Johanna Baxter MP: speeches
4 Jul 2024–3 Jul 2025
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches
- 24 Jun 2025 · National Security Strategy · Hansard source
More
It is vital that the UK has robust defences against biological incidents, accidents and attacks. What steps are the Government taking to invest in our biosecurity, and how that will help to protect our country from the range of bio-threats that we face?
- 17 Jun 2025 · Disabled People in Poverty · Hansard source
More
Talking of cruelty, does the hon. Gentleman agree that it is cruel that the number of people from working households living in poverty more than doubled under the Conservatives’ watch, from 600,000 to 1.3 million? Is that not cruel?
- 17 Jun 2025 · Disabled People in Poverty · Hansard source

Will the hon. Gentleman give way?
- 9 Jun 2025 · Winter Fuel Payment · Hansard source
More
I welcome my hon. Friend’s announcement, because this news will not only bring more money to Scotland; it also demonstrates that this is a Government who listen. The winter fuel payment is devolved in Scotland, as it was at the time of the original announcement, and the Scottish National party’s current policy robs poorer pensioners to fund payments for millionaires. Does my hon. Friend agree that the SNP must now re-examine its own policy in the light of this game-changing announcement today?
- 2 Jun 2025 · Illegal Working · Hansard source
More
11. What steps her Department is taking to tackle illegal working.
- 19 May 2025 · European Rearmament Fund · Hansard source
More
7. Whether he has had recent discussions with his EU counterparts on UK access to the European rearmament fund.
- 14 May 2025 · Animal Welfare (Import of Dogs, Cats and Ferrets) Bill · Hansard source

Will the hon. Gentleman confirm that under subsection (4)(c), the reference to cats that have been mutilated includes cats that have been declawed?
- 24 Apr 2025 · Topical Questions · Hansard source
More
T7. It is right that the Government have ensured that funding is in place to compensate victims of the infected blood scandal, but many of them, particularly those in my constituency, are still concerned that the process is taking too long. Will my right hon. Friend say a little more about what we are doing to speed up getting compensation to those victims?
- 8 Apr 2025 · Topical Questions · Hansard source

Many thousands of my constituents in Paisley and Renfrewshire South work in and rely on public services that are on their knees after 18 years of under-investment by the SNP Government at Holyrood. Will my right hon. Friend set out how the views of my constituents will be reflected in the spending review?
- 26 Mar 2025 · Spring Statement · Hansard source
More
Our fiscal rules were designed to ensure that we did not repeat the damaging austerity of the Conservative party, which harmed my constituents so much. Does my right hon. Friend agree that it is only because of those fiscal rules that the OBR has today confirmed that people in Paisley and Renfrewshire South will be, on average, £500 a year better off with this Labour Government?
- 20 Mar 2025 · Topical Questions · Hansard source

T3. I declare an interest as the chair of the all-party parliamentary group on cats. The Animal Welfare Committee’s report in September highlighted an urgent need for further regulation around the breeding of cats, after it uncovered the deeply concerning trend in demand for cats and other animals that are bred with extreme characteristics. Will the Minister set out how many of the report’s recommendations the Government have taken up, and what their timeframes are for implementation?
- 14 Mar 2025 · Rare Cancers Bill · Hansard source
More
I pay tribute to my hon. Friend’s dad. He would be extremely proud of her, and of the speech that she is making.
- 6 Mar 2025 · Cyber-security · Hansard source
More
3. What recent progress his Department has made on strengthening cyber-security.
- 13 Feb 2025 · Topical Questions · Hansard source
More
T1. If she will make a statement on her departmental responsibilities.
- 13 Feb 2025 · Infected Blood Compensation Scheme · Hansard source
More
I welcome my right hon. Friend’s statement and his commitment to this issue. Will he say a little more about how he is working with colleagues in Scotland to drive forward the final compensation scheme? I share the concerns already expressed by hon. Members across the House about the need for speed in ensuring that victims receive the compensation that they so rightly deserve.
- 10 Feb 2025 · Biomass Generation · Hansard source
More
I thank the Minister for his statement and the strict new sustainability rules imposed on Drax, which will mean that we do not pay a penny for unsustainably sourced biomass. Can he give the House a bit more detail on the role of the independent adviser? Their work to hold Drax to account will be critical to ensuring that this deal progresses.
- 3 Feb 2025 · AstraZeneca · Hansard source
More
I declare an interest as the chair of the all-party parliamentary group on vulnerable groups to pandemics. More than 1.2 million clinically vulnerable people are still shielding from covid because their mRNA vaccine does not provide efficient protection for immunosuppressed people. Will my hon. Friend set out how the Department is putting the UK at the forefront of international R&D in life sciences to support those very vulnerable people?
- 28 Oct 2024 · International Engagement · Hansard source
More
Will the Minister join me in welcoming Glasgow’s role as host of the Commonwealth games 2026? Will she confirm that discussions will take place with the Scottish Government to ensure that the benefits of the games are felt not just in Glasgow, but across the whole of Scotland, including in constituencies such as mine?
- 15 Oct 2024 · Primary Care Services for Men: England and Scotland · Hansard source
More
In my Paisley and Renfrewshire South constituency, the rate of premature death in men is 47.9% higher than the UK average. According to National Records of Scotland, the number of people who have died by suicide in Renfrewshire as a whole has increased to the highest level in 10 years. Does my hon. Friend agree that this is a damning indictment of the SNP Government’s record on health? Will he commit today to holding a summit in November, with Movember, to raise men’s health up the agenda?
- 15 Oct 2024 · Primary Care Services for Men: England and Scotland · Hansard source
More
6. If he will make a comparative assessment of the adequacy of access to primary care services for men in (a) England and (b) Scotland.
- 9 Oct 2024 · Renters’ Rights Bill · Hansard source
More
Does my hon. Friend agree that once consent for a pet is granted, that consent needs to remain for the duration of the tenancy, and that we could strengthen the Bill by making that explicit in it?
- 9 Oct 2024 · Renters’ Rights Bill · Hansard source

Will my hon. Friend give way?
