Johanna Baxter MP: speeches
4 Jul 2024–3 Jul 2025
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches
- 1 Jul 2025 · Parental Leave Review · Hansard source
More
I welcome today’s long overdue review of parental leave. The UK currently has among the lowest paternity leave in Europe, and that is not just a statistic; it is a real-life struggle for families up and down this country. Can my hon. Friend assure me that the review will look not only at the amount of leave but at the amount of salary provided during the period in order to protect those on the lowest wages? How will he go about ensuring that the voices of fathers, campaigning groups like the Dad Shift, and trade unions are heard in the review?
- 30 Jun 2025 · Welfare Reform · Hansard source
More
I welcome my right hon. Friend’s statement, the additional £300 million for employment support and that the PIP review will be co-produced with disabled people and their representatives, but many of my constituents are relying on the Scottish Government for employment support and for getting waiting lists down to help them back into work. Will she outline what discussions she is having with the Scottish Government to address those concerns?
- 26 Jun 2025 · Business of the House · Hansard source
More
In the autumn statement, the Chancellor announced the largest devolution settlement in the history of the United Kingdom. It is deeply concerning that despite the Government giving Scotland the funding that it needs to deliver vital public services, the SNP-run East Renfrewshire integration joint board has launched its second attempt to close the Mirin and Milldale day care centres, which provide essential services supporting people with learning and physical disabilities, autism, and older adults and children. Will the Leader of the House join me in condemning those savage cuts by the SNP-run integration joint board, and call on the SNP to rethink and save those services?
- 23 Jun 2025 · Unemployment Levels · Hansard source
More
Paisley jobcentre runs a “Take a job to work” day, where work coaches look for local employment opportunities and take those suggestions into the jobcentre to match jobseekers with local jobs. Does my hon. Friend agree that that is a good example of local innovation in jobcentres, and would the Government consider sharing that good practice across the rest of the country?
- 23 Jun 2025 · UK Modern Industrial Strategy · Hansard source
More
I welcome my right hon. Friend’s statement and the doubling of business investment by 2035. I particularly welcome the £4.3 billion of funding for the advanced manufacturing sector, which will directly benefit the AMIDS—advanced manufacturing innovation district Scotland—factory in Renfrewshire, which is in Scotland. Can the Minister say more about how he will work hand in hand with the devolved Administration in Holyrood to ensure that the delivery of the strategy is tailored to local strengths?
- 19 Jun 2025 · Business of the House · Hansard source
More
Earlier this month, Johnstone Burgh football club in my constituency brought home the Scottish junior cup, its first such win since 1968. Will the Leader of the House join me in congratulating Johnstone Burgh football club, its manager Murdo MacKinnon, the players and everyone in our community who supports the club on their historic victory?
- 11 Jun 2025 · Employment: Wales · Hansard source
More
6. What steps she is taking with Cabinet colleagues to create new jobs in Wales.
- 11 Jun 2025 · Employment: Wales · Hansard source
More
This Labour Government are creating good, well-paid jobs across the whole of the UK, including in my Paisley and Renfrewshire South constituency. Will the Secretary of State explain what she is doing, in collaboration with Cabinet colleagues, to ensure that those new jobs are well paid and have good terms and conditions?
- 11 Jun 2025 · Spending Review 2025 · Hansard source
More
Fourteen years of the Tories and 18 years of the SNP have left many Scottish high streets in desperate need of investment, including those in my constituency of Paisley and Renfrewshire South. I welcome the Chancellor’s announcement today of investing in new community funds, bringing the total UK Government direct investment in Scottish local growth funding to almost £1.7 billion. Will my right hon. Friend agree to come to Paisley to see why our high street deserves a slice of that very substantial pie.
- 10 Jun 2025 · Nuclear Power: Investment · Hansard source
More
Happy birthday, Mr Speaker. New nuclear has the potential not only to power communities across our country, but to create jobs in every constituency. That is why it is particularly extraordinary to hear SNP representatives argue against those jobs. Will the Secretary of State confirm how many new jobs will be created by today’s announcement and what conversations he has had with workplace representatives to ensure that those are genuinely good jobs, with good terms and conditions?
- 2 Jun 2025 · Strategic Defence Review · Hansard source
More
I congratulate my right hon. Friend on his statement about this significant investment in the security of our nation. I was thrilled that the Prime Minister announced that there will be up to 12 new attack submarines, boosting growth in Scotland and keeping the UK safe for years to come. However, I was astonished to read over the weekend that the SNP Government in Holyrood are blocking investment in a specialist welding centre in Glasgow by withdrawing a £2.5 million grant. If the SNP continues to block funding for that centre, will the Secretary of State confirm that this Labour Government will step in?
- 2 Jun 2025 · Illegal Working · Hansard source
More
Good employers in my constituency of Paisley and Renfrewshire South—those who conduct employment checks and employ people on decent terms and conditions—are being undercut by unscrupulous firms that use exploitative practices and prey on the vulnerabilities of people seeking a better life here in the UK. What steps are being taken to protect people from exploitation and employers who do the right thing?
- 22 May 2025 · Business of the House · Hansard source
More
The Scottish National party pretends to be on the side of elderly people in our communities, but despite the rhetoric, the SNP-led Renfrewshire integration joint board has taken the heartless decision to slash funding to the Food Train—a vital volunteer initiative that supports our elderly residents with prepared meals and shopping, and helps them to live independently. The Food Train’s funding has been cut, despite the Scottish Government having received a record-breaking funding settlement from this Labour Government. Will the Leader of the House join me in condemning Renfrewshire IJB’s heartless decision?
