Thank you very much, Mr Speaker. I wish you and the team a very happy Christmas indeed. I congratulate the Solicitor General on her position and welcome her to her place. I hope to work constructively and effectively with her on this challenging and very important part of Government. As the Solicitor General knows, rape victims need action now, urgently, given that many rape cases take more than two years to come to trial. There has been much talk from Ministers about opening specialist fast-track rape courts, but disappointingly there has been very little detail to date. How will the Government achieve that fast-tracking if they do not use all potential court sitting days, as requested by the Lady Chief Justice but refused by the Lord Chancellor?

I congratulate the hon. Lady on securing this really important debate. Does she agree that specific forms of cancer like lobular breast cancer require specific funding, research and treatment, and that a one-size-fits-all approach is going to fail millions of women? I declare an interest in asking this question in that last year I was diagnosed with lobular breast cancer. I am cancer-free now, thank God, as a result of the help of the Royal Marsden hospital. Tragically, that is not the case for many, many women in this country.

As a family lawyer for many years before I came here, I found that some children—some as young as 13—felt it absolutely normal to be hit by their boyfriends. Does the hon. Gentleman agree that educating our young people, girls and boys, about the importance of respecting themselves and others is a key part of eradicating violence across the board?

Over the past 10 years in England and Wales, one student has died every four days as a result of suicide. Despite that forlorn tragedy, the law remains unclear about the duties and responsibilities universities have towards their often very vulnerable young students. Will the Minister meet me and members of the LEARN Network and ForThe100 to discuss the introduction of a statutory duty of care for all higher education providers?

Thank you very much indeed, Mr Speaker. It is an honour to stand at the Dispatch Box again, albeit on the other side of this great Chamber. I hope to work constructively with the hon. and learned Lady on this challenging and very intricate part of Government. Violence against women and children is abhorrent and inexcusable. It crushes self-confidence and self-esteem in victims, wrecks families and ruins lives. As someone who was a family lawyer for 23 years before coming to this place, I welcome the Government’s mission to halve violence against women and girls within the next decade. To achieve that important goal, what action are the Government taking on prevention and early intervention, and when will the specialist rape courts be introduced?

The Government have announced an extra £49 million in funding to support victims of crime and say that the funding will enable additional staff recruitment at the specialist rape and serious sexual offence unit of the Crown Prosecution Service. Can the Solicitor General confirm to the House the number of additional staff to be taken on? When will they be in place?

Because of the age restrictions in accessing NHS mammograms and the importance of early diagnosis, which she highlights, does she agree that self-awareness and self-examination in young women is critical in the battle to beat breast cancer?

I congratulate the right hon. Gentleman on securing this important debate. I recently visited the home of an elderly pensioner in my constituency. I sat in her freezing cold living room with her for more than an hour while I took instructions on a matter. She was wearing two jumpers, a scarf, thick trousers and boots. She was dressed in that way because she was too afraid to put the heating on, as she did not think she would have the money to pay the bill. Does the right hon. Gentleman agree that the Government’s cruel cut to the winter fuel allowance will have a serious impact on the health and wellbeing of some of our most vulnerable people?

As we have heard today, town and city centres like mine in Maidstone desperately need a range of vibrant and varied shops and businesses. Does my hon. Friend agree that a reduction in business rates, not just a reform, would incentivise businesses to set up, especially independents and new start-ups? At the same time it would ensure that a level playing field starts to be set with e-commerce and home delivery services.

I thank my hon. Friend for giving way and congratulate her on bringing this important and timely debate. Many farmers in my constituency of Maidstone and Malling are having a very tough, wet time, like the farmers in her own constituency. I believe that, for many, business confidence is pretty much at an all-time low. Does she agree that reducing red tape, regulation, bureaucracy and endless reporting, and having a slightly more light-touch approach in terms of planning and the re-diversification of farms, could boost business confidence and inspire and motivate farmers?

I have the excellent MidKent College in my constituency, and they tell me that there has been constant change in the skills landscape over the last 10 years, with qualifications being removed and then reintroduced. They have put it to me that more certainty would make for much better long-term planning, not only for students but for colleges.

Does he agree that sharing the stories of all those we know who are affected by sepsis, as he has done so sensitively today about his Abbi, helps to highlight the importance of early recognition of this dreadful disease and the importance of early diagnosis?

We have heard today about the fantastic work that SEND schools are doing in our constituencies. Does my hon. Friend believe that some form of ringfenced funding with tracked impact measures could help very good SEND schools, such as Five Acre Wood in my constituency, to flourish further?

My hon. Friend the Member for North West Norfolk (James Wild), the shadow Minister, did not quite answer my question on this, and I would love to hear the Minister’s response, bearing in mind what she is saying about the need and the work of special schools. Does she believe that the ringfencing of funding for SEND schools, with tracked impact measures, could help some of these amazing schools that go above and beyond in helping children who are highly vulnerable with their education and care, as well as supporting their families to flourish further?

The Minister is being very generous in giving way. In my Maidstone and Malling constituency, local bus companies Arriva and Nu-Venture tell me that a significant reason for the lack of services is the lack of drivers, and that speeding up the process for granting provisional licences could make a real difference. Will the Minister look at that?
