Lilian Greenwood MP: speeches
4 Jul 2025–3 Jul 2026
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Let me make a bit more progress and then I will, of course, come back to the hon. Member. We all recognise that rural Britain depends on reliable, safe and resilient roads. When those roads fall into poor condition or suffer flooding, the impacts on rural residents and businesses—often with limited alternative routes—can be significant. As numerous Members highlighted, potholes are costly and dangerous to drivers, bikers, cyclists and pedestrians.

My hon. Friend is right to raise his concerns. It is of course the case that, where local authorities undertake repairs, we want them to be proper, permanent repairs that do not immediately deteriorate.

We published the motor insurance taskforce report in December, highlighting the actions being taken to tackle claims costs and, ultimately, to help reduce motorists’ premiums. We are also consulting on a minimum learning period for learner drivers, which may help to reduce premiums if the number of collisions involving young and novice drivers falls.

Yes—my hon. Friend is absolutely right. We are giving local authorities the powers and funding, and we expect local authorities to use them.

My hon. Friend is absolutely right; it is completely unacceptable that some unscrupulous people are exploiting learner drivers. That is precisely why we are changing the booking system to block those people from using it and taking action against driving instructors who misuse their access to the system.

We do appreciate the impact that being unable to access a practical driving test has on young people. That is precisely why we are taking the further measures that I have described, and we are starting to see signs of improvement. Between June and December last year, the DVSA conducted 1,158,458 car practical driving tests. That is an increase of over 102,000 compared to the same period in 2024. I appreciate that people are impatient for improvement. We are working hard, and we are determined to deliver that improvement.

I have to say, the shadow Minister has some brass neck in criticising our Government on this issue. The National Audit Office, in its December report into driving test waiting times, was very clear: “DFT had limited involvement in helping DVSA tackle driving test waiting times up to mid-2024. Prior to 2024, DFT largely left DVSA to try and resolve the issue”. The hon. Gentleman does not have a leg to stand on.

This Government are working hard where the previous Government failed. We are working closely with the DVSA to ensure that it is able to provide the tests that are needed. Things are starting to turn around—we had record numbers of tests in December —but I acknowledge that there is much to do. We are getting on and doing it.

Q That makes the passenger watchdog a very effective champion for passengers, whereas, as the ORR—the regulator—you have to hold everything in balance. Is that right? John Larkinson: When it comes to some decisions that are on the way, there will still have to be a balance—

My hon. Friend makes a really important point that I am sure we will consider in our response. As I said, I will make an announcement very soon. I am also pleased to share that I have commissioned new research to update and strengthen our evidence base on the extent and impact of pavement parking. To be clear, that research is not a prerequisite for the consultation response—it will not delay progress—but it is part of our broader commitment to evidence-based policy and future evaluation to better understand the problem and ensure that the solutions we implement are working.
