Justin Madders MP: speeches
4 Jul 2025–3 Jul 2026
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

I am grateful to the Minister for acknowledging that a number of colleagues have contacted him about this issue. In particular, I will speak on behalf of my Wirral colleagues, including my hon. Friends the Members for Wirral West (Matthew Patrick), for Birkenhead (Alison McGovern) and for Wallasey (Dame Angela Eagle). None of them are able to participate in the debate because of their Government positions, but they have been engaging, as the Minister says. One of the things they are quite keen to emphasise is the allegation that the Government have already made a decision on this matter because the National Wealth Fund has supported this particular project. Will the Minister address that?

The hon. Member is giving a very balanced presentation of the differing views and arguments, and she hits on a really important point: a number of residents feel that this consultation is not really a consultation, and that the decisions have already been made. We should all be united in urging Peak Cluster to raise its game on this.

My constituents were delighted to see the opening of the Great Sutton medical centre, but it has brought into sharp focus the need for an urgent upgrade of GP practices in Ellesmere Port town centre. I have submitted an expression of interest to the neighbourhood centre programme, and I wonder whether the Minister would agree to meet me to discuss that further.

I welcome this announcement, but is it not shocking that these companies have to be told what is unacceptable—that children should not be able to send and receive naked images? I ask the Minister: is this a tech problem or an issue of a lack of understanding and decency at the heart of these companies?

We will not prosper as a nation without a lot of support for the manufacturing sector—vital for our security and our resilience—so I welcome today’s statement. I notice with some irony that the fertiliser sector is included. A producer in my constituency closed under the previous Government, and as the Secretary of State has already referred to, several hundred million pounds have already been spent correcting the failure to foresee the risks of such a move. It is good to see that a number of sectors in my constituency are covered by the scheme, including automotive. The Secretary of State will be aware that the automotive sector faces multifaceted issues, not least on the supply side, but also to do with competition and European proposals. Will he say a little bit more about what else he can do to support the wider challenges facing automotive and manufacturing more generally?

The Minister was right when she said that trust has to be earned. I believe that she is really putting her heart and soul into earning the trust of the families. I thank her for her work in doing so, and I hope that it leads us to a satisfactory conclusion. Not everyone affected by Hillsborough is as close as the Minister is to the very important considerations that she has to balance, or indeed to the vagaries of parliamentary procedure and the way that Bills pass into law. Our constituents might only read the lurid headlines, or about the party political point scoring, and they see stories about the Bill being watered down or delayed. It is not great for people to read that, so I urge the Minister to make sure that the next time she, or anyone in the Government, makes a statement publicly on this Bill, it is to say that agreement has been reached, and it can go ahead.

The Foreign Secretary has set out that it is possible to not shed a tear for Maduro’s removal but be concerned about upholding international law. In that regard, this should not be seen as a green light for Greenland. With that in mind, will the Foreign Secretary confirm to the House that when she spoke to Secretary of State Rubio, she specifically registered the UK Government’s position on Greenland?

T7. I am sure the Department will be aware of the coverage this week of some harrowing stories about the treatment of Vodafone franchisees. Without asking Ministers to comment on specific cases, they will no doubt recognise the power imbalance in that relationship. Will they consider looking at measures to redress that imbalance, perhaps through a statutory code of practice or a national arbitration system?

It is a pleasure to see you in the Chair, Dr Huq. I am grateful to the shadow Minister, the hon. Member for Arundel and South Downs (Andrew Griffith), for giving me ample time to respond to the many issues that have been raised. He may be keen to take a phone call as a result of the shadow Cabinet reshuffle; maybe there is a promotion or relegation in the offing. I know that he has been keenly checking his messages all afternoon.

We are not turning our back on parents or children. We are actually having the biggest expansion in workers’ rights and family-friendly policies that we have seen in a generation. Clearly, we will not be able to satisfy every issue in this area, but that is the point of the review. We are looking at the system in the round. It needs improving and modernising and that is what we intend to do.

The hon. Member is right to pay tribute to the tremendous work that posties do up and down the country, rain or shine, to deliver the mail. There have, of course, been issues with performance in the Royal Mail. I am happy to discuss that further with him, and to make sure, with the help of Ofcom, that we get the service that everyone deserves.

I congratulate the hon. Member for Newton Abbot (Martin Wrigley) on introducing the Bill and on squeezing in his remarks under the wire. He made some important observations. Clearly, we do not have the time we would like to explore the provisions in more detail, but I understand that I will be engaging with him—
