Melanie Ward MP: speeches

4 Jul 2024–3 Jul 2025

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

The detention and deportation of my hon. Friends the Members for Sheffield Central (Abtisam Mohamed) and for Earley and Woodley (Yuan Yang) by the state of Israel is disgraceful, and it smacks of racism—we cannot ignore the fact that they are women of colour. They were visiting not Israel, but the Occupied Palestinian Territories. Let us remind ourselves that the International Court of Justice recently found that Israel’s treatment of Palestinians constitutes “systemic discrimination” on the basis of “race, religion or ethnic origin.” The fact is that white hon. Members on recent delegations who have made similar comments about the conflict are not treated this way. Will the Minister summon the Israeli ambassador over this issue, and over what it now seems was the execution of 15 PRCS paramedics and those who went to rescue them in Gaza?

On the point that the hon. Member and the hon. Member for Bath (Wera Hobhouse) made about visas for Ukrainian refugees, do they recognise that the Government have already extended the visa scheme by 18 months? That decision was made this month, and it has been welcomed at least by the Ukrainian refugees in my constituency.

The Government and their partners are doing important work to support the continuation of the fragile ceasefire in Gaza, but in the west bank, as well as increased settler attacks we have seen Israeli forces attack a Palestinian bookshop in east Jerusalem, UNRWA schools closed, tanks moving into refugee camps and the forced displacement of some 40,000 Palestinians. What action are the Government taking to prevent the Gaza-isation of the west bank?

The Foreign Secretary spoke movingly about his visit to the Chad-Sudan border, and I commend him for bearing witness. There is no substitute for doing that. Since April 2023, there have been more than 500 attacks on healthcare facilities in Sudan, and more than 100 healthcare workers have been killed. The Foreign Secretary will know that attacks on hospitals and healthcare are a growing and grotesque phenomenon across the world. Does he think we could use our position on the UN Security Council as the lead on the protection of civilians to bring together countries and drive forward action to protect healthcare and health facilities across the world?

My constituent Dr Lubna Hadoura is an NHS consultant who desperately wants to be able to care for her 80-year-old mother, a refugee displaced from Gaza earlier this year who is now alone in Egypt and unable to care for herself. Will the Minister assure me that her application for an adult dependent relative visa will be carefully, humanely and properly considered?

As the Prime Minister has said, the horrific Hamas attacks a year ago inflicted unbearable pain and loss on Israeli civilians, and we continue to condemn those attacks in the strongest terms. I remember clearly, too, the fear that my then colleagues in Gaza, Palestinian aid workers, felt as bombs began dropping on them that night. The healthcare system in Gaza is now all but destroyed, and according to the United Nations there have been 36 recent attacks on healthcare facilities in Lebanon. Israeli forces are also now using fighter jets to bomb refugee camps in the west bank. Does the Prime Minister agree that this is unacceptable? As he will know, the UK Government are the United Nations Security Council lead on the protection of civilians. Next month, when the UK has the United Nations Security Council presidency, will he ensure that there is a focus on their protection?

Israeli military F-16 aircraft have dropped thousands of bombs on civilians in Gaza in the last 11 months. UN weapons inspectors confirmed that this includes bombing the premises of the aid agencies Medical Aid for Palestinians and the International Rescue Committee, which housed Palestinian aid workers, international aid workers and doctors, in January of this year. F- 16s have further killed thousands of Palestinian civilians who had fled their homes to what the Israeli military had designated a safe zone in al-Mawasi. May I ask the Foreign Secretary to confirm that this arms ban will include licences related to the F-16, and if it does, that this is in service of upholding UK and international law and protecting civilian lives? May I also express extreme concern at the ongoing Israeli military action in the west bank? Earlier this year, I was in Tulkarm refugee camp after a military raid, and last year I was in Jenin refugee camp, days after a military raid. Both those raids were much smaller than what is happening now. The west bank and Jerusalem are at boiling point, and that is alongside the horrors in Gaza. What action is the Foreign Secretary taking to uphold international law there, too?
