    I too offer my condolences to the shadow Leader of the House—Torquil Norman sounds absolutely great. Parc Bryn Bach women have recently won the Welsh cross-country championships, beating the likes of Cardiff and Swansea running clubs to lift the trophy. Will the Leader of the House please join me in congratulating this small club from Tredegar on its achievement? Those runners have made their fellow club members, including me, very proud.

    I thank the Minister for her answer and for her hard work to increase payments to mineworkers and their families across the country. After digging for coal for many years, 1,600 miners and their families have received an uplift of nearly £30 a week in my constituency of Blaenau Gwent and Rhymney. However, progress is still needed on the staff superannuation scheme. The trustees of that scheme confirmed to me that the average age of pension members is 76, so with time marching on, will the Minister outline the next steps to help members of the staff scheme?

    The restoration and renewal programme is in the preparatory stage. To date, key cost drivers have included design work and programme and project management costs for surveys. On delivering the work for the Palace, three delivery options are being developed, along with their costs, and the intention is to publish that information before the end of the year.

    My hon. Friend’s professional background offers him insight into the choices that we will have to make. I understand that the possible use of Westminster Hall as a host for the Chamber has been considered, but there were concerns about the impact on the oldest part of the palace. The northern estate is the favoured location. I will ask senior officers of the restoration and renewal team about his idea, which I am happy to discuss further with him.

    Officials are working to ensure that Portcullis House continues to function effectively. Projects and maintenance are under way on heating, cooling and ventilation, and to upgrade equipment that is reaching the end of its life. There is planned maintenance of toilets and will be more regular cleaning of them, and there will be refurbishment of lifts and escalators, and improvements to lighting and blinds in Members’ offices. Work is also under way on a longer-term solution for the PCH roof.

    I am really glad that the hon. Member has shone light on this important topic. There is much wear and tear in Portcullis House. On Tuesday of this week, the Administration Committee toured Portcullis House, looking at the nuts and the bolts holding the building together. We have asked officers to please come forward with a plan of action for the Commission to consider, in order to improve services in that lovely building in both the short and long term and make it a much better place for us all to work in. I will come back to him on his question.

    Our timetable says that we remain on track to bring the proposals forward by the end of 2025. Those proposals will detail costs, timescales, risks and benefits, and of course my hon. Friend’s point about safety will be foremost in our minds.

    The restoration and renewal programme has engaged extensively with staff of both Houses. There is a legal duty to do so under the Parliamentary Buildings (Restoration and Renewal) Act 2019. In the past two years alone, the programme has held over 420 workshops with parliamentary subject experts, engaged over 1,200 staff in group briefings, and taken over 700 staff members on R&R tours of the palace. That includes staff who work for Members, in addition to those who work for both Houses. Enabling staff to engage is vital, and the programme team will continue to ensure that there are opportunities to do so.

    Instability in Europe washes up on our shores, and I accept the hard decision that the Prime Minister has made to invest in defence, which means difficult decisions on international development. Can we please invest more in cyber, given the disinformation and cyber-attacks that our country faces on a daily basis?

    This weekend, The Sunday Times featured a great cartoon by Morten Morland showing the Prime Minister, the Chancellor and the Energy Secretary tearing up a Whitehall office looking for the growth lever. I am a supporter of the Welsh freeports programme and airport expansion where there is environmental mitigation. Will the Minister please say more about the Government’s sustainable aviation plans and the use of low-carbon tech to help economic growth?

    I thank the Minister for her statement. Parts of my constituency are 1,000 feet above sea level and our winters can be bitter, so good-quality insulation schemes are really important. I welcome the Minister’s emphasis on much better standards, but on a wider scale, can she please tell me how she is going to grow the workforce needed to deliver these initiatives for the future?

    This is an important issue for south Wales families. My uncle Jacky was a deputy at Cwm Marine pit and my uncle Georgie was a deputy at Oakdale. Sadly, they have now passed, but they were members of the British Coal pension scheme. Many of their mining friends will be in their 80s and 90s, and their pensions deserve uplifting, so will the Minister please commit to making good progress here? Time is running out for the men and women who fired our industrial past.

    I applaud the Foreign Secretary for today’s very welcome statement. While bricks and mortar are crucial to rebuilding Gaza, what more can he say about investing in the democratic, judicial and security institutions to underpin the movement towards a possible two-state solution?
