Douglas Lumsden MP: speeches
4 Jul 2026–16 Oct 2026 · year in progress
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

The parties that are talking down the North sea oil and gas workers are the Labour Government here and the SNP Government in Holyrood. The Conservative party is standing up for the North sea oil and gas workers. When I quizzed the Prime Minister on approving Jackdaw and Rosebank, he said that he would “take a pragmatic approach”, and that we would see that in action soon, but we now hear that there are further delays because the Labour party wants to save face in a central London by-election. At a time when our energy security is at risk, will the Government put the national interest above the interests of the Labour party and approve Jackdaw and Rosebank as a matter of urgency?

The hon. Member has agreed that we will need oil and gas for years to come, so can he clarify the Liberal Democrats’ position? Do they support Rosebank and Jackdaw? Do they support new licences? Do they support jobs up in Aberdeen?

Does the Minister agree that if we produce our own oil and gas, that gives the Exchequer more money? If the Government want then to use that to take money off people’s bills, that is up to them.

I understand the hon. Member’s view about leaving fossil fuels in the ground, but does she not agree that, while we still need fossil fuels, it is much better for jobs, for the environment and even for the Exchequer that we produce our own oil and gas rather than rely on imports from elsewhere?

I must admit that I am angry and disappointed when I hear Members on other Benches seeming to cast aside jobs in my constituency. On 18 June, the people of Aberdeen South sent the huge message to both this Labour Government and the SNP Government in Holyrood that they will not stand back and watch their jobs being destroyed. Every month, 1,000 jobs are being lost in the UK oil and gas industry. Every month, the Government dither and delay, which means more jobs lost. Does the Minister not accept that those workers deserve clarity, and not to have the decision kicked further down the road? They need assurance that their jobs will be saved.

The Prime Minister spoke earlier about deindustrialisation. That is exactly what is happening in my constituency, but that deindustrialisation is being caused directly by Labour’s energy policies. The energy profits levy, the ban on new licences and the delay in approving Jackdaw and Rosebank are all having a huge impact on thousands of jobs. Will the Prime Minister take a different approach from his predecessor and protect jobs in the oil and gas sector?
- 15 Jul 2026 · National Energy System Operator: Blackout Risk · Hansard source
More
This is a really worrying situation that perfectly highlights why we need an energy mix in our grid. In that energy mix, we need to have nuclear, as was mentioned before, but we also need to have gas to provide the inertia in our grid. The people of Aberdeen South understand that, but does the Minister understand that, and is he concerned with the lack of inertia in our grid as we move to more and more intermittent sources?
- 9 Jul 2026 · Iran Conflict: Ceasefire · Hansard source

The ongoing conflict puts our own energy security at risk, so can the Minister assure us that our energy supply routes are safe and there is no risk of blackouts this winter?

My constituents know that best way to improve energy security and job security is to drill more. The Government may not want to hear this, but my constituents know it, the trades unions know it, and even the Labour MPs on the Energy Security and Net Zero Committee know it. Will the Government approve Jackdaw and Rosebank as a matter of urgency to improve our energy security, to improve our job security and to improve our economy by billions of pounds?

Lessons must definitely be learnt from what has happened in Scotland, because we are seeing a big impact. Why would someone start a business in Aberdeen now? New businesses have to factor in rent, business rates, insurance, energy costs and waste charges, and that is before they even get to national insurance or staff costs. There is a huge cost to doing business, and it is no wonder that our high streets are struggling. My hon. Friend the Member for Meriden and Solihull East (Saqib Bhatti) made an important point about business owners, because often they decide not to take a salary, or to take very little. We have heard about zero-hours contracts, but that does not apply to them, and neither does the minimum wage. Often they are going without in order to pay all their costs. We have organisations that are trying to make a difference. Our Union Street in Aberdeen, for example, does a great job of providing businesses with incentives and provides start-up grants for new businesses, but it is a private organisation. It should be the council, city council and Governments that are doing more to help industry. Summer jobs are critical for the hospitality sector. I think of the beachfront in my constituency, where we are fortunate to have two whole days of summer every year. It is so important that those businesses have the flexibility to employ part-time, seasonal workers. Across the city there are so many great businesses that benefit from seasonal workers. I think about Codona’s, a funfair at the beach, which employs hundreds of people, but it is most busy during the summer period. That is also the case for cafés in places such as Duthie park, bustling when the weather is good. They need that flexibility. Recently we have been fortunate to have a huge expansion at Aberdeen harbour, under the stellar leadership of Bob Sanguinetti. That means that cruise ships can now visit Aberdeen and Aberdeenshire. That is a tremendous asset, but it is seasonal and we need to ensure that our hospitality sector is resourced to cope with the demand. We need to support our hospitality sector, but the SNP and Labour Governments have been woeful at doing that. We have seen job taxes, business rates, bureaucracy and red tape, and all that is hindering our industry, harming our jobs, causing businesses to fail and impacting young people the most. The Government need to think again, allow our hospitality industry to thrive and support our motion today.

Would my hon. Friend agree that if we want abundant energy, we should produce much more of it in this country? It would be much better for our economy, for jobs, and even for the environment if we produced oil and gas in this country, as opposed to relying on imports.
