Laurence Turner MP: speeches
4 Jul 2024–3 Jul 2025
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

We have heard arguments today, as we did in Committee, that this measured Bill is some mysterious route back into the EU. Does the Minister agree that, far from discovering a Trojan horse, the Opposition are trying to flog a dead one and that their arguments have been made up on the hoof?

In separate cases, two families in my constituency lost loved ones when they were murdered by offenders who were out on remand but should never have been. Will the Minister meet me and, if they wish, both families, so that they can have some assurance that lessons have been learned from these cases, and so that other families are not placed in the same horrendous situation?

On a point of order, Madam Deputy Speaker. Can you please advise me on the correct response to late notice of a constituency visit by another Member? On 3 April, the hon. Member for Thirsk and Malton (Kevin Hollinrake)—who I have informed in advance of my intention to raise this point of order—wrote to me at 9.15 am to say that he was undertaking several visits across Birmingham that day, including to my constituency. I understand that he campaigned for the Conservative party in Northfield a short time later. The published rules of behaviour and courtesies of this House state that Members should notify colleagues whenever they intend to visit a colleague’s constituency. It is clear from later correspondence that that intention predated the day itself. Further, I draw attention to volume 718, column 353, of the Official Report, dated 13 July 2022. The Deputy Speaker in the Chair on that occasion stated that “receiving notice on the day of a visit does not reflect the intention of the guidance…I would expect all Members to make efforts to respect not just the letter of the guidance but its spirit, and to give notice at least in advance of the day of the visit itself.” —[ Official Report , 13 July 2022; Vol. 718, c. 353.] Can you please advise me on whether that expectation still stands, and if it does, what steps we can take to ensure that members of the shadow Cabinet extend that courtesy, including to other Birmingham MPs?

The right hon. Lady highlights an issue that affects my constituency, as well as that of the hon. Member for Bromsgrove. Given that party politics were mentioned, I want to put on the record the fact that there have been disruptive bin strikes in Conservative-run authorities over recent years—Wiltshire, Adur and Worthing all spring to mind. Does the right hon. Lady agree that there is no particular party pattern and that Conservative-run authorities are by no means immune to the issues she raises?

I thank the right hon. Gentleman for his intervention, although I do not agree with his characterisation of the speeches we have heard today. I think hon. Members have brought a wide range of perspectives, and that even though there has been some disagreement across the House—and, on occasion, on the same Benches—all Members have made their points sincerely. I have read the reports the right hon. Gentleman references and the Minister’s evidence. My reading of that report is that the Committee held a very strong view on the principle of skeleton delegated legislation, but the point it made is that the case must be made for the use of such powers. My view is that the case has been made in this instance because of the seriousness of the matters we are discussing.

I thank the shadow Minister for giving way, and I hope he will also give way to my right hon. Friend on the Front Bench. Will he tell the House what possible motive he thinks a Labour Government would have for scrapping the pint?

My hon. Friend is making a characteristically powerful case. Do the history books not show that Labour has always been the party of the pints? Harold Wilson expressed enthusiastic support for preserving the pint measure. Labour is the party of the pints, while the Conservatives do not serve anything more than small bitter.

I understand the point the hon. Gentleman is making, but is it not the case that in that specific circumstance, after a week, they would be covered by the new probationary period provision? This provision is writing probationary period into the law for the first time.

Will the hon. Member acknowledge that what the Bill actually says is that no one should be forced on to a zero-hours contract? It is not the case that someone who wants that flexibility will be denied it.

As the Minister knows, the Nationwide Caterers Association, which represents small independents and family-run street food businesses, is based in Kings Norton in my constituency. I thank him for the recent positive meeting we held. Does he not agree that one of the previous problems it faced was that, under the previous Government, it struggled to get a seat at the table?

Once Birmingham’s Camp Hill line reopens, we will need track investment if we are to restore the pre-pandemic service frequencies on the cross-city line, including to Northfield and Longbridge. Will the Minister look fully at the case for upgrading King’s Norton station?

On 21 November we marked the 50th anniversary of the Birmingham pub bombings. That date will have been felt most heavily by the families of the 21 people who never came home, and by many more who still carry the mental and physical scars of that day. The Secretary of State knows that the announcement of the repeal of the legacy Act was welcomed at the time it was made. Will he agree to enter into correspondence on the potential implications of his announcement tonight for that campaign?
- 4 Nov 2024 · SEND System: Effectiveness · Hansard source
More
At the recent SEND surgery that I organised with SEND Socials Birmingham, one message came through time and again: different public bodies are not working together as the Children and Families Act 2014 intended, and this is contributing to long delays and distress. Will the Minister agree to receive representations from young people and families in south Birmingham, so that their negative experiences can at least contribute to the important work of reforming the SEND system?
