    Some 5,500 defined-benefit schemes have £1.6 trillion-worth of assets. The trouble is that the regulatory environment is skewed toward buying an insurance policy at the end of that journey. In order to change the way in which trustees and fund managers invest, the Minister has to change the end state. What discussions has he had with the Pensions Regulator and the Association of British Insurers about changing that particular game?

    I very much enjoy discussing the British film industry, because Members across the House stand up and say that they have the Hollywood of Hertfordshire or Bedfordshire and everywhere else. I am blessed in Spelthorne to have Europe’s biggest film studios and the second biggest in the world in Shepperton—interestingly, it is second not to Hollywood but to China. There is a certain amount of nervousness in Spelthorne as a result of the posting on Truth Social that the Minister has come here to talk about. I agree with him that it is incredibly difficult logistically and technically to unpick the US-UK intellectual property in a film, and I think it will prove to be so. I therefore commend him for his considered run at this; I think it is the right thing to do. A couple of weeks ago I visited Cineco, one of our many British film support companies, which makes sets and props. One point it made on skills is that the apprenticeship model does not work terribly well for industries that have so many freelancers and such lumpy work schedules. As a sidebar to the Minister’s meeting with industry leaders tomorrow, would he please raise and discuss that with industry leaders?

I do not want to probe the “out of bounds” box that he has rightly placed around a live investigation, so I have chosen the words of this question carefully: does he know the immigration status of the Iranian nationals who were arrested?

    Earlier in the week, Mr Speaker, you granted an urgent question on the very serious issue of a music band who had allegedly told their supporters, “The only good Tory is a dead Tory. Kill your local MP.” That is now quite rightly under police investigation. However, as of today, they remain on the bill for Glastonbury this year. Will the Leader of the House reassure us that if the band remain on the bill, she will not attend, and that she will also discourage all her Cabinet colleagues from attending ?

    I am grateful to my constituency neighbour for giving way—rivers have two banks, and we share one of them. I congratulate Spelthorne borough council, the EA and the police on doing such a good job on the Spelthorne side. I offer my support to the hon. Member in her endeavour to make her side of the river better. If we can give any assistance, we will of course do so.

    One area where we could show significant leadership is in the sphere of floating solar, which comes with huge benefits. My constituency has 2,000 acres of raised reservoirs where we keep half of London’s drinking water—you cannot see the top of them, Mr Speaker. Floating solar is twice as efficient as land-based systems and comes with none of the opportunity costs of putting solar panels on grade A agricultural land; in fact, floating solar panels actually improve the water quality underneath, so that Thames Water would have to use less filtration downstream. I hear, however, that the Government’s solar road map has disappointingly little about floating solar. Would the Secretary of State agree to meet me to discuss this further, prior to publication?

    I know that like me, the Leader of the House will be a massive fan of acrobatic gymnastics, so she will be aware that over the Easter break, Team GB went over to Luxembourg to compete with 22 other nations. What she might not be aware of is the outstanding contribution made by Spelthorne Gymnastics in bringing home five gold medals and three silver medals from the European championships. Will she join me and Members from across the House in congratulating Team GB and Spelthorne Gymnastics on this outstanding effort?

    I congratulate the hon. Member for South Devon (Caroline Voaden) on securing this debate. I want to give the House a message of hope. FirstPort was responsible for Lendy Place, a development in Sunbury in my Spelthorne constituency some 10 minutes’ walk from where I live. I was contacted by Mr Saponaro, who set up the residents association there. The usual FirstPort management company rap sheet was at play there, with a constant change of account managers, service charge hikes, substandard accountancy and depletion of funds. The company was even at one stage proposing to charge an additional £40,000 to accommodate post-Grenfell regulations. When it was pointed out that Lendy Place was only three storeys high so those regulations did not apply, FirstPort simply said, “Whoops, sorry, we overlooked that,” and the bill went away. The residents of Lendy Place were so disappointed with FirstPort’s performance that they did what the hon. Member for South Devon suggested, which can be a very tortuous process, and removed FirstPort as the managing agent. The residents are very happy with the new managing agent company, which, if I had texted a lot quicker, I would have a name for. I am meeting the residents of Lendy Place shortly and I look forward to reporting back to the House and similar forums how they went through the process of removing FirstPort. I can tell hon. Members with amazing tales of woe around this Chamber that there is hope. It can be done. With hon. Members’ support and no doubt their tenaciousness, Members’ residents can in future remove substandard management companies from their role.

    I welcome the Secretary of State’s statement. I think the House had risen for Easter recess when President Zelensky announced that 155 Chinese troops had been deployed in support of Russian forces in Ukraine. I invite the Secretary of State to tell us how this major crossing of the Rubicon will change his Government’s approach to China, and how it might inform his discussions with his American counterpart.

    I have a genuine question for the Minister. I am a little bit confused about what these three supermen and women from the MOD or the military have done. One of the principles of mutual aid and military aid to a civil authority is that the people being helped must not have the capacity themselves, and it must be unreasonable to expect them to grow that capacity in a timely manner. What have those people done that Birmingham city council could not do itself?

    I thank the Minister for that answer. I particularly thank him for saying that investment is the Government’s top priority, because the Government announced on 17 October that they had secured this £63 billion. We have heard from the Chancellor that she is going to act decisively, so I just want to check her track record on that. The Government have had six months and £63 billion. How much money has gone out of the door for those oven-ready projects across the country?

    I had not intended to speak in this debate, Madam Deputy Speaker, so forgive me for not being as eloquent as other contributors. It is an honour to follow the hon. Member for Surrey Heath (Dr Pinkerton). He mentioned David Stirling, and it would be remiss of me not to mention, particularly while wearing this tie, that David Stirling was, of course, a Scots Guard—my own regiment, in which I spent 25 years. I congratulate the hon. Member for Strangford (Jim Shannon) on securing this debate. For something that is 80 years too late, it is timely. He had me, to be perfectly honest, when he said that the King was confused and disappointed that Mayne had not been awarded the Victoria Cross. He had me when he said that Winston Churchill was equally confused, discombobulated and disappointed. It was the mention of Churchill that put me in mind of a particular Churchill quote about medals: “A medal glitters, but it also casts a shadow.” That has been going round my head as I have listened to hon. Members, so much so that I went and found the whole quotation. It was from a speech given in this place on 22 March 1944. I quote: “The object of giving medals, stars and ribbons”— I will not do an impression by the way— “is to give pride and pleasure to those who have deserved them. At the same time a distinction is something which everybody does not possess. If all have it it is of less value… A medal glitters, but it also casts a shadow.” —[ Official Report , 22 March 1944; Vol. 398, c. 872.] The way to get rid of shadows is to shine a light. I welcome the fact that the hon. Member for Strangford is shining a full beam light on the case of Paddy Mayne today. I invite the Minister to continue to shine that light with a review of this case in the cold light of day, such that the Ministry of Defence can reconsider and award Blair Paddy Mayne the Victoria Cross he so richly deserves.
