Mary Kelly Foy MP: speeches
4 Jul 2025–3 Jul 2026
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

On 1 January, Israel revoked the licences of 37 international non-governmental organisations working in the occupied west bank and Gaza. The United Nations human rights chief called the suspensions “outrageous” and said that they made “an already intolerable situation even worse for the people of Gaza”. What is the Minister doing to ensure that the Israeli Government allow lifesaving aid to enter Gaza, reverse the suspensions of the licences and do not politicise or weaponise aid and humanitarian relief?

I thank the Foreign Secretary for her statement, and for her ongoing efforts to pursue peace. The rebuilding of Gaza must be Palestinian-led. Civil society and communities in Gaza have led the efforts on the frontline in the face of two years of genocide and decades of Israeli siege, occupation and military violence. They are the leaders, the experts, and the only ones who can determine their future. Does the Foreign Secretary accept that any initiative that bypasses Palestinians in Gaza in favour of externally imposed initiatives will always fail?
