Helen Morgan MP: speeches
4 Jul 2025–3 Jul 2026
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Schools in North Shropshire received an average of £6,460 a head last year, compared with a national average of around £7,910. Outcomes at GCSE and key stage 4 are consistently lower than the national average. Will the Secretary of State meet me to discuss what resources can be put in place to improve outcomes for children in North Shropshire?

I agree with my hon. Friend’s point about sales commission charges. Given that we had a consultation into park home sales commission charges in 2022, which concluded that there was no good justification for them, does he agree that what we now need from the Government is not another a consultation, but a fixed timeline so that we can understand when real action will be taken on behalf of our constituents in park homes?

The roll-out of Project Gigabit in my constituency has been a failure because Freedom Fibre has handed back the contract, with many thousands of properties unconnected, and the replacement contract is likely to take many more years to deliver gigabit access to thousands of my constituents. The all-party parliamentary group on digital communities, which I chair, has suggested some solutions to the problem. Will the Minister come to one of our meetings, and meet us, in order to understand how critical this is for rural communities?

As I have listened to this excellent debate, it has struck me that our establishment depends on the people at its heart being nice, trusted, good sorts who will not step out of line, and we do not have mechanisms in place to challenge when that turns out not to be the case. Does my hon. Friend agree it is important to have an office of the whistleblower, and to have other statutory bodies that put a code in place regarding our behaviour in this place and in wider public life, because such bodies will mean that we will not just rely on people being “good blokes”?

The hon. Gentleman makes an excellent point. I cannot imagine what it must have been like to be one of those victims—one of those survivors—and to see repeatedly over the years the establishment closing ranks around those who knew Epstein and telling us that everything is okay. The hon. Gentleman is entirely right that this whole process must be extremely painful for everyone involved, so the victims should be foremost in everything we do.

I think we all agree that our posties work really hard, but one of the problems that has been described to me in Shropshire is recruitment and retention of posties, because their conditions are poor. Royal Mail promised me that it would put in extra rounds in North Shropshire to alleviate the problem. As far as I know, that only happened last week. Why is it acting so slowly, and what pressure can the Minister bring to bear on it to improve the conditions for our posties?

The hon. Gentleman is being so generous with his time. In North Shropshire we were really excited because we were included in Project Gigabit, which was going to roll out fibre broadband for 12,000 properties—mostly easier to reach ones, but it would have been a significant improvement none the less. Freedom Fibre, which had that contract, has handed it back, having connected only around 3,000 properties, and we now have to wait for Openreach to get around to it, despite the fact that, in the meantime, everybody has to pay BT for pretty poor broadband, come what may. Does the hon. Gentleman agree that the Project Gigabit roll-out has been a shambles in some areas, and that the Government need to prioritise those areas that were promised an improvement but have been let down yet again, to make sure that they get their connections sooner rather than later?

On a point of order, Madam Deputy Speaker. May I just highlight that I did not declare my interest as chair of the all-party parliamentary group on digital communities, which I should have done?

The Secretary of State has rightly outlined the importance of co-operation with our allies over this serious issue, but as we have seen, there is not a consistent approach on retaliatory tariffs. Can she describe to the House the discussions that the UK Government had with our European allies before ruling out retaliatory tariffs?

A lady came to my surgery the other week to tell me that she had been assessed at only the basic level of PIP and as fit to work. I was staggered, because she could barely walk and could barely breathe. Will the Minister meet me to see how we can rectify this crazy situation in which somebody who can barely walk to a surgery has been told that they are fit to work as a cleaner?

T5. The 25-year-old son of one of my constituents unfortunately lost his leg when it was amputated above the knee after a motorcycle accident, but he was awarded personal independence payment and a specially adapted car, and he has been able to rebuild his life. However, in August he was told that the PIP and the adapted car would be withdrawn from him. Sadly, he is clearly not going to get any better. How can we be in a situation where people whose condition is permanent are having their support withdrawn?

T7. The hon. Member for Penistone and Stocksbridge (Dr Tidball) raised the issue of the presumption of contact. I have a constituency case where one parent has abused their children and the other parent has had to pay for the supervision of those children. The presumption of contact is not working in cases where domestic abuse has happened, so I echo the calls from the hon. Member for Penistone and Stocksbridge for an urgent review of it.
