Kate Dearden MP: speeches
4 Jul 2025–3 Jul 2026
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

I thank my hon. Friend for her constant campaigning on this issue. I know how important it is and, I value working closely with her. Businesses producing or supplying those products must ensure that they are safe before they are placed on the market, including online marketplaces. Businesses should not supply products they know—or should know—are unsafe. My hon. Friend knows that taking action includes regulatory action. We work alongside other Departments on this, and our recent consultation looked at how we can go even further to ensure that products are safe.
- 2 Jul 2026 · Unpaid Carers: Workplace Support · Hansard source
More
My hon. Friend is absolutely right to highlight the vital contribution that unpaid carers make to their loved ones and their communities, and the experiences of families in his constituency reflect the challenges faced by unpaid carers across the country. We want to ensure that carers can remain in work and fulfil their potential. Through our review, we will ensure that we are backing our unpaid carers to balance work and care, as well as the employers who support them in the workplace.

I sincerely thank my hon. Friend for his continued engagement—I know how important the issue of market access for our breweries is to him. I was delighted to meet him and colleagues across this House recently, and I look forward to continuing to engage and work with them as the Government consider the evidence ahead of any announcements.

I pay tribute in this House to the incredible Harry Kane, our captain, for his performance last night—he calmed my blood pressure—and we will be championing the boys on Sunday. The hon. Gentleman will know that pubs can stay open for an extra two or three hours depending on how late the match starts, so that they can still be open when the game finishes. Unfortunately that does not apply to Sunday, given the 1 am start, but going forward we are backing our pubs so that people can watch and support our lads. It’s coming home, hopefully.

Boosting opportunity and tackling youth unemployment in every area remains a priority, and helping young people into work is crucial for that. We know that some people value that flexibility, which is why I will be considering that as part of the regulations.
- 21 May 2026 · Ticket Reselling · Hansard source
More
The hon. Member will know that since the Government published our response to the consultation on the resale of live event tickets, we have been working tirelessly to prepare new measures—exactly to his point—to tackle those ticket touts who take advantage of real fans who want to see their favourite bands and artists. That is why the next step is to introduce a draft Bill in this Session. That will enable parliamentary scrutiny and allow us to draw on the expertise of key stakeholders to ensure that our legislation is truly effective and enforceable, because a well-functioning ticket resale market can play such an important role in enabling those who cannot attend an event to give someone else the opportunity to go in their place.

My hon. Friend is a real champion for her local breweries, especially Moot Brew in Halling, which produces excellent beer—I know she visits regularly. We recognise the importance of independent breweries and pubs, and we are of course committed to ensuring that the sector remains diverse, competitive and rooted in local communities. We have reviewed the beer market to assess any barriers, and I will keep my hon. Friend updated.
- 12 Mar 2026 · Micropubs: Bexleyheath and Crayford · Hansard source
More
What a champion my hon. Friend is for micropubs in his constituency. From Anchor Bay to Bakewell Tart Stout, Bexley Brewery showcases an excellent range of beers, and small brewers and micropubs such as the Bird & Barrel play a vital role in supporting local communities and economies. Alongside the beer market review, the Government are carrying out a statutory review of the pubs code and the Pubs Code Adjudicator, as well as a post-implementation review to assess the code’s impact since 2016. The Government’s report covering that work will be published as soon as practicable.
- 12 Mar 2026 · Parental Rights at Work · Hansard source
More
I recognise the enormous contribution that kinship carers such as my hon. Friend’s constituent make to the lives of children. The Government are committed to helping more children grow up in safe, stable and loving homes in their family network, whenever it is in the children’s best interests. I acknowledge the incredible commitment and generosity of kinship carers in opening up their hearts and homes to our most vulnerable children. Kinship carers are absolutely transforming young lives, and we should not underestimate the life-changing difference that they make every single day. Our parental leave and pay review is considering the needs of all working families who do not qualify for existing leave and pay entitlements, including kinship carers.

I thank my hon. Friend for his campaigning on this issue. As I have mentioned, the Government’s parental leave and pay review is under way and will conclude in early 2027. We know that the parental leave system needs to be improved and recognise that the current system does not do enough to support the many dads and partners who want to be hands-on and actively involved in caring for their children. That is why the review is so important. It will consider all current and upcoming parental leave and pay entitlements, looking at options to improve the support available to British working families and whether the support available meets the needs of working families who do not qualify for the entitlements, such as self-employed parents, as was outlined by my hon. Friend.

My hon. Friend and I have discussed this matter at length. She champions the pubs in her constituency, and I thank her for it. We recognise the importance of independent breweries and pubs, and remain committed to ensuring that the beer and pub sector remains diverse, competitive and rooted in local communities. We have reviewed the beer market to assess any barriers facing small breweries and will announce the outcome in due course.

