Kirsty Blackman MP: speeches

4 Jul 2026–16 Oct 2026 · year in progress

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

I first raised the issue of self-generated images in Parliament more than four years ago. I have asked almost every single Culture, Media and Sport team about the issue of livestreaming. I am pleased to hear from the Secretary of State that action is being taken, and about the belt-and-braces approach that is coming in. Even though we will have a social media ban and there will be device-level protections, I would like to see children’s accounts banned from livestreaming, regardless of whether it involves nude images, because so much of that can be held over children for the purposes of blackmail or abuse. I would appreciate it if the Secretary of State reassured me that that action will be taken, as well as the other actions that are moving ahead.

Labour promised £200 million for Grangemouth, none of which has materialised. Labour promised 1,000 jobs for GB Energy, and it turns out that a third of the 130 delivered so far are not actually in Scotland. If the Prime Minister’s localism project is not just for Manchester, what extra powers will be devolved to Scotland as a result of the decisions being made?

There is a geographical divide on this issue starker than I have ever seen in this place. Across all parties, every Member representing a Scottish constituency has stressed the issue of jobs, and how important this is to the north-east of Scotland. If that does not make it clear that Scotland needs to be in control of energy policy, I do not know what does. The Minister has mentioned two things about the consultation. She has said that a decision will be taken in due course. Does “in due course” mean before the Budget? Does it mean in 2026, 2027 or even 2029? Could she pin it down slightly further than that? On Scope 3 emissions, will she be very clear and ensure that what is published is what the right hon. Member for Dumfriesshire, Clydesdale and Tweeddale (David Mundell) asked for: a comparison of how much the import of LNG would affect the environment, as against how much approving Jackdaw would affect the environment?

There is a fundamental question here about what our priority is. Is it to reduce the bill, to reduce the amount of money that we are spending, or to ensure that disabled people can access all the human rights that the rest of us can, access society and be supported? We must recognise the extra costs of disability. What is the priority? The Conservatives are very clear: their priority is to reduce the bill. Our priority is to ensure that disabled people can live full, pleasant, excellent and wonderful lives. I appreciate the really hard work that has been put in by the team who have been involved in the co-production. May I continue to encourage the Minister to talk to Social Security Scotland and our colleagues in the SNP Government about their experiences of the adult disability payment and whether the changes that have been implemented in Scotland would make a positive difference to those claiming PIP?
