Gagan Mohindra MP: speeches
4 Jul 2024–3 Jul 2025
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Several of my constituents have written to me, concerned that Arriva, which provides local bus services, has cancelled or reduced some of their local routes, such as the 322 in Maple Cross and the 328 in South Oxhey, leaving them with no other transport options aside from costly taxis. What will the Minister do to ensure that everyone has access to public transport, such as those vital bus services?

It is a pleasure to serve under your chairmanship, Mrs Hobhouse. I thank my hon. Friend the Member for Mid Norfolk (George Freeman) for securing this important debate. I wish to speak about the effect on the residents of South West Hertfordshire. In the five and half years I have been a Member of Parliament, I have been distressed by how many residents come to me about this issue. A problem that starts as a trickle very quickly has a massive impact on their life. Flooding now has real, lived effects; it is not just a remote risk. Residents face home damage, traffic disruption, economic loss and, increasingly, mental health impacts. Rickmansworth lies at the confluence of three rivers: the Colne, the Chess and the Gade. It has a historic canal network, including the Grand Union and Batchworth canals, and surrounding waterways. In recent years, we have increasingly seen the overtopping of canals and a fast-rising water table during heavy rainfall. Problem hotspots include Church Street, the aquadrome and Ebury Road in Rickmansworth. Surface water flooding is worsened by urban development, inadequate historical infrastructure and bad planning. Unfortunately, we do not have an up-to-date local plan, so design guidance is not yet being adhered to by developers, because there is no requirement to do so. Planning must begin with flood resilience. Bad planning does not just affect us; some of the structures we build today will last for decades, if not hundreds of years. If we get it wrong now, it is very difficult to retrofit and correct with a developer, who typically makes a profit and leaves.

Local bus services are part of the integrated travel plans for my constituency, but my constituents also rely on Transport for London to commute into London. One frustration of my community is that concession fares are offered to London residents who live very close to the Hertfordshire border but not to my constituents. As accessibility to public transport remains one of my top priorities, will the Minister push Transport for London to extend those concessions to every TFL user regardless of their address?

T4. My constituent James, from Abbots Langley, wrote to me on the subject of the Chancellor’s recent talk about pushing infrastructure projects, such as the Heathrow airport expansion. Why is the Health Secretary not pushing for this infrastructure funding to be spent on the new Watford General hospital, a project that has cross-party support, is shovel-ready and will save lives?

The hon. Gentleman is being generous in allowing me to intervene again. Similar to parts of my constituency, Hemel has great transport links. County lines is a relatively new phenomenon, and one of the downsides of our road and train network is that crime is coming out of London. Has he worked with the London Labour Mayor to address those issues?

As the Minister will know, the Royal Fleet Auxiliary industrial dispute is putting our national security at risk. Does he think it is a betrayal of our defence that Labour puts generous settlements for their rail paymasters over the small number of seafarers who keep us safe?

The commitment of £400 million for a new hospital at Watford General was one of the many brilliant things that the last Conservative Government did, along with my good friend Dean Russell, the former Member of Parliament for Watford. It would have been life-changing as well as lifesaving for so many of my constituents. Why is the Prime Minister cancelling that funding commitment, and spending billions of pounds on giving pay rises to train drivers instead?
