    On parachute payments, what is the shadow Minister’s view on the balance between sustainability and giving clubs a competitive advantage? Does he not think that the regulator could have a role to play in determining the extent to which parachute payments, which have grown considerably, are getting to the point at which their size distorts their purpose?

    Everything the hon. Member says is absolutely valid, but for a farmer with 200 acres of land, which cost £10,000 per acre, who therefore has to use some of the practices he described, it is practically very difficult to suddenly end all those practices by acquiring 50 or 100 extra acres to provide the required space. I am interested in his reflections on how, from the commercial perspective of a farmer, all those objectives can be achieved.

    Like many people in the Chamber, I am wearing a couple of hats. I am the son of a farmer—I declare that interest—but also a member of the Labour Animal Welfare Society. I welcome the hon. Member’s insights as someone with experience of the industry. Farmers have contacted me. My grandad, who was a vet, was attacked by a sow. He went into hospital for several months and never really recovered from the incident, so the hon. Member is absolutely right that sows can be very dangerous. To come back to the point he has already made, does he agree that it is essential that farmers are engaged in this conversation alongside animal welfare activists so that we can agree the right path forward? Everybody wants to get there, but the transition is essential.

    My hon. Friend mentions the USA committing to a road map. I believe the EU has also done so, and is looking to phase out animal testing entirely through its road map, which is due to be published in 2026. Does she agree that the UK Government could commit to something similar—a road map that gives activists and others confidence in our direction of travel?

    I am sure the shadow Minister is aware that many top-flight footballers are effectively self-employed through independent companies that they set up. Does he not recognise that this amendment would create a loophole that enables football clubs to split into multiple organisations to fall short of having 10 full-time employees?

    Does the hon. Gentleman recognise that, as there is not a level of regulation, there is increasingly a welfare issue around the amount by which players are required to shrink their off-season to continue to play football? The commercial imperatives of clubs will potentially have a detrimental impact on the quality of the game.

    My wife was an obs and gynae doctor, and she still is. She was one of those people on the frontline whom the shadow Secretary of State describes. Does he agree that there needs to be a study into the long-term impact on the wellbeing of staff who were on the frontline dealing with these traumatic situations, so as to understand the impacts on health and productivity within the NHS?

    I sincerely hope that many of the Labour Members in the Chamber will be here for more than four years. The key point that the hon. Member alluded to is the need for us to work effectively together, recognising that, as he described, we have a whole range of constituents who would benefit from the BCSSS being treated differently. Does he therefore welcome the constructive way in which Labour Members are working?

    I thank the Minister for the clarification, which I hope is helpful to the hon. Member for Newbury. In essence, is she saying that it is important for regulators to create an atmosphere of confidence, where individuals who have that type of information can share it with the regulator directly, irrespective of new clause 15?

    Overnight, I had a message about the City Ground, where Nottingham Forest play—England will be playing there tonight against Senegal in their friendly, which I very much welcome. The message said, “Please make sure that Nottingham Forest continue to play at the City Ground.” There have been discussions about moving elsewhere. My hon. Friend is right that the grounds are central to the community, so does he agree that it is essential that fans have a say in where teams play?

    This point is slightly tangential, but it is related to fan engagement. England are playing Senegal in Nottingham later today. With the support of the FA, we have run a competition for primary and secondary school children to design a new England shirt. Would the Minister be happy to congratulate Albie, Dylan, Joshua and Mikey on their contributions?

    As the chair of the all-party parliamentary groups on fusion energy and for the east midlands, I say a huge thank you on behalf of my constituents and my region for the two major announcements: Rolls-Royce winning the SMR contract, and the £2.5 billion for fusion energy. Does the Secretary of State agree that such large infrastructure projects offer huge apprenticeship opportunities for my region, and will he commit to meeting me and the Mayor of the East Midlands, Claire Ward, to discuss how the Ratcliffe-on-Soar power station can play its role?

    From a response to a freedom of information request, which I have with me, we now know that just two protests at the Royal Mint Court site in February and March this year required the deployment of nearly 600 officers in total, including 101 in February and 485 in March. The FOI request reveals that the cost of policing these two protests alone amounted to £345,000. This is a staggering use of resources for a site that is not yet operational, and it reflects the serious concerns among the Hongkonger, Tibetan and Uyghur diasporas in the UK. These are communities that fear that the embassy will become a hub for transnational repression. What assessment have Ministers made of the cost implications of this proposed development on policing, and will they commit today to rejecting this super-embassy?

    The Wild Justice “Lost Nature” report, which was produced by a team including my excellent constituent Sarah Postlethwaite, reveals that housing developers are frequently failing on their legally binding ecological commitments. Its survey of 42 new housing developments, including two in my constituency, shows that only half the ecological enhancements promised, including hedgehog highways, bird boxes, bat boxes and planted trees, were actually being delivered. Does my hon. Friend agree that, while trusting developers’ promises, we must take up-front steps to empower and expand Natural England and other authorities to hold them to account?

    I thank my hon. Friend for introducing this debate. She has mentioned several women whom I know personally, having worked with them, and she is absolutely right that they are incredible. I particularly send my sympathy to Lynn and her family. We know that barriers to improving breast cancer screening rates include not only awareness but accessibility; it is about people living in rural areas being able to get to where treatment and screening can take place. Does my hon. Friend agree that the Government need to think not only about treatment but about the way in which people access that treatment when they are in rural areas like mine and hers?

    Does the hon. Gentleman accept that regulation evolves anyway? My brother runs a property business, and I can tell the hon. Gentleman that what he was first required to deliver to his regulator in 2012, when he set that business up, versus what he is required to deliver today has changed beyond imagination. Things move all the time, so it is appropriate for the regulator to be able to determine what it needs to perform the relevant functions.

    I am conscious that we will have several more days of discussion, so I would be grateful if the hon. Gentleman could clarify exactly how this body would have been funded under the legislation of the previous Government. He keeps talking about the costs of the regulator under this Government, but how did he think it would have been funded under the previous Government?

    My concern when I read the legislation was that five years is one Parliament. One report per Parliament feels like the regulator is being quite lackadaisical when it comes to producing reports. I hope that there can be a more regular publication on the state of the game, given its centrality to life in our country.

    I am regularly contacted by park home residents in my constituency, of which there are more than 500, about the unique challenges they face. Residents of Radcliffe Park and Tollerton Park, in particular, raise issues such as energy costs, their relationship with site owners and, most importantly, the 10% sales commission that traps residents in their homes. Does the Leader of the House agree that park homes should be an area of focus for this Government, and will she find time for Members to discuss this formally?

    The Minister knows that I am as passionate about clean, green energy as she is and that flexibility will be key to ensuring cheaper bills for customers, but that is why it is vital that we give the public confidence in systems like BESS. Will she reassure me that the Government recognise that we must give the public confidence, so that we can ramp up the energy infrastructure needed to achieve the targets she has outlined?

    As someone who worked in the energy industry for five years before coming to this place, I would appreciate some honesty in recognising that the applications the hon. Gentleman has just referenced have been in the pipeline for a lot longer than the Labour Government have been in power.

    As the chair of the all-party parliamentary group for the east midlands, I put on the record my thanks to the Chancellor and the Chief Secretary to the Treasury for their recent engagement on the potential of our region, which has resulted in the significant £2 billion investment announcement today. The east midlands region has been massively underfunded and under-invested in, as the data consistently shows, so I welcome the Treasury’s commitment to changing how the Government approach and evaluate the case for investing in regions. Will there be further positive announcements for the wider east midlands region at the comprehensive spending review, and in industrial strategy announcements later this month?
