    I wonder whether the hon. Lady knows of a single major economy on the planet that went faster than the previous Conservative Government in cutting emissions.

    My right hon. Friend is absolutely right. The Bill sets out huge powers for the Secretary of State—he will be like the slim controller of the energy system, as he tries to interfere. But he has a track record in such cluelessness—the 2030 decarbonisation target. “We need more ambition,” he said. We had therefore hoped that the self-confessed nerd would know how to do it, but we had the letter in August to Fintan Slye of the Electricity System Operator, which set out the fact that the Secretary of State did not have a clue about how to deliver 2030 decarbonisation. The answer from Fintan Slye, if he were not in such an impossible position, would have been short: “It can’t be done. You need to do your homework.”

    I am grateful to the right hon. Gentleman for giving way. He is normally a fair man, but what he did not mention was the risible state of renewable energy when we took power in 2010. It accounted for less than 7% of electricity, and we increased the figure to nearly 50%. We are a country that has led the world in this area. It was the Conservatives who transformed our energy system to remove coal from the system. I am sure I am just setting up the Secretary of State, which I am happy to do, but what will state ownership do? Our system is arguably one of the most effective in the whole world at delivering green capacity, and has been the most successful in cutting emissions. What will state ownership do, other than simply put the state and its complicated mechanisms into programmes that need to be speeded up, not slowed down?

    I congratulate the Secretary of State on her dancing skills, her appointment and her outstanding answer to the question from the shadow Secretary of State, my right hon. Friend the Member for North West Essex (Mrs Badenoch), on council tax, which I will pursue. Can she assure the House and guarantee that she will not remove the single person discount, which is so important to pensioners who are already losing out because of the absence of the winter fuel allowance? That would put gladness into the heart of elderly people across the country who live on small incomes.

    I congratulate the Minister on both the tone and the substance of her response here today, and I see that the Foreign Secretary is now coming into the Chamber. The President of Ukraine has lauded the UK for its leadership in arms, politics and support for Ukrainian society, but can the Minister explain why he said that, since the election, that support had slowed?

    Will my right hon. Friend undertake to continue to share his insights into food security with the Labour party, which has no particular history in that respect? Indeed, its Front-Bench team consists of a Secretary of State from Croydon, a Minister of State from Cambridge and a couple of others from Hull and Coventry. They know little of country ways; they know little of the importance of food security. I hope that my right hon. Friend, in his charming and constructive way, will ensure that the Labour party, and particularly its Ministers, learn from his great knowledge.

    The Chancellor committed to long-term planning for capital expenditure. Last March, the then Chancellor committed £20 billion to carbon capture, usage and storage, without which a net zero future cannot be delivered. In the light of the right hon. Lady’s review, can she set out for the House what commitment this Government will make to investment, including to that £20 billion for CCUS?

    I am grateful to the Prime Minister for giving way. He talks about priorities. Of course, people in rural communities around the country see the vast majority that the right hon. and learned Gentleman has assembled, and they are afraid. They see a manifesto in which just 87 words are about farming. They see a King’s Speech with no mention of rural communities or priorities. Will the Prime Minister please take this opportunity to reassure people in rural and farming communities that his Labour Government will take notice of them?
