Helen Morgan MP: speeches

4 Jul 2024–3 Jul 2025

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Businesses really need to know what that rate will be as soon as possible. The financial year has already started, they have very little headroom in their cash flows and they need to be able to plan. Will the Minister commit to give us that number as soon as possible?

Will the hon. Gentleman give way?

The hon. Gentleman will be aware that, when one comes into government and has to clean up the mess left behind by the previous Government, one has to make difficult choices. It is the job of the Opposition to point out where they would make those choices or take different options. We would invest to save money in the long run, rather than fritter money away on a repair bill for buildings that need to be demolished. It is not sensible to pour good money after bad when the right thing to do is invest in a new fit-for-purpose and modern estate that does not have endless and extortionate maintenance requirements.

I will give way to the hon. Member for Chelsea and Fulham (Ben Coleman) because he has tried to intervene before.

The right hon. Member might be aware that the all-party parliamentary group on digital communities, which I chair, produced a report this week on this very issue, where we urge the Government to take greater leadership in building awareness and ensuring that people are identified as vulnerable so that they can be helped in an emergency. Does he agree that the Government should look to take a greater leadership role in that area?

I am grateful to my hon. Friend for allowing my intervention and for making such a great speech. Many stations, such as Whitchurch station in north Shropshire, are well advanced through the Access for All scheme, but funding has been pulled at the last minute. Does he agree that there is a really good pipeline of work ready to go and ready to be built, and it would be great if the Government could reopen the scheme and get on with those that are ready to go?

I, too, welcome the new Minister to her place. This morning’s oral health survey revealed that more than one in five five-year-olds in England have experienced dental decay, affecting their ability to smile and socialise, as well as causing pain and distress. Will the Secretary of State guarantee the Government’s commitment to tackling the problem, and back Liberal Democrat calls for an emergency scheme that guarantees dental check-ups for children?

Q14. Last week I was contacted by a constituent whose husband has stage 4 bowel cancer. He had a routine scan in June but did not receive the results until early November, and unfortunately during that period he received unsuitable chemotherapy and his cancer has progressed. Given that Shropshire has the worst record in the country for CT and MRI scan results, may I ask the Deputy Prime Minister the same question that my constituent has asked me? When will the Government address this problem?

The Conservatives’ disastrous legacy on dentistry means that more than 4.4 million children have not seen a dentist in the past year. In Shropshire, dentists continue to hand back their contracts, including one in Wem in recent weeks. Will the Minister outline his plan to reverse that terrible decline and ensure that the issue is addressed in rural areas where there are dental deserts?

Oswestry in my constituency is the second largest town in Shropshire and serves a vast rural area stretching into mid-Wales and across north Shropshire. It is digitally excluded because it often does not have adequate mobile signal or broadband services, so the full range of Crown post office services are absolutely essential there. Will the Minister assure me that the full range of Crown post office services will remain in Oswestry, and that the Post Office will take into account the importance of retaining vital services in rural areas, which are being deserted by commercial organisations such as banks?

Many homes in my constituency are off grid, which means that their owners have to fill up the tank at the beginning of winter to keep warm. The pensioners who have lost the winter fuel payment are struggling with that up-front amount. Will the Minister review the level at which the winter fuel payment is removed, because the most vulnerable are struggling?

I thank the hon. Gentleman for his intervention. That is an important point and I apologise for not making it in my speech. Optometry is really important, and as somebody who spends their whole life looking for their other glasses, I can absolutely appreciate his point.

In England, 4.4 million children have not seen a dentist for at least a year. Meanwhile, in Shropshire, Telford and Wrekin integrated health board, £1 million of dental funding went unspent in 2022-23. The system is clearly broken. When can we expect the Secretary of State to fix it?
