    I thank the Secretary of State for both his statement and the 10-year plan. I am delighted that residents in Dartford were able to play a full part in shaping its priorities through our consultation meeting in February. They will be really pleased to see not only the additional GP appointments, but the pressure being taken off their local hospital, Darent Valley, through the provision of better and more community services. The hospital was designed with a much smaller community in mind and is now suffering the consequences. Can the Secretary of State give me an idea of the pace of the roll-out of neighbourhood health centres? We could certainly do with one in Dartford.

    The Leader of the House rightly celebrates the one-year anniversary of this Government, with all the great work started on the NHS, transport and new homes. She will be aware that a one-year anniversary is a paper anniversary, and on the subject of paper, would she consider granting a debate in Government time on the amount of paperwork required for residents to exercise the right to manage on new build estates in areas such as Dartford and around the country, so they can properly exercise control over the services provided to them?

    Over the weekend, I had the privilege of engaging in a number of in-depth conversations with people and families living with disabilities, and I thank Dartford’s Kindness Community for arranging that event. One comment that I heard again and again from the people I talked to was about how poor the health service had been at helping disabled people to manage their conditions over many years. How can the DWP and the Department of Health and Social Care work together to ensure that disabled people are properly supported and helped into work?

    I thank the Minister for her answer, and for reassuring residents in Swanscombe and the surrounding areas that, two years after the collapse of Galley Hill Road, hope for a solution is in sight, thanks to the structures fund announced as part of the comprehensive spending review. Can the Minister confirm the likely timescale for the structures fund being up and running and open for bids? Will she undertake to ensure that her officials in the Department are working closely with Kent county council to maximise the chances of a successful bid to the structures fund, as I am sure she will for other parts of the country?

    My hon. Friend makes an extremely good point. Wi-fi not only enables people to work on trains and maintain the connectivity that they need to live their life while using public transport, but provides huge opportunities for entertainment. I know there are many “Paw Patrol” fans out there who will want improved wi-fi on my hon. Friend’s services. The other equally important rail development that we want in Dartford is further improvements to the reliability of services provided by the Southeastern and Thameslink lines. It is encouraging that on Southeastern, which has been Government-owned for some time, we see an early example of integrated management—the track was previously run by Network Rail—and train operations of the kind that will become the norm under Great British Railways. We are pioneering that in the south-eastern part of Network Rail in Dartford. If we only had more stations with step-free access, including at Swanscombe, where that access is particularly badly needed, that would be incredibly welcome. On high-speed rail, I note the welcome development mentioned by the hon. Member for Didcot and Wantage (Olly Glover): new entrants to the international rail services routes have signalled their intention to stop at one or both of Ebbsfleet and Ashford in Kent, restoring international services to our county. We welcome continued support from Ministers for that new international rail connectivity. Finally, Dartford residents want a couple of extra things to come down the line. We want the highly successful Elizabeth line—or Crossrail, as it was originally known—to reach Ebbsfleet and beyond, rather than terminating at Abbey Wood. I appreciate that funding is not on the table for that project, but given the size of the growing community in Ebbsfleet and the need for sustainable transport links to our capital, I hope that over the course of this Parliament, we may be able to look at how an extension of the Elizabeth line from Abbey Wood to Ebbsfleet might be funded. Residents in my constituency will warmly welcome these estimates, the Government policy set out in them, and the action that the Government have taken so far to improve transport infrastructure and connectivity. As I have said, I very much look forward to continuing to work with Ministers to get Dartford moving.

    Having seen the DOGE unit turn up in Kent on day one—people with no knowledge of Kent, wearing baseball hats—I am not hugely confident that the council will spend the money well, but let us give it a chance. I throw that challenge out to them. Our community needs Kent county council to put the £23 million of funding that the Government have provided to good use. It must also use the new franchise powers that will be available through the Bus Services (No.2) Bill to improve bus services in Dartford and across Kent. Again, we will be holding the council to account. I also want to say a quick word about welcome developments in rail.