- 20 May 2025 · UK-EU Summit · Hansard source
More
The new UK-EU agreement is a welcome and pragmatic step towards rebuilding a strong trading relationship with our closest economic partner: “this deal will help reduce costs, cut red tape, and make it easier for Scottish businesses to compete and grow across European markets.” Those are not my words, but the words of the chief executive of the Scottish chambers of commerce. Does the Prime Minister agree with me that when Labour negotiates, businesses and customers in my constituency of Paisley and Renfrewshire South benefit?
- 19 May 2025 · European Rearmament Fund · Hansard source
More
I am pleased that today the United Kingdom is hosting a summit in London to reset our relationship with Europe—yet another sign that this Labour Government are restoring our reputation as a global power after it was trashed by a decade of Tory incompetence. Will my right hon. Friend outline what steps are being taken to ensure that our world-leading defence industry can access the European rearmament fund, to drive economic prosperity at home, benefit my constituents, and strengthen security across Europe?
- 13 May 2025 · Mansion House Accord · Hansard source
More
I welcome the agreement that has been reached today. Does the Minister agree that the pension funds are able to make those ambitious commitments only because of the improved investment environment that this Labour Government are nurturing through economic stability—economic stability that is vital to protect working people, including those in Paisley and Renfrewshire South?
- 8 May 2025 · Serious Fraud Office: Tackling Economic Crime · Hansard source
More
The vast majority of UK businesses play by the rules, but fraud is estimated to cost UK taxpayers—including my constituents—between £55 billion and £80 billion per year. What is the Serious Fraud Office doing to encourage businesses to self-report wrongdoing?
- 8 May 2025 · Serious Fraud Office: Tackling Economic Crime · Hansard source
More
4. What steps her Department is taking to support the Serious Fraud Office in tackling economic crime.
- 25 Apr 2025 · Devolution (Immigration) (Scotland) Bill · Hansard source
More
The hon. Gentleman talks about the needs of his constituents, which is worthy and notable. Can he explain to the House, then, why he opposes the nuclear deterrent, which is based in his constituency and is the second biggest employer in Scotland? The jobs it provides could go some way to addressing the points he makes.
- 25 Apr 2025 · Devolution (Immigration) (Scotland) Bill · Hansard source
More
I thank the hon. Member for giving way. He is right to talk about growing the economy. Does he agree that if the Scottish Government had used the powers they actually have to grow the Scottish economy between 2012 and 2023, it would now be £8.5 billion larger and my constituents would be much better off?
- 24 Apr 2025 · Business of the House · Hansard source
More
At the last session of business questions, the Leader of the House kindly joined me in congratulating one of my constituents, Jean Gallagher, who had just received a provost award from the Renfrewshire provost for her 25 years voluntary service at the Johnstone learning centre. Little did we know that at the same time as recognising Jean’s incredible service, the council was planning cuts to that vital service, leaving it in jeopardy. Will the Leader of the House join me in condemning those cuts, and does she agree that the local SNP-run council should instead be using the money it has been given by this UK Labour Government to invest in these vital services?
- 3 Apr 2025 · Business of the House · Hansard source
More
I recently had the honour of attending Renfrewshire council’s provost community awards to celebrate the incredible contribution that many make to our communities. Will the Leader of the House join me in congratulating the winners from Paisley and Renfrewshire South—Jean Gallagher, who has volunteered for 25 years at the Johnstone learning centre, the Autastic Club, OB Muay Thai gym and Craig Ferguson, who has raised many thousands of pounds for men’s mental health?
- 3 Apr 2025 · UK-US Trade and Tariffs · Hansard source
More
I thank my right hon. Friend for his statement and for all the work that he has done so far in negotiating an economic partnership with the United States. He will appreciate that the lower levy applied to the UK will be of cold comfort to my constituents, who will see their bills rise. Can he assure me that he will resist calls for a knee-jerk reaction to this? The escalation of a trade war will not help anybody, and the way we achieve a negotiated settlement is through constructive dialogue and a calm approach—I say that as somebody who spent 20-odd years as a negotiator prior to entering this House.
- 2 Apr 2025 · Defence Expenditure: Supply Chain · Hansard source
More
The UK defence industry supports hundreds of thousands of good jobs and represents UK manufacturing at its best. Will the Secretary of State outline what the Government are doing to support the defence sector in Scotland and in Northern Ireland?
- 27 Mar 2025 · Business of the House · Hansard source
More
Last week, I was alerted to the fact that one of my constituents, Owen Haggerty, a serving Royal Navy officer, had been detained in a jail in Bahrain. I immediately made contact with colleagues in the relevant Departments, but much to my surprise, no one would engage with me to inform me of his welfare or the current status of his case. That was apparently because I did not have his explicit consent. He was sitting in a jail in Bahrain. I had his mother’s consent—she was also a constituent—and yet still nobody would speak to me. Over a week later, the Foreign, Commonwealth and Development Office contacted me this morning to say that it now has Owen’s consent to talk to me about his case. I am very pleased that he has been granted a royal pardon by the King of Bahrain, but will the Leader of the House ensure that the FCDO works with me to arrange his urgent deportation back to this country, and that we avoid further delays in the future to MPs securing access to the information they need to support their constituents?
