I wonder if the hon. Gentleman has the experience, as I and the relatives of many disabled people up and down this country have, of having to fight the medical profession to get the attention and the worth that a loved one deserves when the medical profession is not listening to us or to what that loved one needs. That is the experience of many people up and down this country.

The Minister is doing important work on sanctions that are highly relevant to the situation in the middle east, where Israel’s aid blockade means that large numbers of children in Gaza will begin dying of starvation in the coming days. It plans to dismantle the humanitarian system and replace aid workers with mercenaries. The Israeli Government are threatening the ethnic cleansing of Palestinians and calling up the military to make it happen, while British diplomats at the UN warn of genocide. This House cannot say, “Never again”, to atrocities unless it acts when faced with them. Does the Minister agree that the UK must uphold the responsibility to protect and that concrete action, including fresh sanctions on Israeli Ministers, are needed to stop Israel in its tracks, let aid in, get hostages out and force an urgent ceasefire?

I am privileged to speak in this debate today after so many powerful speeches from colleagues across the House. I am also glad to have the chance to draw particular attention to the people of Cowdenbeath and Kirkcaldy, and the special role that my constituents and their forefathers played in securing victory for the allies. The Fife and Forfar Yeomanry was present at many of the second world war’s most crucial turning points, from the Dunkirk evacuation in 1940 to the Normandy landings in 1944 and the crossing of the Rhine in March 1945. Hundreds of young men lost their lives, and we will remember them. I draw attention to the enormous contribution that women made to the war effort. Having entered the workforce en masse in Kirkcaldy’s world-famous linoleum industry during the first world war, the contribution to the second world war effort by Kirkcaldy’s women was invaluable. Women working at Nairn’s manufactured fuel tanks for Halifax bombers, and their biggest contribution was to anti-gas fabric for capes and gas masks. Such quantities could only be produced in Kirkcaldy, and that was a decisive factor in the allied victory, as the Nazis could not manufacture gas-proof textiles in sufficient quantities and so never used gas in air raids for fear of retaliation. One of the most iconic symbols of Britain’s war effort—and, indeed, its lack of use—are therefore testament to the hard graft of Fifers, particularly our wartime women. Adding to their contribution were the thousands of Poles in the 1st Independent Parachute Brigade, stationed at Auchtertool in my constituency, who helped to fortify Scotland’s east coast and set up anti-tank barriers and pillboxes from Burntisland all the way up to Montrose, accompanying the fortifications on the island of Inchcolm in the Forth. The regiment later went into battle in Operation Market Garden in the Netherlands in 1944. General Sikorski, the leader of the Polish Government in exile, had a house in Auchtertool as well, and I found a quote from Winston Churchill as he updated this very House on the death of General Sikorski in July 1943: “Until the moment of his death he lived in the conviction that all else must be subordinated to the needs of the common struggle and in the faith that a better Europe will arise”. —[ Official Report , 6 July 1943; Vol. 390, c. 1947.] Many Poles made their homes in my constituency after world war two and they are an important part of our community today. The memory of those who fought in both world wars and all others, and in particular of those who did not make it home, is kept alive by the fantastic work of the Kirkcaldy Legion. Its work alongside the Kirkcaldy United Services Institute and the Hill of Beath Ex-servicemans Club in my constituency supports veterans in our area. I am also glad of the work that our Labour Government are putting in to support our veterans and their families. I commemorate the contribution of my granny, Isa McCue, who served in a munitions factory, and my grandad, Sam Ward, who served in the RAF during world war two. Civilians before the war, like so many, they stepped up to secure our freedom. In the face of the challenges in our own day and age, in this debate and on the 80th anniversary of VE Day on Thursday, we commemorate real people who worked, who served and who gave their lives for freedom and prosperity in the face of immense challenges. They are, after all, the reason we are here today.

My hon. Friend is talking about the important work done by Lord Darzi, and the findings on crumbling hospitals in England. He may be interested to hear that recent figures show that the bill for the high-risk repairs needed to Scottish hospitals stands at £64 million. Those repairs have not been carried out under the SNP. They include two high-risk repairs that are badly needed, and have been outstanding since 2016, at Cameron hospital in Fife, which is used by some of my constituents. Does my hon. Friend agree that the Scottish Government should use some of the record funding provided to them by this Labour Government to fix our hospitals in Scotland?

Following the welcome clarity from the Supreme Court that Labour’s Equality Act has always contained the right to single-sex spaces for women as well as protections for trans people, does the Minister agree that the SNP Scottish Health Secretary must urgently get a grip and ensure that the NHS is upholding the law, especially in my area of Fife where it appears that a nurse, Sandie Peggie, was disciplined by NHS managers for trying to exercise her right to use a single-sex changing room?

The detention and deportation of my hon. Friends the Members for Sheffield Central (Abtisam Mohamed) and for Earley and Woodley (Yuan Yang) by the state of Israel is disgraceful, and it smacks of racism—we cannot ignore the fact that they are women of colour. They were visiting not Israel, but the Occupied Palestinian Territories. Let us remind ourselves that the International Court of Justice recently found that Israel’s treatment of Palestinians constitutes “systemic discrimination” on the basis of “race, religion or ethnic origin.” The fact is that white hon. Members on recent delegations who have made similar comments about the conflict are not treated this way. Will the Minister summon the Israeli ambassador over this issue, and over what it now seems was the execution of 15 PRCS paramedics and those who went to rescue them in Gaza?

