Josh Dean MP: speeches

4 Jul 2025–3 Jul 2026

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches

  • 29 Jun 2026 · Youth Hubs · Hansard source

There is already much excitement in my community that East Herts will be home to one of the new youth hubs being rolled out by this Labour Government. I represent a semi-rural area where young people often have to make significant journeys across or even outside the constituency to access the services and support they need. Rurality can be a barrier to finding support and work, so will the Minister say a little more about how the Department’s model for youth hubs will account for it? Does a youth hub have to be in one location or can it be split across multiple venues if the interest is there?

Residents in Hertford and Stortford tell me that their bus services are too often irregular or delayed, causing unnecessary disruption and stress. I welcome the £19.5 million allocated to Hertfordshire county council through the local authority bus grant last year, but will the Minister say a bit more about how we will work with the Lib Dem administration to ensure that the money is used effectively, and about what this Labour Government are doing to improve bus services in semi-rural communities such as mine?

I share my residents’ anger that a Thames Water site has reportedly released over 900 hours of sewage into the River Stort, one of our precious local chalk streams, since the start of the year. I have written to Thames Water and the Environment Agency to raise my community’s concerns about the lack of urgency in tackling sewage discharge. Will the Leader of the House join me in calling on Thames Water to take urgent action to protect our precious local chalk streams, and will he help to facilitate a meeting with the relevant Minister to discuss this case in more detail?

Last Thursday, I held a public meeting with the Hong Kong community in Bishop’s Stortford. We met to discuss the proposed changes to indefinite leave to remain, but there was real strength of feeling about the case of Jimmy Lai and democratic freedoms in Hong Kong, so I was very pleased to hear the Prime Minister raise the issue. Will he take this opportunity, for the benefit of my constituents, to set out the details of those discussions again? Will he also assure my constituents of this country’s commitment to those from Hong Kong who have made their home here, and reassure them that this Government will listen carefully to their views in the Home Office’s consultation on earned settlement?

  • 29 Oct 2025 · International Baccalaureate: Funding in State Schools · Hansard source
    More

It is a pleasure to serve with you in the Chair, Sir Roger. I thank the hon. Member for Didcot and Wantage (Olly Glover) for securing this morning’s debate. Hockerill Anglo-European College in Bishop’s Stortford is one of the 20 or so state schools across the country to offer the international baccalaureate diploma. A vibrant day and boarding school, Hockerill’s post-16 provision is based entirely on the IB diploma, and it is the only school in our community to offer the programme. The removal of the large programme uplift funding for the international baccalaureate programme by the Department for Education would seriously impact Hockerill’s ability to offer the IB. Hockerill’s sixth form open morning for the next school year takes place in just under a month, and the letter notifying the school of the changes arrived on 1 October—the same day its promotional material for the sixth form was signed off. The school had received no previous indication of potential changes and had not been consulted. The letter professed to let it know about them “in good time” in case it needed “to consider changes” to its “provision and plans”. However, when I met the principal last week, he was clear that, with the prospectus signed off and families due to walk through the door for their open morning, there simply is not time to make drastic changes to provision and that the school will be unable to offer the IB following the changes. That decision does not take place in a vacuum. Hockerill is an international boarding school as well as a local state school, but the additional income that that once provided has been severely impacted by changes following Brexit. Furthermore, like many state schools, Hockerill has seen a dramatic rise in the number of children with special educational needs and disabilities and education, health and care plans, and the additional provision it offers has also had a significant impact on its budget. The IB diploma has made up Hockerill’s sole post-16 provision for many years. The school has already advertised that provision to its current year 11 and to year 11 students across our community, and it intends to honour that offer. That means that it will run the provision with reduced transitional funding next year and without the LPU the following year, meaning it will have to consider taking money from elsewhere in an already stretched budget. Will the Minister reflect in his response on what consideration the DFE has given to schools such as Hockerill, which did not expect to make drastic changes to their post-16 provision in such a short timeframe, and on how it intends to support them to make any changes? Will he also set out what consideration the DFE has given to, at minimum, extending the transitional funding for a further year to allow schools such as Hockerill to complete the IB programme for current year 11s going into the sixth form, thus reducing disruption? Finally, will he urgently meet me to discuss Hockerill’s case, how the changes will impact the school community and our town, and the wider challenges being faced?

  • 15 Oct 2025 · Jhoots Pharmacy · Hansard source
    More

Last week I met staff from Jhoots Pharmacy in Thorley and was shocked when they told me that they had been unpaid for months but were still working. Some were struggling with their mortgages or unable to afford food for their children’s school lunches. Their concern was for their residents, many of whom are elderly and vulnerable, who have been left without essential medication because of stock issues and unexpected closures. They are good, decent people who want to provide a community service for our residents. Will the Minister assure my constituents directly that the Department will look at all possible options and work across Government where relevant to address the situation that allowed this to become a problem and the specific situation affecting my constituents now?

  • 4 Sept 2025 · Business of the House · Hansard source

I am wearing a ribbon to commemorate the life of Norma Symonds, a former Conservative councillor and town mayor of Bishop’s Stortford. Determined, courageous and kind, Norma dedicated her life to supporting those who needed help and serving our community, giving a voice to the voiceless. She set an example to the rest of us that, beyond parties and politics, what matters most is helping others. Will the Leader of the House, and indeed the whole House, join me in paying tribute to the life of a remarkable woman and sending best wishes to her family, friends and colleagues?

  • 21 Jul 2025 · Independent Water Commission · Hansard source
    More

I welcome the Secretary of State’s statement and these ambitious reforms. Around 10% of the UK’s chalk streams run through Hertfordshire, and we are lucky that Hertford and Stortford is home to many of them, including the River Stort and the River Lea. As the Secretary of State announces further action to clean up our water and the water sector, will he reassure residents of my community that this Labour Government will protect our precious local chalk streams?
