May I wish you, Madam Deputy Speaker, and all staff across the parliamentary estate a very happy Christmas? In the last week, my constituents in Paisley and Renfrewshire South have received the devastating news that the SNP-controlled integration joint board, running health and social care provision across Renfrewshire, is trying to make £19.1 million in cuts, having already closed Montrose care home in my constituency earlier this year. Given that the Scottish Government have just received the biggest funding settlement since devolution, does the Leader of the House agree that they should use that money to protect the most vulnerable constituents in Paisley and Renfrewshire South?

My constituency of Paisley and Renfrewshire South is home to the beautiful RSPB Lochwinnoch nature reserve. In addition to supporting our biodiversity, the reserve serves as a natural carbon sink. Globally, wetlands hold approximately 20% to 30% of the Earth’s soil carbon despite covering only 5% of the land surface. Will the Minister outline how the Department is integrating wetland and peatland restoration into its strategy for meeting the UK’s carbon capture and storage targets?

Our posties go above and beyond 12 months of the year, but especially at this time of the year. I welcome my hon. Friend’s statement, but I particularly welcome the support that it has garnered from the workforce. Can he say a little more about his conversations with the trade unions during the negotiations about the industrial relations reset that has been discussed by the general secretary of the Communication Workers Union? What steps have been taken to ensure that any future owner of Royal Mail does not run it into the ground?

I wholeheartedly welcome the Secretary of State’s announcement, and in particular the additional funds found to support charities who will help LGBT veterans with their applications. One of my constituents wrote to me with a most harrowing story about how his career in the armed forces ended with an investigation by the Royal Military Police. He said that every aspect of his life had been greatly affected since the initial investigation, with his housing, employment, health and family life all having suffered as a result of the ban, which was ruled illegal in 1999. Will my right hon. Friend outline when eligible LGBT veterans impacted by the ban can expect to receive their financial recognition?

This Labour Government’s plans to make work pay will give thousands of workers in my constituency a much-needed pay rise after 14 years of failure by the Conservative party. Does my right hon. Friend agree that plans to support low-paid workers in insecure jobs will be not only crucial but absolutely central to our plan for change?

I warmly welcome the statement by my right hon. Friend, because giving people the opportunity to get on in life and have dignity in good work is at the heart of what drove me to this place. Does the Secretary of State agree that helping people into work in Paisley and Renfrewshire South is about getting the economy growing again, as well as putting more money into people’s pockets? Will she say a little more about her discussions with the Scottish Government to ensure that they will play their full part in making sure that this works?

I want to associate myself with the condolences for Lord Prescott. He was a true giant of our movement. Last week, more than 450 people from across Renfrewshire gathered for the 20 th annual ROCCO awards, run by the Renfrewshire chamber of commerce to celebrate businesses. Will my right hon. Friend assure businesses in my community of the Government’s support and will she join me in congratulating all the winners of this year’s awards, including Renfrewshire’s favourite business, the Paisley Pie Co., which resides in my constituency?

I welcome the Secretary of State’s focus on the future of our forces, which has been backed by the chiefs, and I particularly welcome the retention payments for our aircraft engineers and Army personnel. As others have alluded to, technology is changing the nature of the threats that we face. Can the Secretary of State confirm that this Government will work closely with the defence industry to harness new technologies to ensure that our forces have the kit they need to respond effectively to increasing threats?

This morning, we learned that the Scottish Government have wasted £28 million of taxpayers’ money on the flawed, ill-conceived National Care Service (Scotland) Bill, which did not command the support of almost any of the stakeholders needed to pass it. Does my hon. Friend agree that the additional funding for the NHS that has been committed to in our Labour Budget should be used to come up with a proper plan for social care across the UK that does not follow the flawed approach in Scotland?

Today, on Armistice Day, we honour those who have served, those who have fought and those who have made the ultimate sacrifice to protect the freedoms we enjoy. Does the Secretary of State agree that today and every day we must remember everything that our armed forces are doing to keep us safe? Will he come to my constituency to meet Sight Scotland Veterans, an incredible charity that provides amazing support to all our visually impaired veterans?

