Julian Lewis MP: speeches

4 Jul 2024–3 Jul 2025

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches

  • 30 Jun 2025 · Welfare Reform · Hansard source
    More

Does the Secretary of State agree that, while necessary at the time of covid, the removal of the requirement for face-to-face assessments was an opening of the door to potential abuse? If so, will she commit in principle to the reinstatement of face-to-face assessments?

  • 30 Jun 2025 · Deprivation of Citizenship Orders (Effect during Appeal) Bill · Hansard source
    More

I grateful to my hon. Friend for giving way again. As I said in my first intervention, I am new to this whole debate, but I thought I heard from the Minister that the idea was for this measure to stand only until the Government appeal was resolved or the Government ran out of time to appeal. How long would that period be? I do not see how that would put things off for the inordinate amount of time that my right hon. Friend suggests.

  • 30 Jun 2025 · Deprivation of Citizenship Orders (Effect during Appeal) Bill · Hansard source
    More

I have come to this debate without any prior knowledge of what is proposed, so I am making this point as a result of what I have heard so far. Am I right in thinking that what the Minister particularly has in mind is people with dual citizenship who might, for example, have gone abroad to fight for a terrorist organisation, such as ISIS. There would, in such a case, be nothing forbidding us from removing their British citizenship. If they came back, even if they could be convicted of anything at all, they would be imprisoned for only a relatively short time, if at all, and then the security services would probably have to spend many years monitoring them. Is that the sort of scenario the Minister has in mind?

  • 24 Jun 2025 · Topical Questions · Hansard source
    More

What practical steps can the Government take to support women and girls in Afghanistan who, after a period of being encouraged to liberate themselves, are now cast back into domestic servitude?

  • 23 Jun 2025 · Topical Questions · Hansard source
    More

Do Ministers agree with the Trussell Trust’s recent estimate that the weekly cost of basic essentials is £120 for a single person and £205 for a couple?

  • 19 Jun 2025 · Warm Home Discount · Hansard source
    More

Yesterday, as the Minister probably knows, food bank groups associated with the Trussell Trust lobbied—very effectively —Members on both sides of the House. My local group, the Waterside food bank, impressed on me the gap between the £92, which the Government believe a single person is estimated to need to survive, and the £120 that the food bank believes is necessary for a single person to be able to survive alone. Can the Minister give an indication as to what extent the gap between those two figures will be closed as a result of this initiative?

  • 16 Jun 2025 · Child Sexual Exploitation: Casey Report · Hansard source
    More

I hope something else we can all agree on is our admiration for the former Labour MP Ann Cryer, who exposed what was going on back in 2003, which was only five years into a 13-year-long Labour Government, and was disgracefully smeared as a racist for doing so. Let us belatedly make an apology to her and thank her for her courage.

  • 12 Jun 2025 · Gibraltar · Hansard source
    More

It is encouraging that the Gibraltarians are receiving more consideration than the exiled Chagossians did. When the Foreign Secretary says that a sovereignty clause was inserted, does that mean that Spain absolutely and explicitly recognises the sovereign relationship between Britain and Gibraltar? If so, what has the reaction been of those elements that he referred to in Spanish politics that do not accept that relationship?

  • 2 Jun 2025 · Topical Questions · Hansard source
    More

The Home Secretary was asked a question about Lord Hermer of Chagos, as he perhaps ought to be known. Why did she not answer it, and will she do so now?

  • 2 Jun 2025 · Government Announcements · Hansard source
    More

Knowing the Leader of the House to be a decent person, I suspect that behind the scenes, when events of this sort happen, she probably argues quite strongly that announcements should be made to this House first and to the press afterwards. Does she think the reason that is not happening is that the Government genuinely think they will get less publicity to hold a press conference after there has been scrutiny in the House, or is it that they just have no confidence that they can stop their people leaking things in advance?

  • 2 Jun 2025 · Government Announcements · Hansard source
    More

Further to that point of order, Mr Speaker. You may have noticed that I briefly exited the Chamber to see whether copies of the SDR were available in the Vote Office, and I was told, quite rightly, that no, they would be made available immediately after the Secretary of State had made his statement. If we were to have the press conferences the day after statements—not the day before, or on the same day—everybody would have time to read the report, we would have an initial stab at it, with very little sight of it on the day, and then we could go into it in more detail subsequently, as we usually do.

  • 22 May 2025 · Data (Use and Access) Bill [Lords] · Hansard source
    More

Given the constructive tone that the Secretary of State is taking today, would he like to say a word of praise for the upper House, without whose determination to keep revisiting this matter he might not have felt it quite so necessary to come to this House today and outline in such detail the constructive alternatives he wishes to put forward?

