    I note that the shadow Secretary of State made great play of the changes and the extra safeguards that Ministers of the previous Government put in place following the breach. I also note that the Secretary of State said he had had to make more changes and introduce new software. That suggests to me that the changes put in place by the previous Government were not good enough. Can I ask him this clearly? Who had knowledge of this incident in the 18 months after the data breach had taken place before it reached Ministers? How were there no checks on anyone in the Department who had access to that sort of data to ensure they were using it properly?

    I congratulate my right hon. Friend on her statement, and welcome the investments in transport. Let me take her back to the proposed Liverpool-Manchester railway line, because it is important that this delivers for my constituents in Widnes and Halewood. In her discussions with the Mayor of the Liverpool city region and other leaders in the area, will she bear in mind that one of the proposals is for a Liverpool Gateway station? Ditton in my constituency, which is the site of an oil station and has good links to both the west coast main line and the freight line, is ideally placed. Will she bear that in mind in any future discussions that she has with the Liverpool city region?

    We already know that the Bill as published was flawed, because of the changes that have been made in the past few days and announced today. I welcome the wider review of PIP and the consultation with disabled people, their organisations and clinicians, but given the wider review and that the Timms review is yet to report, why are we pushing ahead at this stage?

    I thank the Secretary of State for his statement, and echo his words about the courage and professionalism of our service personnel. It is good that everyone has returned safely. Having a strong and capable military is essential to ensuring our economic security and freedom of trade. Is that not why financial institutions and pension funds should increase their investment in defence industries, and not listen to voices opposed to that?

    I congratulate my right hon. Friend on the work he has done to secure extra funding for defence and for Ukraine. It is clear that Putin does not want peace and that all he is interested in doing is gaining Ukrainian territory. We have to send a clear message to him that neither we nor our allies are taking a step backwards. The only way we can get a just settlement for Ukraine is for Ukraine to be as militarily powerful as possible to stop the Russians taking more territory. I welcome the efforts that have been made so far and the additional funding, but, as I have said before, we will have to increase defence spending further. The 3% will not be enough by the next election.

    I thank my hon. Friend for her statement; I know that she is doing all she can on the issue. We cannot have a defence industrial strategy unless we have our own primary steelmaking facilities, so clearly we cannot let these furnaces close. I was interested to hear what the Minister said about having various meetings in Whitehall and with the Treasury. When is she likely to be able to come back to the House and report on the progress made on this issue and, importantly, on a steel strategy for the long term—not just five or 10 years, but 20 years or more?

    I refer the Leader of the House to the public office standards Bill, better known as the Hillsborough law, which is how I would like to refer to it. She will know my history in what happened at Hillsborough and, subsequently, with the independent panel report, and the involvement I had in the negotiations between Ministers, families and others. From what we are hearing, it seems that we are approaching a similar situation, where Whitehall is finding reasons to find problems with the law, rather than delivering it. It was only when we had the intervention of the then Home Secretary, Alan Johnson, and then Baroness May of Maidenhead, when she became Home Secretary, that we got things moving again. Can I ask the Leader of the House to talk to her Government colleagues to ensure that the duty of candour, parity of funding for families at inquest and other issues that we agreed on will be included in that Bill and that it will be published soon?

    If the comments from across the Atlantic this week have reminded us of anything, it is that we should always keep at the forefront of our minds the bravery of our service personnel, not least in recent conflicts in Iraq and Afghanistan when serving alongside the US and other allies. I therefore ask my right hon. Friend to find time on the Floor of the House for us to debate the bravery and sacrifices of our service personnel.

    The Prime Minister’s actions this week demonstrated again why UK leadership in defence and security and on Ukraine is crucial. I also agree with him that it is important to strengthen our relationship with the United States. In the coming months, will he consider whether we should be proposing to hit 3% spending before the next election? We need to do what it takes.
