    I thank the Minister for being so generous. He makes a very interesting argument, and I think many Members were excited about the change he proposed. I have read his manifesto, which makes a number of interesting points about hereditary peers, a retirement age of 80, strengthening the circumstances in which disgraced Members can be removed and an alternative second Chamber. All of this is missing from the Bill, but it was in his manifesto. Is he open to accepting amendments to include these proposals that were in his manifesto?

    I want to make this a proper Bill that reflects the hon. Gentleman’s manifesto. I will give way again to the hon. Gentleman so that he can answer this. If the Bill were amended to reflect the Labour manifesto, would he join me in voting for those amendments?

    I am curious as to whether the Liberal Democrats would be open to amendments that look to take the reforms proposed by the Government that step further. It is very important that we work together to make sure we get the best form of upper House.

    I have made it clear. Will the hon. Gentleman vote for his manifesto? He is frightened to deliver his manifesto because of what the Whips will do to him. Labour Members have been told that they are not allowed to table amendments. They have been sat on so oppressively. When I was Chief Whip, I always encouraged as much debate as possible, across the House and including from my own Members, as I know how important it is to have a broad, wide-ranging debate. It is slightly depressing that there seems to be a more heavy-handed approach.

    I am interested in the hon. Gentleman’s suggestion that further reforms will be coming down the line. That will entail further legislation, and we know how precious legislative time is. Can he—or perhaps the Paymaster General—tell us when the subsequent Lords reform Bills will be introduced in this Parliament?

    Indeed, and I want to encourage the Paymaster General. He has the potential to be known as a great reformer of the Labour party—he will write books about himself in the future—but he needs to be brave. He needs to be bold. I know that he can persuade his friends in the Whips Office to be bold. Fundamentally, we have a big opportunity. There is an unfairness. There is an injustice. So many people of so many faiths, and so many people of no faith at all, see that there are 26 bishops in the House of Lords. They do not reflect what the United Kingdom looks like today, so if the Government are not willing to table an amendment, I will table an amendment to remove those 26 bishops from the House of Lords.

    Only in the House of Lords, let me be clear. It is also vital to introduce participation requirements, and I look forward to working with Ministers to make such amendments.

    On the tickets that were given away for free, there is a lot of concern among constituents about the way that the Government seem to have been involved in compromising the operational independence of the police. I appreciate that the Minister cannot set out the Attorney General’s advice, but can she explain to the House why the Attorney General was asked to give advice, and what question the Attorney General was asked to answer?

    I very much welcome the announcement by the Minister. It is absolutely the right thing to be doing. I was privileged to see at first hand the amazing work that the 333 and 444 units did, side by side with British forces. Can the Minister assure the House that he will work closely with the Pakistani Government to ensure that none of those individuals is expelled or moved on from Pakistan until we are able to look at their cases? Would the Minister be able to find time to meet me in order to go through some individual cases that are a bit too sensitive to talk about on the Floor of the House?

    Mr Speaker, I apologise for my hoarse voice—I have been silenced. The reason that this legislation was brought forward in the first place was that so many academics were fearful of being able to speak in those institutions. They did not believe they had the freedom to express ideas and views, and they were being silenced by other academics. That is why the legislation was brought forward. It is shocking that an Act of Parliament, passed by this House and given Royal Assent, is just to be cast aside without Members of Parliament first having an opportunity to vote on whether they agree with that. Will the hon. Lady therefore commit to giving this House a say on whether that will be allowed to happen?

    I welcome the Secretary of State’s statement. One of this sector’s real challenges, as she rightly pointed out, is skills. So many of those working in the sector are freelance. Will the Secretary of State give some thought to how we can get some of the larger players to act as incubators to bring through more talent and support, as they have the full breadth of resources that are needed?

    I know that many farmers in my constituency of Stone, Great Wyrley and Penkridge are deeply worried about some of the talk about changes to the tax regime, not just to inheritance tax, but to capital gains tax, and how that will impact the future viability of their business and the ability for farms to be farmed by families.

    I thank the right hon. Gentleman for his statement. People in Ukraine are facing great challenges, and we can see how much resource Russia is throwing at the situation. Most colleagues on the Government Benches feel it is time for Storm Shadow to be allowed to be used with freedom by the Ukrainian people. Will the right hon. Gentleman set out the legal restrictions that are stopping that from happening? Conflicting briefings have been coming out of Government.

    In Stone, Great Wyrley and Penkridge, over 19,600 pensioners are going to lose their winter fuel payments. Of course, so many of them are incredibly proud and do not want to apply for additional benefits, and so many will be just outside of being eligible. The decisions of this Government are condemning them to a cold and incredibly hard winter.

    In order for most plants in the United Kingdom to make virgin steel, they need to be able to bring in coking coal. The Labour Government’s policy is to ban bringing in coking coal, which means that thousands of jobs will be lost. What is the Minister going to do to reverse that decision so that jobs can be saved?
