Johanna Baxter MP: speeches
4 Jul 2025–3 Jul 2026
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

The verified number of Ukrainian children stolen by Russia has increased—it now stands at 20,570. In part, that increase in the verified number is the result of the tracing mechanism supported by this Government, and we hope that work will continue. However, last month a report by the Yale Humanitarian Research Laboratory found that over the past two years the Russian state oil producers Rosneft and Gazprom have been implicated in the forcible deportation and re-education of at least 2,158 of those children. Will the Secretary of State review and fully investigate those findings and, where appropriate, consider the imposition of further sanctions?

T7. Last week, the United Nations independent international commission of inquiry on Ukraine concluded that Russia has been committing crimes against humanity in the forcible deportation of Ukrainian children. Last night, the film “Mr Nobody Against Putin” won best documentary feature at the Oscars for exposing how Russia seeks to turn Ukrainian children into Russian soldiers. Will my right hon. Friend outline what further work he is undertaking with colleagues in the Foreign, Commonwealth and Development Office to ensure that children are not used as weapons of war?

I welcome the Secretary of State’s statement and pay tribute to his leadership on this issue, as well as that of the Foreign Secretary and the Prime Minister. I also welcome the statement by the coalition of the willing on their commitments to deter further Russian aggression. Do those commitments extend to preventing the further forced deportation and militarisation of Ukrainian children, and if—as has been widely reported—we are 90% of the way towards a peace agreement, does that mean that Putin has agreed to hand back the more than 20,000 Ukrainian children he has stolen from that country?

I welcome my right hon. Friend’s statement and thank him for mentioning the forcible deportation of Ukrainian children by Russia. I recently co-ordinated a cross-party letter to the Minister of State at the Foreign, Commonwealth and Development Office, my hon. Friend the Member for Cardiff South and Penarth (Stephen Doughty), asking him to ensure that the human rights of those children are protected in peace negotiations. Does the Secretary of State share my concern that, although that letter was supported by almost every party across this House, not a single representative from one particular party sought to sign it, and that was the Reform party?

President Putin has proposed that Russia assume sovereignty over Crimea, Donetsk and Luhansk as part of any so-called final peace settlement with Ukraine, which would carry profound consequences for the 1.6 million children who are currently living under Russian occupation in those regions. The evidence is clear that Russia has pursued a sustained, systematic policy of indoctrination, militarisation and forced deportation of Ukrainian children. Does my right hon. Friend agree that accepting that proposal would risk permanently stripping those children of their legal protections and erasing their Ukrainian identity, in direct violation of the fourth Geneva convention and the most basic principles of international humanitarian law?

Last month, ahead of the UN General Assembly, I had the honour of welcoming Vlad, Valeriia and Roman: three young children who were injured and abducted by Russia during Putin’s illegal invasion of Ukraine. I thank you, Mr. Speaker, and my hon. Friend the Minister for taking time out of your busy days to meet those children and to hear at first hand the horrors they have been through, as well as their inspiring stories. Will the Minister update the House on what discussions were held at the UN General Assembly on the unlawful deportation of Ukrainian children? What further support is being provided to Ukraine to aid their recovery?

I thank my right hon. Friend for his update and for his leadership on this issue. In Russia and the temporarily occupied territories of Ukraine, Russian authorities have introduced military-patriotic training in schools and youth groups, exposing Ukrainian children to military propaganda urging enlistment in the Russian armed forces. There are also reports that Russia is recruiting Ukrainian teenagers and young adults to carry out espionage and sabotage within Ukraine. Does my right hon. Friend agree that Ukraine’s children have no place on the battlefield in this war? Can he say a little more about the work he is doing with colleagues in the Foreign, Commonwealth and Development Office to hold to account those responsible for the militarisation and forced deportation of Ukraine’s children?
