Johanna Baxter MP: speeches
4 Jul 2026–16 Oct 2026 · year in progress
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Offences under the Domestic Abuse (Scotland) Act 2018 have skyrocketed 81% since July 2022—a stark sign that violence against women and girls in Scotland has reached crisis point. That fact was rammed home to me last week, as I listened to a woman in my constituency advice surgery describe the abuse she has been experiencing at the hands of her partner. This Labour Government are working hard to halve violence against women and girls, but to deliver that for the whole United Kingdom, we must tackle the root causes and demand urgent action from Holyrood. Will the Leader of the House outline what he thinks the Scottish Government might learn from the work of this Labour Government?

I welcome my right hon. Friend to his place. I am very pleased that he has now seen for himself, as I have, the reality of Russia’s illegal war on the ground in Ukraine. I know he will share my concerns about the deeply troubling reports in The Daily Telegraph yesterday that SAS veterans are training Russians to fight Ukraine. It states: “An assessment compiled for Five Eyes intelligence agencies found, with ‘strong confidence’, that Western military veterans had been recruited to train Russian citizens as well as ‘active duty military’ personnel.” Will he investigate, as a matter of urgency, those reports and report back to the House?

On Saturday evening, for the fifth year running, the Art Department in my constituency launched the Big Art Show. It is one of the largest visual art exhibitions in the United Kingdom; more than 1,000 works are on display in a variety of mediums. It is a testament to our cultural heritage and the work of the Art Department in encouraging the creative participation of people of all ages and abilities that more than 50% of the works come from Paisley, Renfrewshire and the Greater Glasgow area. Will the Leader of the House join me in congratulating Steven Thomson, the creative director of the Art Department, and his whole team on putting the show together? If my right hon. Friend—or you, Madam Deputy Speaker—happens to be in the west of Scotland during the show, which lasts for the next couple of months, he would be welcome to come to see it.

The Conservative party failed to invest in clean power, and now there is a suggestion that it failed to invest altogether. Will the Minister tell the House what action this Government are taking to ensure that overseas wars do not increase my constituents’ bills, making the cost of living unaffordable?

I welcome the Minister to his place, and I am pleased to hear him promote vaccine uptake. Can he say a little more about the discussions he is having with the Scottish Government to ensure that farmers and livestock keepers in Scotland are getting the vaccines they need? Given the pressure on the veterinary sector, can he assure the House that the reform of the Veterinary Surgeons Act 1966 is getting the attention that it deserves? That will support not only our veterinary surgeons and all those who work in the sector, but consumers.

Members across this House remain deeply concerned about the 20,610 Ukrainian children stolen by Russia since the start of its illegal war. My right hon. Friend’s predecessor established this country’s proud record on that issue, committing £4 million to tracing efforts that have located more than 1,000 children, imposed more than 130 sanctions and supported Ukraine in establishing a special tribunal for the crime of aggression. Will the new Foreign Secretary commit to working with me to continue the Government’s vital work in that area?

I wish you, Madam Deputy Speaker, and all colleagues throughout the House a very restful recess. Can the Leader of the House give us an update on the progress of addressing the backlog of civil service pension scheme cases, particularly those affected by the McCloud judgment? I am extremely concerned that one of my constituents has been retired for two years now and has still to receive their pension scheme benefits.

My constituent and Scottish football superfan Craig Ferguson has just returned home after walking for 108 days across 3,000 miles in the United States to raise funds for Scottish Action for Mental Health. He has raised over £1 million. I know this is an issue that the Prime Minister cares about very deeply, and I thank him for his leadership. Will he join me in congratulating Craig and everyone who supported his actions to raise money for mental health?
