Joe Powell MP: speeches

4 Jul 2025–3 Jul 2026

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

I thank the Chief Secretary to the Prime Minister for his statement. He has talked before about the potential implications for vetting, due diligence and non-corporate communications. Can I ask about one further area in which Ministers are keen to improve: our lobbying transparency regime? When might the House expect some progress, or to hear thoughts about how we could make that more effective, given the learnings from this episode?

I wanted to add one important category that he did not list, which is short-term lets and Airbnbs.

He will know that in my constituency there is a very high concentration of Airbnbs—I have not read his speech in advance—which have contributed to antisocial behaviour, rubbish put out on the wrong day, and even breaches of leases, which can cause fire safety and insurance issues. I welcome the introduction of this levy, partly because it will help to collect a contribution from the short-term lets in my constituency.

  • 11 Mar 2026 · Lord Mandelson: Response to Humble Address Motion · Hansard source
    More

The Chief Secretary rightly referred to a wider set of reforms on openness, accountability and transparency that will now be considered, and I welcome Baroness Anderson’s appointment to support that work. Can he assure me that lobbying reform writ large will be in scope of the Ethics and Integrity Commission review, and that that will include looking at previous Public Administration and Constitutional Affairs Committee reports, including the PACAC recommendations on the Greensill David Cameron lobbying scandal that still have not been responded to? Does he also agree that the antidote to the distrust that we have seen in politics can be better public participation? I want to acknowledge the launch of the citizens assembly yesterday, and I personally believe that more citizens assemblies will bring power closer to the people and away from power and wealth in this country.

I thank the Foreign Secretary for her tribute to Sebastien Lai, who, as she says, has joined us in the Gallery. This afternoon, Members from across the House heard from Sebastien—Jimmy’s son and a constituent of mine—and the international legal team supporting him and the family. Jimmy is now 78. A British citizen in failing health after five years in solitary confinement, he now faces a fifth Christmas away from his family, including a granddaughter he has never met, Sebastien’s first child. What message does the Foreign Secretary specifically have for Jimmy’s family, and can she assure them that everything will be on the table in what the Government decide to do next?

Q To go back to your point about coherence, it would be helpful to hear how you foresee your role working with the additional support that will come through this law. Help us understand how it fits together. What does the coherence you might feel is not quite there at the moment look like? Cindy Butts: I hope that the inclusion of the IPA in law means that organisations understand the IPA’s role of supporting victims, survivors and bereaved families in accessing information and advocating for them for truth—for truth telling. I hope that it is clear that the responsibility of the IPA is to help them to achieve exactly that.

T6. At every resident meeting I host, I hear horror stories about the misuse of short-term lets, including illegal sub-letting, breaching London’s 90-day cap, late-night parties, and conditions that violate building insurance and fire safety. When will the hugely welcome mandatory register for short-term lets come online, and what difference will it make to ensuring that homes are not hotels?