The Kirkcaldy community football partnership does an amazing job providing a home for 18 teams, and bringing young people into our national game, including from some of the most deprived parts of our town. Facilities at Denfield Park are too often unusable due to water logging on the grass pitch, and it badly needs a new synthetic pitch. It is seeking funding for that as part of the Labour Government’s investment in grassroots sport in Scotland. I will meet the Scottish Football Association about that next week, so will the Minister support our funding bid, and will she join me in encouraging the Secretary of State to accept my invitation to visit our pitch in Kirkcaldy and see the need for herself?

I thank the Secretary of State and his team for the enormous amount of hard work they have put in on this issue. It feels apt to mention that I represent the town of Kirkcaldy, the birthplace of Adam Smith, who I am sure would have had something to say about last night’s events. My right hon. Friend is keenly aware of the importance of the US market for Scottish exports, including but not limited to salmon and whisky, which I know he is very fond of. What further reassurance can he offer to Scotland’s leading export industries about the impact of these developments on trade with the US?

I associate myself with the Minister’s remarks about the killings of the British World Central Kitchen workers by Israel in Gaza, and I extend this sentiment to Palestinian aid workers too. It is almost a year since I was last in Gaza, and not a day goes by when I do not think about what I saw. Does the Minister agree that what Israel is doing in Gaza is reaching new and uncharted territory, in its level of danger both to Palestinians and to the prospects of a two-state solution ever being realised? Does he further agree that it is past time for fresh, co-ordinated international action to stop this? When will he be able to come to the House to outline what this action will be?

I thank the Minister for his statement, which is of real significance given the increasing external threats that our country faces. Given those threats from hostile state actors, it is more important than ever that we take effective action to protect our critical national infrastructure from cyber-attacks and ransomware attacks. Can the Minister update us on the plans announced in the King’s Speech for a new Bill on cyber-resilience and the other actions being taken to improve our protections in this area?

I thank my hon. Friend for giving way. I know he is aware that this summer, we will mark the centenary of the war memorial in Kirkcaldy, and that the Kirkcaldy branch of the Royal British Legion Scotland is doing a fine job of organising a ceremony and a significant tribute that is worthy of the cause. I know the Minister is aware that he has received an invitation from me to attend that event, and I wonder if he might consider it favourably.

The hon. Gentleman is making an important and passionate speech. Historically, my area of Fife has not been synonymous with knife crime, and we want to keep it that way, but the possession of weapons in Fife has increased by 50% in the last year. Does he agree that figures like that, along with concerning recent footage on social media of a young man brandishing a knife shortly before he was attacked, are a warning sign that we need to act now to prevent worse developments?

I thank the Foreign Secretary for all the work that he and his team are doing behind the scenes on this horrific issue. It is quite shocking that the shadow Foreign Secretary appears unable to say the word “Palestinian”. As someone who used to be an international aid worker and was in Gaza, let me say that the lives of Palestinian aid workers are every bit as valuable as the lives of international aid workers. More than 170 Palestinian children have been killed this week alone, and yesterday the Israeli Defence Minister threatened the ethnic cleansing of Gaza— [ Interruption . ]

Does the Minister agree that it is extraordinary to be lectured about responsible choices by members of the last Cabinet, whose irresponsible financial choices left this Government with a £22 billion black hole? We have to clean that up because of their irresponsible financial management.

My hon. Friend mentions GB Energy, which is headquartered in Scotland. I note that there is a Scottish National party Member in the Chamber, the hon. Member for Aberdeen North (Kirsty Blackman), who I am sure will shortly make a passionate speech about the issue. When she does so, I hope she will remember that the winter fuel payment is already devolved to the Scottish Government and that if they want to follow a different policy, they are able to, perhaps using some the additional funding—record funding of almost £5 billion extra—that they got in the Budget this year.

Of course, everyone in our country who can work should work, and should receive appropriate support to do so. It is of the utmost importance to many Labour Members that Labour ensures that disabled people who can never work are supported and protected to live the best possible life in dignity. Can the Secretary of State tell me how an adult who cannot work—however much they would have liked to—because, for example, they have cerebral palsy, a visual impairment and learning difficulties, and who is on enhanced PIP and has limited capability for work and work-related activity, will be affected by these changes? What will be the impact on their finances?

In my constituency and across my area of Fife we have a real problem with violence and aggression in schools. Every week for the last month there has been a violent attack by children on children, and on almost every occasion it is filmed, shared on social media and amplified. Does the Minister agree that that is a real reason why we need action?

My hon. Friend and I were both present at an event with bereaved parents that was organised by our hon. Friend the Member for Whitehaven and Workington (Josh MacAlister), at which a number of social media companies were also present. The children who had taken their lives had been very active on the platforms provided by those companies. Does my hon. Friend share my dismay at the reaction of the social media companies in that room? They made it very clear that they did not understand the responsibility they held for the harm they were causing.

With almost 20,000 Palestinian children having been killed, Gaza and its people are in a state of devastation. The use of starvation as a weapon of war is a war crime. The denial of humanitarian aid is a war crime, and it leads to babies freezing to death—an example the Minster gave earlier. What specific action are the Government taking with allies to pressure the Israeli Government to comply with international law and let aid into Gaza?

I thank my hon. Friend for speaking so passionately about her visit. I worked as a human rights observer in Hebron several years ago, and one thing that is too little understood in this place and the other place is the day-to-day humiliation and degradation that Palestinians are put through, in addition to the horrific violence. Does my hon. Friend agree that that day-to-day humiliation and degradation are just as unacceptable?