Good morning to the shadow Secretary of State. I am sure he had a stiff drink after his performance at Prime Minister’s questions yesterday. All pubs and live music venues that meet the definition set out in the guidance qualify for the support, and he will be able to see that clearly online. We will be working with local authorities to ensure that the definition includes establishments open to wide sections of local communities. I have already discussed valuations for pubs, how we take turnover into account and how we will work closely with the wider sector on valuations going forward. This is a Government who are working closely with the sector and are committed to listening. That is being a responsible Government, and we are doing the right thing.

I thank my hon. Friend for her question, and for championing the brilliant hospitality sector, businesses and markets in her constituency—I have the wonderful Halifax borough market in my constituency, so I know the importance of thriving traders to our high streets and local economies. I would be more than happy to meet my hon. Friend and hear her thoughts on how we can work together to restore pride in our high streets; our traders are vital to that, which is why our high streets strategy this year will be so important. It will look at all those areas, directly investing in our communities to ensure local businesses can thrive, high streets bustle and pride is restored to our high streets and communities.

I thank my hon. Friend for raising that important case. He is my neighbouring colleague in wonderful Calder Valley, and our constituencies have some of the best pubs in the country. As he knows, the pubs code in England and Wales regulates the relationship between pub-owning businesses with 500 or more tied pubs, including Stonegate and its tied-pub tenants, and it aims to ensure that tenants are treated fairly. The Government are currently undertaking the third statutory review of the effectiveness of the code, and it may help to inform the review if my hon. Friend could write to me setting out the details of the example he mentioned.

I thank my hon. Friend for her intervention and for her powerful speech. I hear and understand the urgency for action, and colleagues’ reflections on having been here in Westminster Hall this time last year, debating fireworks. I am not able to provide a timeline at this stage, but I would of course be happy to work with her and colleagues across the House on next steps as the Department progresses. We will be building on the work and evidence base of my predecessor, working with devolved Administrations to understand the work they are undertaking and their evidence base, and looking at examples from countries that are taking action across the globe to understand, first and foremost, how we can safeguard our communities. Safety is paramount. One of my first acts as a Minister was to launch a public campaign during firework season, promoting considerate use and focusing on the safe use of fireworks, including their disposal. Colleagues have talked about encouraging responsible behaviour and safer celebrations at private displays.

I agree with my hon. Friend, and that work in Luton to enable people to better report issues outside of those hours is appreciated and valued. Where we can, we should share and promote best practice. She made a valid point about the frustrations and difficulties in doing that on the enforcement side of things, and we would be keen to take that further. Tackling antisocial behaviour is a top priority for this Government. It is a key part of our safer streets mission, which is why we want to take action against those who seek chaos and terror on our streets.

I am always happy to meet the leads of the petition, campaigners and colleagues in this House to update them and provide the opportunity for them to feed back directly to the Department and me, so they do not have to wait for another Westminster Hall debate—if there is one. I am happy to provide that clarification, as well as my availability today, to ensure that we hear from colleagues on this issue, and that it remains a key priority for me and the Department. We recognise the urgency and passion of colleagues in their desire to see change—we heard it today. I reiterate my thanks to the hon. Member for Keighley and Ilkley, to Helen and Robert for their work in bringing this debate to the House, and to Members for their contributions. I assure Members and advocacy groups that I have heard their concerns, and will be asking for better regulations and urgency for action. I will continue to seriously consider them as I look to further mitigate the negative impact of illegal and antisocial firework use on our communities. We will continue to gather that evidence and continue to hear from organisations, charities and campaigners to ensure that any changes to legislation are effective. While I recognise the vital cultural importance of fireworks at a diverse range of festivals and celebrations, I will not apologise for continuing to support our emergency services working to promote their safe usage, raise awareness of the risks and take action against the minority of individuals who use fireworks illegally and antisocially at the expense of their communities. The safety of the public and fireworks’ impact on people, animals and property will be central in decisions and how we proceed with their regulation. I thank everybody for their contributions today; I again thank the hon. Member for Keighley and Ilkley for opening this debate and the campaigners in the Gallery for their patience in listening to colleagues from across this House, and for ensuring that we continue to work closely together. I thank all Members for their contributions.

For too long, fans have been at the mercy of greedy touts charging rip-off prices on the ticket resale market. That is why the Government have announced plans to make it illegal to resell a live events ticket for a profit. I know that my hon. Friend has campaigned for that over the years, for which I thank him. There will be tough penalties for non-compliance: resale platforms will face fines of up to 10% of their global turnover. That will protect genuine fans while preserving fair resale, saving fans an estimated £112 million each year.

I thank my hon. Friend for his engagement with me and the Department. I pay tribute to Ceri and Frances for their incredible campaigns and work raising awareness in memory of their son, Hugh. I am happy to plan for Hugh’s law to have a separate chapter in the consultation and to work with my hon. Friend its development. The consultation should provide the opportunity to highlight the specific circumstances in which parents find themselves.