    I thank speakers who have taken part in the debate, and I particularly thank my hon. Friend the Member for Brentford and Isleworth (Ruth Cadbury), the Chair of the Transport Committee, for her comprehensive speech. Transport is a huge priority for residents of Dartford. The constituency contains the only Thames crossing east of London, as well as a stop on High Speed 1. My constituency has several key railway stations and bus services that need major investment. It is fair to say that Dartford provides some good examples of Government policy starting to get it right, as well as of challenges that we all face. I will start with roads, and I put on record my appreciation for the announcement in the spending review that the Department for Transport will create a £1 billion structures fund to repair the rundown transport infrastructure—roads, bridges and the like—that this Government inherited, and for which there is no other available funding. Nowhere will that be more welcome than in Swanscombe, where the collapse of Galley Hill road more than two years ago has left residents unable to use the main road out of their town. They are also blighted by heavy goods vehicles that are using roads that are far too small for them. I particularly thank the Under-Secretary of State for Transport, my hon. Friend the Member for Nottingham South (Lilian Greenwood), for visiting soon after her appointment following last year’s election. I look forward to more information in the coming months about how Kent county council, and other councils across the country, can apply to that structures fund. I warmly welcome the development consent order, and the funding announced for vital work on the proposed Lower Thames crossing, which, when finally built, will relieve the traffic overspill that regularly brings Dartford to a complete halt. Residents in Dartford and beyond eagerly anticipate further news on the funding package. We saw £690 million announced in the comprehensive spending review, but they want further funding in the months ahead—private sector funding, as well as more public sector funding. I look forward very much to working with Ministers to make that happen. The jobs, training and new business opportunities that the construction and operation of the crossing will offer will help to drive economic growth across the Thames estuary, and in the wider region beyond. Money for potholes, including £54 million for Kent this year, is incredibly welcome, after our roads in Kent became a visible sign of decline under the Conservative party. Residents will be looking to the new Reform county council to make a real improvement to our roads with that money, so let us see it properly spent.

    T9. I thank the Minister for the Indo-Pacific, my hon. Friend the Member for Hornsey and Friern Barnet (Catherine West), for her support for the family of Simone White, who tragically died last year after drinking a free vodka shot in Laos. I hear worrying reports that the hostel where that happened is due to reopen shortly under another name. What assurance can the Minister give me and the family that everything is being done to hold those involved accountable, and to keep travellers safe from the dangers of methanol poisoning?

    I congratulate my hon. Friend on securing this debate, and thank him for his powerful speech about the iniquity of the current situation. From talking to residents of Ebbsfleet Garden City in my constituency, I know there is growing frustration because they are paying council tax to management companies as well as service charges, with very little clarity, as he says, about what are often very high fees. Does he agree that we need clearer guidelines on timescales and standards for roads and communal areas to be adopted by local authorities, so that residents in places such as Ebbsfleet and other communities mentioned can have certainty about what they are paying for and to whom?

    T3. Child poverty in my constituency grew from 12.4% in 2015 to 15.5% in 2024: huge growth under the last Government. With the child poverty taskforce due to report soon, can the Secretary of State assure me and my Dartford constituents that child poverty at the end of this Parliament will be lower than it was when it began?

    My hon. Friend speaks of the views of constituents. At a very well attended public meeting of my constituents just before Second Reading, one key question they wanted an answer to was how the Bill could prevent vulnerable people from being coerced into taking a decision to end their life. Does she agree that as the Bill has gone through Parliament, it has been strengthened with safeguards against coercion, and that the impact assessment says that through the Bill, we would have the strongest safeguards of any jurisdiction in the world?

    I thank the Chief Secretary to the Treasury for his statement and for the national infrastructure strategy. It is particularly welcome that, after the dither and delay of the last Government—who failed to get important projects such as the lower Thames crossing, which has been mentioned, over the line—this Government are finally setting out a plan to do so. Does he agree with me that investing in infrastructure sets the foundation for growth across the whole country, so that there will be not only jobs in north Kent, a reduction in congestion and opportunities for small businesses, but majorly enhanced connectivity for businesses in the midlands and the north with our channel ports?

    As has already been said, this week the Minister for Future of Roads announced an increase in the Dart charge, which is the toll that all road users pay to use the Dartford crossing. Residents in Dartford are extremely disappointed and frustrated by this rise, and I aim to take the matter up with the Minister. Will the Leader of the House find time for a debate on the use of tolls for infrastructure and how we can keep the costs down for users of infrastructure like the Dartford crossing?

    I thank the hon. Gentleman for giving way and hope he forgives me for not being a supporter of a club at which gin is the normally consumed pre-match beverage. I have a lot of sympathy with what the hon. Gentleman is saying. I regularly attend home matches for Dartford football club, where people can drink in view of the pitch and there is no trouble—it is a great, family atmosphere. However, just to be real here, I have also seen situations where alcohol is clearly fuelling aggression, violence and bad behaviour for some of the reasons that have been pointed out. I am a little fearful of very significant consumption in view of the pitch; we still need to be careful of that. Were we to allow limited opportunities to consume alcohol in view of the pitch, in certain parts of the grounds, in the leagues where it is currently not permitted, we would need careful controls to prevent the problems that have been identified.