  • 15 May 2025 · Safeguarding Vulnerable Claimants · Hansard source
    More

Does the hon. Lady believe that the safety of very vulnerable claimants would be improved if there were a system within the DWP for flagging them as vulnerable and ensuring, so far as it is practically possible, that they always deal with the same person, who might be specifically qualified to look after people with such vulnerabilities?

  • 12 May 2025 · Personal Independence Payment Assessments · Hansard source
    More

Can the Minister explain why it appears that telephone assessments for PIP have a significantly higher success rate in applications than face-to-face applications?

  • 7 Apr 2025 · New Homes: Sustainability · Hansard source
    More

I genuinely thank the Minister for the time he took to meet me and the chairman of a local residents’ association in an apartment block to discuss the problems of building new homes on top of existing apartment blocks, if the work is done badly. Has he drawn any conclusions from that meeting about how to safeguard against unsuitable and unsustainable developments of that sort?

  • 2 Apr 2025 · Clonoe Inquest · Hansard source
    More

I am very sorry, but that answer did not address the question of principle. The fact is that, unless the Secretary of State’s chum, Professor Sands, and three other equally distinguished professors of law were mistaken, there is no reason in principle—regardless of how flawed he, and the courts, even, may think the previous legislation was—that we cannot have a statute of limitation to put an end to these prosecutions, coupled with a truth recovery process. Of course, it will always be possible to find someone who wants the other lot prosecuted but not their lot, but it is the job of Government to cut through that and do the right thing, as Nelson Mandela did so effectively in South Africa.

  • 1 Apr 2025 · Trail Hunting · Hansard source
    More

The hon. Gentleman is being very generous with his time. His thesis seems to be that, because the direct hunting of foxes was made illegal, trail hunting is being us as a cover for it. What would happen if he had his way and trail hunting was banned as well? Would it not then be possible for drag hunting to be used in some way as a cover for illegal fox hunting? If so, is not this an endless process, and should he not come out and say straightaway that he wants every form of this activity stopped?

  • 31 Mar 2025 · Myanmar Earthquake · Hansard source
    More

Can the Minister explain a bit more about the mechanism by which any aid donated in this country will reach people on the ground in Myanmar? Particularly given the airstrikes we have heard about, it is hard to imagine how such aid would get to areas that are currently under attack by the regime.

  • 11 Mar 2025 · North Sea Vessel Collision · Hansard source
    More

I thank the Minister for the clarity of his statement and his answers. Is it not extraordinary that there is such uncertainty about whether so deadly a cargo as sodium cyanide was being carried on one of the vessels? He said that tugs might have to intervene to prevent the vessel running aground on the shores of this country. Has he considered that if the fire is too dangerous for the tugs to approach, then in those extreme circumstances, the Royal Navy’s involvement might be necessary?

  • 11 Mar 2025 · Gender Critical Beliefs: Equality Act 2010 · Hansard source
    More

I take the opportunity to acknowledge the hon. Lady’s bravery in standing up for what she believes in. Does she agree with me that there is a wider political danger from this form of indoctrination and extremism about gender and sex, which is that if the only people in politics who are prepared to speak out about it are from extreme right-wing movements, and mainstream politicians are too afraid to say anything, it pushes ordinary people in the direction of political extremes?

  • 10 Mar 2025 · Syria · Hansard source
    More

The collapse of Assad was always going to be a setback for Russia, but it was also always going to be a boost for the Islamist opposition. Even if there is only a 5% chance of forming an inclusive, democratic, stable Syria, the Government are clearly right to try to promote that, but they should also recognise that the real threats to us are chemical weapons falling into Islamist hands and the Syrian Democratic Forces no longer being able to keep under control those Islamists who are currently confined in camps. What happens when they are released?

  • 5 Mar 2025 · Foreign, Commonwealth and Development Office · Hansard source
    More

I entirely endorse what the right hon. Lady says about the BBC World Service. There used to be a ringfenced grant for BBC Monitoring as well, but now that falls on BBC general income and expenditure. Does she agree that that monitoring service performs an equally crucial role to the World Service in terms of open source information?

  • 4 Mar 2025 · Plan for Neighbourhoods · Hansard source
    More

The Minister referred to his support for parish and town councils. Can he explain a little more about the neighbourhood boards? Will their geographical footprint be similar to that of parish and town councils in the 75 areas concerned? If so, would it not have been better to give this role to elected bodies, such as parish and town councils, rather than to unelected new boards?

  • 26 Feb 2025 · British Indian Ocean Territory · Hansard source
    More

On that point, did my right hon. Friend see the report in The Daily Telegraph on 26 February that one of the other judges who took part in that judgment, Patrick Robinson, believes that the United Kingdom should be repaying at least £18 trillion in reparations for slavery in the past?
