Mary Kelly Foy MP: speeches

4 Jul 2025–3 Jul 2026

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches

  • 16 Mar 2026 · Heating Oil Support · Hansard source
    More

In villages like Waterhouses and Quebec in Durham, many people use heating oil to heat their homes and their water. I have been contacted by very distressed constituents who tried to order their usual supply of heating oil, only to find that prices had soared so irrationally that they cancelled their order. This profiteering is completely unacceptable, so can the Minister restate the actions that the Government are taking to stop these heating oil companies blatantly ripping off my constituents, and can he tell me the best mechanism for reporting such behaviour?

  • 10 Feb 2026 · Electricity Distribution Network: Resilience · Hansard source
    More

Constituents in areas like Esh Winning, Witton Gilbert, Brandon and Waterhouses and increasingly businesses in Durham city regularly contact me about repairing power outages. They have been told by Northern Powergrid that temporary repairs will be made, but that clearly offers no reassurance to those who are elderly, live alone or rely on their electricity supply for medication or to power medical equipment. Recent storms cannot be blamed, as many of the outages were reported during spells of fine weather. Will the Minister say what work the Government are carrying out to improve the resilience of the electricity distribution network in Durham so that my constituents are not constantly worried about when their power will next go out?

    9. What assessment he has made of the resilience of the electricity distribution network.

  • 20 Jan 2026 · County Durham: Cultural Opportunities · Hansard source
    More

I am sorry. They were talking about exactly that. Again, that is an opportunity for people across the country and the north-east to visit the rich culture of our area. All that heritage has blossomed into our modern culture. In Durham, we see the brass festival blending our colliery roots with global performers. We see it in Durham Pride, which for years has sent the message that everyone is welcome in our county. We see it in the life-changing work of TIN Arts, which tirelessly ensures that disability is never a barrier to creativity. Let us not forget the talent emerging from our university, schools and streets. Last year, I saw the energy of bands such as Jam Tub, a trio of young lads embodying the DIY spirit typical of the north-east. Beyond the city, our culture thrives at the Bishop Auckland food festival, local fairs and agricultural shows.

  • 18 Nov 2025 · Warm Home Discount: Fuel Poverty · Hansard source
    More

The Government’s extension of the warm home discount to 6 million households to combat fuel poverty was a welcome move. However, the current discount rate of £150 has stalled for a decade, not rising in proportion to energy prices. The average energy debt per person seen by Citizens Advice County Durham is in the region of £500, but advisers have seen several at £2,000-plus recently. Does the Minister agree with me and my colleagues at Citizens Advice County Durham that to truly provide transformational support as well as reduced debt levels in the energy sector, the Government should top up the scheme and reform the warm home discount so that it provides more tailored support?

  • 14 Oct 2025 · Net Zero: Evidence-based Policy · Hansard source
    More

This Government’s mission to make Britain a clean energy superpower is not only delivering against climate targets, but delivering jobs and investment in places like Durham and the wider north-east, where around 500 renewable energy companies already employ around 17,000 people in good-quality jobs—a figure that is set to rise to 24,000. Those who take a stand against climate action would put that growth at risk. Does the Secretary of State share my concerns that the fearmongering by some in this House about the cost and safety of renewables is not only misguided, but fundamentally against our national interests, and will he work with local teams to provide suitable knowledge and education, as suggested by Retrofit Reimagined?

    1. What steps he is taking to ensure scientific evidence is used to support his net zero policies.
