Jess Brown-Fuller MP: speeches
4 Jul 2024–3 Jul 2025
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches
- 26 Jun 2025 · Passenger Rail Performance: Cumbria · Hansard source
More
Much like Cumbria, my constituents and rail users in Chichester share a part of the Brighton mainline when commuting into London. Unfortunately for them, the journey time into London Victoria—on the rare occasion when everything is running on time—is nearly 100 minutes, which is above average for cities of a similar distance from London. The complaint I hear most often about the journey is the lack of a fast service. Will the Secretary of State work with me to encourage Southern rail to implement such a service for the benefit of my constituents?
- 25 Jun 2025 · Department for Transport · Hansard source
More
My hon. Friend mentions safety measures. In my constituency, we have the Fishbourne roundabout on the A27, which many of my constituents avoid like the plague. I was on that roundabout in my car just the other week with a staff member, and we had a very near miss. Does my hon. Friend agree that dealing with the problem once there has been an accident or a fatality is absolutely the wrong way to ensure protections on these roads? We need to fix the problem before deaths occur.
- 25 Jun 2025 · Department for Transport · Hansard source
More
My constituents in Chichester are beyond frustrated by the congestion on our A road, the A27. A bypass was originally included in the road investment strategy pipeline covering 2025 to 2030, but that has since been deferred to 2030 to 2035, with no guaranteed funding. Does the hon. Member agree that strategic investment in key arterial roads is vital not only to unlocking economic growth but to easing the daily pressures on communities such as mine and across the country?
- 18 Jun 2025 · Businesses in Rural Areas · Hansard source
More
Does my hon. Friend recognise that rural communities always seem to carry the burden of losing out on everything? They have the businesses struggling to get people through the door, they lose their public transport and they lose their health provision. I am seeing that in my constituency, where a rural village is losing its GP surgery, but there is no bus to take people to the proposed GP surgery in the nearby town. We need to support our rural businesses because they are the backbone of these rural communities, and they are keeping these rural communities alive.
- 17 Jun 2025 · Access to GPs · Hansard source
More
Access to GPs in my constituency of Chichester is being undermined by the closure of the Westbourne branch of Emsworth medical practice at the end of this month. Patients will now have to travel to Emsworth, but we are talking about a small rural village, and there is no public transport to get my elderly and vulnerable patients to that medical practice over the border. Will the Secretary of State please meet me to urgently discuss how we can protect this vital service in a rural village in Chichester?
- 2 Jun 2025 · Bus Services (No. 2) Bill [Lords] · Hansard source
More
My hon. Friend talks about collaboration across borders and county councils. I have an issue in my constituency because of a proposal to close the GP practice in Westbourne, but there is no bus service for all the patients in Westbourne to get to Emsworth, which is over the border into Hampshire county council. Does he agree that there should be provision in the Bill to ensure that local authorities work together? People do not see the local authority borders.
- 15 May 2025 · Topical Questions · Hansard source
More
Will the Secretary of State accept my warm invitation to visit my constituency and sit in traffic with me so she can experience what my constituents experience morning, noon and night on the A27, which is strangling economic growth in the area and preventing investment?
- 28 Apr 2025 · Construction Skills Training · Hansard source
More
Further education colleges such as Chichester college in my constituency are vital to the delivery of construction apprenticeships and skills training. Many colleges, however, have raised a concern with me that a loophole in the last Government’s Skills and Post-16 Education Act 2022, which brought colleges back into the public sector, means that they cannot go out and get public investment into their colleges. What is the Minister doing to address their concerns and ensure that FE colleges can invest in the facilities and courses needed to train our future construction workforce?
- 27 Mar 2025 · Passenger Rail Performance · Hansard source
More
Given that one in five trains operated by Southern Rail arriving at Chichester station is late, and that there is no fast service connecting Chichester to London, what steps are being taken directly to improve train punctuality and reliability for my constituents, especially considering that an annual ticket is nearly £8,000?
- 5 Feb 2025 · Police Grant Report · Hansard source
More
I thank the hon. Member for everything he is saying about improved policing on our streets. Something that would massively help my constituents is the reopening of the Chichester custody centre. At the moment, the police have to drive people they arrest all the way over to Worthing, which is a two-hour round trip that takes officers off our streets. Instead, they are stuck in traffic on the A27—something I would not wish on anybody. Does he agree that opening that custody centre would make a huge difference to my constituents?
- 25 Nov 2024 · Antisocial Behaviour: Town Centres · Hansard source
More
Antisocial behaviour and crime on our high streets are best tackled with a visible police presence, but police officers in my constituency are spending a four-hour round trip taking those they are arresting to Worthing custody centre when we have a perfectly fit-for-purpose custody centre in Chichester. Does the Home Secretary agree that opening Chichester custody centre would reduce the time that police officers spend sitting in traffic and get them back on our streets?
- 23 Oct 2024 · Water Companies: Regulation and Financial Stability · Hansard source
More
I absolutely agree with my hon. Friend that we should invest in fixing our existing infrastructure, rather than shipping over large quantities of water, which I am sure is not financially stable. A company outside the water industry operating in that manner would not be able to get away with it, so why can Southern Water and other water companies? The development of the Havant Thicket would affect not only my constituency, but 18 constituencies across the south of England. Furthermore, it will create a national blueprint for all water companies. The project will cost a staggering £1.2 billion, without any comparable investment in waste-water management, which is sorely needed. To be clear, I am not opposed to new reservoirs. Portsmouth Water is bringing forward the first reservoir that this country has delivered in 30 years. While public confidence in water companies and the methodology of investment is at an all-time low, however, it is hard to have faith that that company will deliver the project without an impact on residents’ water bills in future. Southern Water’s plan to invest in a huge experimental project as a way to offset its debt is not a sustainable financial model. Few scandals illustrate the failure of the previous Government as clearly as the state of our rivers and seas. With 3.6 million hours of sewage dumping recorded last year, the system is rigged. It is time to transform this irresponsible industry into an accountable service that truly delivers for the public and the environment.
- 23 Oct 2024 · Independent Water Commission · Hansard source
More
The statement from the Secretary of State is welcome, but passionate campaigners in my constituency will be concerned that, when we already know the dire state of our rivers and water courses, a review will potentially push the can down the road and delay the changes that we so desperately need. Will the commission set a deadline by which water companies have to prevent all sewage discharges in sensitive sites, including chalk streams such as the Lavant and Ems in my constituency?
- 14 Oct 2024 · Gibraltar-Spain Border Checks · Hansard source
More
Last week, my mother was desperately trying to get out of Gibraltar and back to the UK to be with my grandmother, who had suddenly turned very ill and was receiving end-of-life care. The plane she was due to get on diverted to Malaga due to adverse weather conditions, but the border was closed to the passengers, stranding British citizens in Gibraltar, with no rescheduled flight and no offer of accommodation. I put on record my sincere thanks to the Minister of State responsible for Europe, North America and the overseas territories, the hon. Member for Cardiff South and Penarth (Stephen Doughty), and the hon. Member for Central Ayrshire (Alan Gemmell) for their advice and guidance during that very distressing period last week. Will the right hon. Lady advise, taking into account the challenges that Gibraltar airport faces, what steps she is taking to ensure that British passport holders facing emergencies can cross the border into Spain and return home swiftly?