    The hon. Member is pointing to a real fear for fans, particularly Premier League fans. In Europe, Serie A has said it will be playing competitive matches in the United States within two years. The Spanish super cup, its equivalent of the Community Shield, is already played in Saudi Arabia. It is important that we collectively as a Bill Committee keep an eye on this matter, so that the regulator uses its power to prevent that happening. Nothing would bespeak a bigger betrayal of fans than competitive matches played overseas that they could not get to.

    I congratulate the Minister both on the Bill as it stands and on today’s amendments. Near my constituency, there has been a troubling spate of recent incidents in which younger people, in some cases encouraged by older men, are filming themselves catapulting and injuring wildlife, and placing that footage on TikTok. The footage is deeply unpleasant, and I do not recommend anybody looks at it. Would the Minister agree that that behaviour goes well beyond antisocial behaviour, and may at some point require a ban perhaps on the sale of catapults, but certainly on their use for that purpose?

    The Minister is setting out how important it is to get the distribution arrangements right. This is the part of the Bill that may be the most critical in ensuring that the pyramid is sustainable, which is the objective. It is great that the Government are working hard to get the backstop arrangements right, as she said. Does she agree that, once the regulator is in place, it will be important to have the state of the game report already in place—with an analysis of what is going wrong in the financial distribution and how it could be put right—before a distribution agreement is made and the backstop powers are used to bring that about?

    People in my constituency will hugely welcome today’s statement—not just the investment in public services such as schools and the NHS and in new homes, but the commitment to investment in transport infrastructure. People in Dartford are sick and tired of living with the terrible congestion caused by the Dartford crossing as well as the collapsed Galley Hill Road in Swanscombe. Can the Chancellor reassure me that as a result of the spending review not only will families be better off, but Dartford will be helped to get moving?

    The hon. Gentleman is outlining in great detail the amazing work done by Charlton Athletic through its club charity. Nearby Dartford football club are lower down the football pyramid, but is he aware that, none the less—typically of clubs around the country, be they in League One, the Championship, as Charlton now are, or lower down the pyramid—it does amazing work? Dartford FC educational charity does incredible work in the community. It has partnered up with ellenor hospice to raise money, and it has undertaken great public health work with Kent county council around stopping smoking. I am glad that he has mentioned Charlton’s work and given us an opportunity to raise the work done by our clubs.

    It is a pleasure to serve under your chairship, Sir Jeremy. We have all seen clubs driven into the ground by irresponsible owners. We have cited Dai Yongge at Reading, Mel Morris at Derby and Steve Dale at Bury, who disastrously led Bury into bankruptcy and eventually it disappeared. The dilemma will clearly be in how and when these powers are invoked and what criteria are used to invoke them. Would my hon. Friend say that this is about having backstop powers to enforce better behaviour by owners who may decide to engage in a course of action that brings a club to the sort of place that Reading, Derby and Bury have found themselves, rather than those powers always being exercised?

    I was privileged to be a member of the Bill Committee. I started the Committee as a supporter of this legislation, and I rise to speak now as an equally strong supporter of it. Many of my constituents in Dartford are also extremely strong supporters of change. Their town is regularly paralysed by overspill traffic from the overloaded Dartford crossing. That has been an issue for decades. The need for a new crossing was first suggested as long ago as the 1980s, yet despite a route having been agreed in 2017, development consent was granted only this year. Hundreds of millions have been spent on the process so far. I strongly support the measures to streamline the NSIP regime and give more certainty on large and much-needed projects such as the lower Thames crossing, mentioned by my hon. Friend the Member for Milton Keynes North (Chris Curtis). This Bill will make changes to dramatically improve the situation, and that fact must not be lost as we debate the amendments today.

    It is a pleasure to serve under your chairship, Ms Butler. My hon. Friend is pushing for 12 months, and I have a lot of sympathy for what he is trying to do because it needs to be quick so that the regulator can start to take the right decisions about the future of game. However, does he agree that what is in the Bill is a significant improvement on what was in the last Bill, which I believe was three years rather than the 18 months that is before us?

    Does the hon. Member think that there is any contradiction between his desire, as set out in the amendment, to see decisions made incredibly quickly and his desire that he expressed earlier to see the number of people employed by the regulator limited to 50?

    T6. Given the extremely welcome recent news that economic growth for the first quarter of 2025 was 1.6%, indicating that the Government’s mission to kick-start economic growth in the UK is beginning to work, can the Minister set out what plans exist Government-wide to make sure that that prosperity makes a positive difference to all families in the UK, including in the most deprived neighbourhoods such as Swanscombe and Temple Hill in my constituency?
