Oliver Dowden MP: speeches

4 Jul 2024–3 Jul 2025

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

I may be able to help the Minister: Paddington Bear actually lives in Borehamwood, because the movie “Paddington” was produced in my constituency at Elstree Studios, which sits alongside Sky Studios Elstree as a jewel in the crown of the British industry. It is no surprise that Donald Trump is jealous because, by many accounts, more film and television content is produced in Hertfordshire than in Hollywood. As the Minister rightly said, the current situation is of mutual benefit to our two nations. There is one thing that he could do right now, though, and for once I agree with the Minister—sorry, I meant to say the hon. Member for St Albans (Daisy Cooper); I will get my facts right in a moment. The key point is that business rates are proving to be crippling for many of our studios, including Elstree, so I urge the Minister to have another go at the Treasury. I remember a similar situation with the culture recovery fund; the Treasury is resistant to begin with, but if he keeps going, he will get some further movement. That would be a huge fillip to the industry and would help it to withstand whatever shocks it may face.

I welcome this action and join the Defence Secretary in paying tribute to our exemplary armed forces. It is essential that we tackle the tentacles of Iran through all its proxies—whether it is the Houthis, Hamas or Hezbollah—which do so much damage to Israel and the wider middle east, and not least to the people of Palestine. One fundamental question, as he will know from our discussions when I was Deputy Prime Minister, is about the long-term strategy to eliminate the threat of the Houthis to Red sea shipping. For the benefit of the House, will the Defence Secretary give some further indication of the new Government’s thinking on the long-term strategy to address this threat?

Can the Minister, for the benefit of the House, clarify how much of that uplift will be taken up by the increased national insurance contributions that have to be made by police forces as a result of Labour’s policy?