I congratulate hon. Friends who have made maiden speeches today. I am proud to stand in support of this Labour Budget—the first Labour Budget in 14 years, and the first ever Budget presented by a female Chancellor. The Budget delivers the largest settlement for the Scottish Government in the history of devolution. It means an additional £1.5 billion for the Scottish Government to spend in this financial year, and an additional £3.4 billion next year. The UK Labour Government are delivering a total of £47.7 billion for Scotland’s budget in 2025-26. It is notable that on yet another day of debate on the Budget, not a single Scottish National party Member has chosen to grace these green Benches. The Budget keeps our promises to the people of Scotland, ends the era of austerity and provides billions for investment in our public services. It is a truly redistributive Budget that ensures that those who have the least benefit the most. The word “redistribution” will not be welcome for some Opposition Members, but the vast majority of my Paisley and Renfrewshire South constituents do not have the luxury of private jet travel. They would be happy with an improvement to the bus service between Johnstone and Paisley, which, of course, the Scottish Government at Holyrood might be able to deliver if they choose to invest this record-breaking settlement in our public services. I welcome the 6.7% increase in the national living wage—a massive improvement—delivered in the Budget. That means an extra £1,400 on average for a full-time worker, and is a significant move towards delivering a genuine living wage—one that will directly benefit over 3,800 people across Renfrewshire. The SNP must now ensure that the additional funding is provided directly to our local public services and reaches the frontline to bring down the waiting lists in our NHS, raise attainment in our schools and bridge the £585 million budget gap facing our local councils in Scotland. I commend the Budget to the House.

Friend say a little more about the concerning development of North Korean soldiers supporting Russia’s war of aggression on European soil, and how that underlines the importance of us using every tool in our box to support Ukraine’s efforts?

Does my right hon. Friend agree that the Bill not only represents the biggest uplift in workers’ rights in a generation, but strengthens their enforcement through new enforcement measures? That stands in stark contrast to the Conservatives, who brought in unlawful employment tribunal fees.

I draw hon. Members’ attention to my entry in the Register of Members’ Financial Interests. I am a proud member of the Communication Workers Union and the GMB and am a former official of Unison. It is a huge source of personal pride to me as a former trade union official that our Government have introduced a Bill that will deliver the greatest uplift in workers’ rights in a generation. While the Conservatives have focused on scaremongering during this debate, it is important to remember the facts. Hard-working people are the trade union movement of this country. No one on the Government Benches will deny our pride in that. The TUC estimates that 1.1 million employees did not receive any of the holiday pay to which they were entitled last year. This Bill supports those ordinary hard-working people. Last year, 4,000 pregnant women and mothers returning from maternity leave were dismissed. This Bill supports those hard-working people. Some 1.7 million people are out of the labour market because they have to look after their family. This Bill supports those hard-working people. There are 3,800 workers across my constituency of Paisley and Renfrewshire South who earn the minimum wage. This Bill supports those hard-working people. I commend it to the House and am pleased that our Government have strengthened its enforcement measures.

I welcome the debate, brought by the right hon. Member for Kingston and Surbiton (Ed Davey), and pay tribute to my hon. Friends the Members for Clwyd North (Gill German) and for Weston-super-Mare (Dan Aldridge) on their maiden speeches. I welcome the Minister’s announcement of the independent review into how overpayments of carer’s allowance have occurred, what can be done to support those who have accrued them, and how to reduce the risk of overpayments occurring in the future. Around 175,000 carers in receipt of carer’s allowance are combining paid work with care, and in 2023-24, there were 34,500 overpayments as a result of earnings and carer’s allowance. That means that around one in five carers who are doing paid work and claiming carer’s allowance have had an overpayment in the last year. That the previous Government allowed this situation to occur is, frankly, utterly shameful. It has pushed many unpaid carers, including many in my constituency of Paisley and Renfrewshire South, to breaking point for the sole crime of caring for somebody they love and saving the taxpayer thousands of pounds in doing so. Without their contribution, our country would grind to a halt. That this has happened to them through no fault of their own is not okay. We must provide carers with the support that they need, at the time they need it. The Carers UK “State of Caring” report estimates that 1.2 million unpaid carers are living in poverty, and 400,000 are living in deep poverty. It also found that 75% of unpaid carers receiving carer’s allowance are struggling with cost of living pressures, while almost half are cutting back on essentials that they need to survive. That is the legacy of 14 years of Tory Government. While it is right that the review will look at getting a grip of the carer’s allowance overpayment issue, there is an urgent need for the Government to consider the broader question of how to provide wider support for unpaid or family carers. That includes support for carers on low incomes through universal credit, and through carer’s allowance. While carer’s allowance is a devolved matter in Scotland, I urge the Government to discuss with the Scottish Government the position with respect to people in Scotland who are, or have been, receiving carer support payment while the DWP has been delivering it there on behalf of Scottish Ministers. We need a long-term vision for social care that considers how we best support unpaid carers. I know that our Government are committed to building consensus for the longer-term reform needed to create a sustainable care service.

In my Paisley and Renfrewshire South constituency, the rate of premature death in men is 47.9% higher than the UK average. According to National Records of Scotland, the number of people who have died by suicide in Renfrewshire as a whole has increased to the highest level in 10 years. Does my hon. Friend agree that this is a damning indictment of the SNP Government’s record on health? Will he commit today to holding a summit in November, with Movember, to raise men’s health up the agenda?
