David Pinto-Duschinsky MP: speeches

4 Jul 2025–3 Jul 2026

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

The hon. Member says that owning a home gives people a stake in their community, and I agree with him. Why then does his party oppose this Government’s moves to help build 1.5 million homes and reform the planning system?

Q13. The leasehold system is fundamentally broken. Thousands of leaseholders in Hendon are getting a raw deal, paying ever-rising service charges for ever-poorer service. That is why I welcome the Government’s commitment to ending the feudal system of leasehold once and for all. Will the Prime Minister share with the House what actions the Government are taking to help leaseholders and bring in a system of commonhold?

I thank my hon. Friend for that excellent point. She is of course right, and I am proud to have welcomed many people with BNO status to my constituency of Hendon, particularly in Colindale. That growing and vibrant community adds immeasurably to the life of the area. I have talked to many BNO holders who have come to the UK to start a new life. They are absolutely committed to our country for the long term. They are keen to put down roots. They are planning their working lives, their children’s educations and their retirements here. That is why the five-year ILR timeframe is so important to them. Without ILR, BNO holders cannot get home fee arrangements at university for their children or access their pension savings from their mandatory provident fund accounts. I have talked to many families who are directly and profoundly affected by that, leaving them in great financial difficulty. Without ILR, people cannot begin the path to full UK citizenship. When they applied for BNO status starting in 2021, they did so on the basis of a five-year ILR period. Extending the ILR period for them will potentially create great uncertainty and hardship. The Government are absolutely right to tighten the rules on migration to address the appalling failures of the previous Government. The measures laid out in the recent migration White Paper will make an important and welcome difference, and I fully support them. However, it is still worth considering the obligation we have to certain groups when making that important change.

Q I want to build on the questions that the hon. Member for Mid Leicestershire and my hon. Friend the Member for Bristol North East were raising. Obviously, part of the challenge we face is around the proliferation of small pots; certainly, when I talk to my constituents about issues of long-term retirement planning, that is the consistent theme. The Bill obviously sets out a path to try to deal with some of that proliferation that has been caused since the introduction of auto-enrolment. What are your views on the extent to which the Bill provides the right framework for dealing with that kind of proliferation? Jack Jones: As Zoe said earlier, we should be here already. It has taken us a long time to get to the point where we have an agreed solution. It looks as if the mechanics of it will work. I think we need to let that bed in and prove that it works. The main concern from our perspective is the £1,000 definition of a small pot. Obviously, from a lot of angles, £1,000 is a lot of money—but as a pension pot it really is not. Looking at this once you have proved the concept and you have a system that works and that hoovers up the smallest pots and those most likely to become orphaned is one thing, but I think if you are looking at helping people to avoid accumulating 10 medium-small pots over their career, we need to look at how to increase that over time. Christopher Brooks: I agree with Jack. I think the Bill is really strong on small pots and the system that is envisaged will really help. I guess my only comment would be that £1,000 is not a huge amount of money, so maybe over time that amount could be raised, and some kind of indication that that is the intention might be helpful.
