Johanna Baxter MP: speeches
4 Jul 2025–3 Jul 2026
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches
- 1 Jul 2026 · Women in Tech Taskforce · Hansard source
More
Evidence suggests that AI tools used in recruitment often favour male names almost five times more than female names, and AI models built to prevent liver disease are twice as likely to miss the disease in women. Does my right hon. Friend agree that unless we have women shaping this technology, it will continue not to deliver for women? Can she outline Government plans to address those biases while encouraging more women in Paisley and Renfrewshire South to join the sector?
- 1 Jul 2026 · Women in Tech Taskforce · Hansard source

6. What assessment her Department has made of the potential impact of the women in tech taskforce on levels of diversity in the technology sector.
- 18 Jun 2026 · Infected Blood Compensation Scheme · Hansard source
More
My hon. Friend is making a powerful speech. Does he agree that the Government need to work with colleagues in Scotland, Wales and Northern Ireland to drive forward the final compensation scheme and address the concerns about timelines that he rightly talks about?
- 18 Jun 2026 · Grooming Gangs: Independent Inquiry · Hansard source
More
Victims and survivors absolutely must be at the heart of this inquiry. How are they being put at the centre of this work in practice, are they being provided with access to support, and what meaningful opportunities do they have to shape the outcomes of the inquiry?
- 1 Jun 2026 · Lord Mandelson Humble Address: Government Response · Hansard source
More
It is very clear that Peter Mandelson should never have been appointed as our ambassador, and I know that we will all have Epstein’s victims in mind today. It is right that the Prime Minister has called for the removal of peerages from disgraced peers. In view of the comments from the hon. Member for Hazel Grove (Lisa Smart), can the Chief Secretary to the Prime Minister confirm that the removal of peerages Bill, which appeared in the King’s Speech, will actually have teeth, and will enable us to radically reform the upper Chamber?

As we have heard, it is staggering that vital information on UKSV recommendations can be withheld from Ministers taking decisions. Can the Prime Minister assure the House that in the review he is commissioning, we examine whether there are any other instances in which UKSV recommends against granting DV status, during not just this Government but over the last 14 years? That has the potential to have very serious security implications.
- 16 Mar 2026 · Lord Mandelson: Response to Humble Address · Hansard source
More
The Prime Minister rightly called for the removal of peerages from disgraced peers, so could the Chief Secretary to the Prime Minister tell the House when we might expect further updates on the proposed legislation?
- 10 Mar 2026 · Digital ID: Public Consultation · Hansard source
More
I welcome my right hon. Friend’s statement and the clarification that participation in the scheme will not be compulsory to access public services. Will he say a little more about how he will persuade people that this tool will make their everyday lives easier? Will he also say what discussions he has had with the devolved Administrations to ensure the same opportunities apply across the UK, and explain how my constituents in Paisley and Renfrewshire South will participate in the people’s panel?
- 12 Feb 2026 · Lord Mandelson: Government Response to Humble Address Motion · Hansard source
More
Too often when women in particular raise concerns or sound the alarm about concerning behaviour, their concerns are dismissed or go unheard. Can the Minister set out what further actions this Government will take to ensure that victims and survivors of sexual abuse are heard by those in power?
- 5 Feb 2026 · Veterinary Surgeons Act 1966 · Hansard source
More
7. What steps she is taking to reform the Veterinary Surgeons Act 1966.
- 5 Feb 2026 · Veterinary Surgeons Act 1966 · Hansard source

The BBC “Panorama” programme that aired on 12 January reported that some vets employed by the big six veterinary conglomerates felt pressured into upselling treatments and services that may not be clinically necessary for pets. My constituents were shocked and appalled by those revelations. My right hon. Friend will know that I have long campaigned for the Government to tackle the soaring costs of veterinary fees, so can she assure the House that the consultation on reform of the Veterinary Surgeons Act will bring in not only much-needed reform to support those who work in the sector, but much-needed protection for pet owners?

I thank the hon. Member for giving way, because I would not want any Member of this House to inadvertently besmirch any other Member through misleading information. I served on Labour’s national executive committee for 10 years before entering this place, and Peter Mandelson had no role whatsoever in the selection of Labour candidates during that time. I make that point so that Members are aware of exactly what they are talking about.

Q12. Adrian Howe was a successful and dedicated Vodafone store manager for over 20 years. In 2017 he was offered the opportunity to take on a franchise for one of their thriving stores, but the goalposts changed and he was forced to take on a struggling store. Just days before he was due to open that store, Adrian stepped into a lake and did not ever return home. Adrian’s wife and widow, my constituent Tracey, wonders if the Prime Minister will review franchising legislation to ensure that there is a balance of power between companies and their franchises, so that nobody else feels undue pressure when they take on a franchise.
- 17 Dec 2025 · Torture of Animals: Online Content · Hansard source
More
Earlier this year, two teenagers were prosecuted for the torture and killing of kittens in a public park. A BBC investigation has since uncovered a disturbing international network sharing videos of extreme cruelty to cats and kittens, and users here in the UK and those prosecuted have been found to be in possession of that material. Online animal abuse is not a harmless niche; it is a recognised warning sign for escalating violence, including serious crimes against women and girls. I am pleased that the Prime Minister’s Christmas card promotes kindness towards animals. Will my hon. Friend outline what further work his Department is doing to ensure that we address harmful content?

- 11 Dec 2025 · St Andrew’s Day and Scottish Affairs · Hansard source

Is it not the case that there are more people waiting more than two years in individual health boards in Scotland than in the whole of England? Does the right hon. Member agree that that is a disgrace of the Scottish Government?
- 4 Nov 2025 · Welfare Spending · Hansard source

Will the hon. Lady give way?
- 3 Nov 2025 · “Soldier F” Trial Verdict · Hansard source
More
Many IRA murders on UK soil have never been solved, including the targeting of soldiers and their families in the M62 coach bombing in 1974 and the Warrenpoint massacre in 1979, the deadliest attack on the British Army during the troubles. Does the Secretary of State agree that by shutting down investigations—including into the deaths of more than 200 Operation Banner soldiers—without an adequate alternative, the legacy Act failed many families and victims of the troubles?
