Mark Francois MP: speeches

4 Jul 2025–3 Jul 2026

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

I am sorry to disappoint the hon. Gentleman, not least as he is being so kind to me, but for the record it is my wife’s bat-phone, not mine.

If, as we have been assured, there was no law that prevented the permanent under-secretary from telling the Prime Minister the outcome of Mandelson’s developed vetting, then presumably by the same token there was no law that prevented the Prime Minister from asking. Can he be very clear with the House on one point? Did he as Prime Minister ever ask the question, “Did Mandelson fail his vetting?” and if he did ask that question, who did he ask it of and when did he ask it?

My right hon. Friend is making an excellent speech, and if he was not already sanctioned by the Chinese, he would be by the end of it. Does he recall that Disraeli said in opposition, “We may not win the vote tonight, but we can win the argument?” Does my right hon. Friend agree that not only are we winning the argument, but the Government are failing by not answering any questions or making any argument at all?

My hon. Friend is making a powerful speech. Will he confirm to the House that very shortly after the deal was announced, the Argentine Government announced that they wished to renew their claim to the Falkland Islands? That is a fact, is it not?

The hon. Member may know that the previous National Armaments Director, Andy Start, was paid a performance bonus in 2023-24 of £165,000, and another one in 2024-25 of £160,000, while this was going wrong on his watch. Does the hon. Member agree that if Ajax is, unfortunately, finally scrapped, Mr Start should pay that money back?

I thank my hon. Friend for his generosity in giving way. As well as the delays to Boxer, there are now strong rumours about further delays to the upgrade of Challenger 2 to Challenger 3. As Rheinmetall BAE Systems Land is responsible for both programmes, does my hon. Friend agree that it really needs to sort itself out and get on with it?

My wife, who is a radiographer, is on call on Christmas day, but luckily we are going to the in-laws, so hopefully that will cover it.
