    I remind hon. Members that if they wish to speak, they need to bob during the debate. This is only a one-hour debate and hon. Members can see how many people are present; you do not need to be experts in maths to know that that there are lots. Except for the Front-Bench speakers, I will allow only one minute for the speech of each Member present. When those minutes have been exhausted such that there is sufficient time for only the Front Benchers to speak, obviously any speakers who have not been called will not be called. Members may be tempted to intervene, which will take time away from other speakers, so I ask that you resist the urge to intervene unless you absolutely must.

    I thank everybody for their indulgence in keeping their speeches short. We have had 33 speakers in this debate, which I think is the most that anybody has ever crammed into an hour; I hope that Guinness World Records is paying attention. Question put and agreed to.     Order. May I remind Members that they should bob if they wish to be called in the debate? I also noticed that one or two Members arrived after the first speech had already begun, so they will not be allowed to speak. I think that those who want to speak will end up with about two minutes each, so I would be grateful if Members did not go on beyond two minutes and if they could desist from interventions, otherwise not everyone who wants to will be able to speak.

    Order. I remind Members that they should bob if they wish to be called in this debate. Everybody can see that we have a large number of people here. We have less than an hour now, given that the mover of the motion has already spoken, and the Government and Opposition spokespeople get 10 minutes each. You do not need to be a maths expert to work out that you are going to get less than two minutes each. Please have cognisance of the fact that any time you go over that, you will be taking time off somebody else. We will be extremely lucky if everybody who has indicated that they wish to speak gets to do so. I call Jim Shannon.
