Joe Powell MP: speeches

4 Jul 2024–3 Jul 2025

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches

Under the Conservative party, the asylum budget ballooned to over £4 billion, taking 28% of our overseas development assistance for in-country refugee costs—mainly hotels—against an OECD average of 13.8%, making us a big outlier internationally. I welcome the commitments to speed up processing and reduce hotel use, but with the aid budget being reduced to 0.3% from 2027, can the Minister reassure me that an ever-increasing chunk of a smaller aid budget will not be spent in-country, instead of on supporting vital poverty alleviation work internationally?

I warmly welcome the Prime Minister’s statement. In particular, I know that the Ukrainian forces on the frontlines will be reassured today. Clearly, the aid spending decision will not have been taken lightly, but following reductions at the US Agency for International Development, it does mean tens of billions out of the global aid system, which could be exploited by Russia and China. Will the Prime Minister consider a deadline for ending the accounting of asylum costs to the aid budget, which is currently 28%, or £4.2 billion of money that should be used on aid spending overseas?

My Georgian friends and colleagues in civil society, with whom I have worked for many years, are calling this a Maidan moment for the country. Protesters have been brutally assaulted, and there have been reports of journalists being hospitalised. Given that many Georgian Dream officials have ties to the UK, will the Minister say whether, if this continues, the full range of Government tools will be considered? Sanctions, visa bans or financial restrictions, for example, would hit those responsible where it really hurts.
