I thank the 543 constituents in Bedford and Kempston who signed the petition to recognise the state of Palestine immediately. Does my hon. Friend agree that after a year of Israel’s unprecedented bombardment and destruction of Gaza, which has led to massive human suffering and overwhelming evidence of war crimes and crimes against humanity, it is our obligation—our duty—to recognise the Palestinian state now?

Many of my constituents in Bedford are struggling to get an NHS dentist. I am also hearing from those who have tried to book an appointment only to discover that they have been removed from the NHS list without any warning. The Government have committed to improve the dental contract. In doing so, will they ensure that dentists can no longer drop people from their books—leaving them without any access to care—without prior notice?

It is a pleasure to serve under your chairmanship, Sir Mark. I am pleased to say that the provision for children with special educational needs in Bedford and Kempston has improved greatly since 2018, following an Ofsted and CQC inspection that found significant areas of weakness in the local area’s practice. Next month, the brand new Rivertree Free School in Kempston for 200 children aged two to 19 with special educational needs will be completed, with transitions for students to start in January. It has taken a few years and it has been a frustrating wait for parents and children who are desperate to take up their places. I really hope this will be an improvement and provide the right environment for all the children to thrive; however, there is more to be done. Families tell me they cannot access the health and mental health services they need. Most parents struggle for years to be heard and to get a diagnosis for their child. Securing an education, health and care plan is difficult and sometimes exhausting. We can trace the cuts to funding for all those services back to Tory austerity, and it will take time to recover and to train and recruit educational psychologists, speech and language therapists and other education specialists to help the most vulnerable children to access the support they need. However, I remain concerned about the waits for EHCPs, especially when the number of children with a SEND diagnosis is rising, as is the discrepancy between having a diagnosis and having an EHCP in place. Sadly, all across the country, far too many children with a disability are still not having their needs met. I will stop here because of the time limit.

It has been a year of profound suffering, darkness and trauma. Tens of thousands of innocent people have been killed and displaced, yet the world has learned nothing. The prospect of a two-state solution is a distant dream and the odds on all-out war in the middle east are growing by the day. The unimaginable devastation has to stop; the only hope is a diplomatic solution. Will the Prime Minister assure me that the Government are doing everything in their power to bring about an immediate and permanent ceasefire across the region?

I have long supported women in Bedford born in the 1950s who have been failed by the DWP. We must do right by the WASPI women, some of whom are struggling to make ends meet. Will the Minister tell them today when the Government will respond to the report by the Parliamentary and Health Service Ombudsman, which recommended a compensation scheme?

Thank you, Sir Christopher. You said you would surprise me, and you really did. It is a pleasure to serve under your chairmanship. Like those in many other areas, Bedford’s residents are suffering when it comes to GP and dentist appointments. One of the reasons my constituents are struggling is that we have shortages of GPs. We are trying to recruit from other countries, but we need local GPs. I am pleased that the Government have pledged to train more GPs locally. Data from the 2021 census showed that the populations in each of the local authority areas covered by the Bedfordshire, Luton and Milton Keynes integrated care board grew much faster than average, ranging from a 10.9% increase in Luton to 17.7% in Bedford. The population in England only grew by 6.6% in that period—

Q8. I am pleased to see the Government’s swift action in officially calling for an immediate ceasefire, the release of all hostages, a rapid increase of humanitarian aid into Gaza and the restoration of funds to the United Nations Relief and Works Agency, as well as their commitment to comply with potential International Criminal Court arrest warrants and to recognise a Palestinian state, but too many innocent people are still dying every day. Nowhere in Gaza is safe, so what further pressure can the Prime Minister apply to bring about an urgent ceasefire?

I welcome the Minister to his place. Funding to bring desperately needed in-patient mental health services back to Bedford has been sitting in the accounts of our local mental health trust for years, but it cannot be used because of the previous Government’s capital expenditure limits. Will the Minister therefore meet me to discuss a way forward to get this urgently needed mental health facility back in Bedford, so that my constituents do not have to travel miles to access this vital service?

It is a pleasure to speak in support of the King’s Speech under a Government committed to putting country before party to improve lives in this country. That is what I pledged to the people of Bedford and Kempston, whom I thank for putting their faith in me again to work hard for them and to restore their faith in politics as a force for positive change. The last Government reduced our public services to a shadow of their former selves. In 2019 a study jointly funded by Bedford borough council and the NHS found that Bedford borough was 40% under-provided for in the primary care estate, despite a rapid growth in population since 2011. HMP Bedford has been in and out of special measures, so I am pleased that the Government have already taken action to improve the crisis in prisons. I am also pleased to see early priority given to strengthening community policing by increase numbers of officers and giving them greater power to deal with the antisocial behaviour that blights our communities. I hope this Government succeed where the last Government failed in implementing a fairer funding formula for Bedfordshire police. Wrongly funded as a rural force, it is one of the lowest-funded forces in the UK despite a £10 million year-on-year increase to £156 million for 2024-25. The housing crisis is causing untold misery to many of my constituents, so I am pleased that building houses will be a priority for our Government. It is indefensible that I know of parents who are beginning the summer holidays living in hotel rooms without access even to a fridge or a microwave to prepare food for their children because no suitable social housing properties are available. Even food bank vouchers are not helping when basic staples such as UHT milk cannot be kept fresh once opened. More than 15,000 children and 17,000 adults are on waiting lists for mental health treatment in the area covered by the NHS Bedfordshire, Luton and Milton Keynes integrated care board. For years the NHS provider has had the capital funds to bring in desperately needed in-patient mental health facilities, but the previous Government consistently refused to provide the capital expenditure cover so that we could have those facilities in Bedford. I hope the new Government’s plan to get the NHS back on its feet includes an overhaul of how new projects are funded, because the existing capital departmental expenditure limits are not working. Many of my constituents will be very happy to see planned legislation to bring rail back into public ownership and to reform bus services and franchises, including by allowing local control and supporting public ownership, but one of the most significant transport issues in my constituency is East West Rail. Bedford is uniquely adversely impacted by the East West Rail project, because the preferred six-track route requires the demolition and blighting of homes. Residents have been in limbo for more than five years in unsellable homes. The proposed planning and infrastructure Bill will speed up planning decisions for major infrastructure and house building and seek to reform compulsory purchase compensation rules to ensure that the compensation paid to landowners is fair. The statutory consultation stage is imminent, and I hope the Government will listen to the concerns expressed by my constituents and will not leave people in limbo while decisions are made without their knowledge, as has happened before. If we want to restore faith in politics, we have to ensure that our communities come with us on plans to affect their lives. The Universal Studios plan to build a park near Kempston is exciting, and I look forward to working with the Government to make sure we get this potentially huge investment opportunity for Bedford and Britain over the line.
