, transport and other public services. Will the Minister confirm that he has had an opportunity to read the findings from that exercise, and can he update the House on what point the Government have reached in implementing its recommendations?

  • 6 Jul 2026 · Police Leadership Commission Report · Hansard source
    More

Does the Minister agree that a big part of the leadership malaise outlined in this report can be attributed to the lack of clarity from this place and the Government about what we expect of the police? While this report is welcome, the definition of police leadership in paragraph 90 runs to almost two pages. Does the Minister agree that, in essence, this is about two things? First, this is about cutting crime. Too often, the leadership of the police is focused on being all-purpose social workers trying to solve every problem in society, leading to the extraordinary situation in which social media is policed more aggressively than shoplifting or burglary. Secondly, this is about having officers’ backs. Too often, police officers fear acting, because they will be hung out to dry if they make the wrong call. I am afraid we saw exactly that this weekend in the extraordinary scenes at the Pride march, where there was explicit antisemitism and people directly attacking Jews while the police stood back and watched. We have to achieve a cultural change. Does the Minister agree with those objectives?
